In 2021, with the approval  of the State Council, Shanghai, Beijing, Guangzhou, Tianjin and  Chongqing became the first cities to be built into international  consumption destinations. Among them, Beijing is expected to see  significant improvements in such key indicators as international  reputation, consumption prosperity, business vibrancy, transportation  convenience, consumer comfort and policy leadership by 2025 and grow  into an international consumption destination that meets people's  aspirations for a better life.

I. Municipal Level

(I) Development Positioning and Goals

1.Development Positioning

By  leveraging the policy advantages of the "two zones", namely a  demonstration zone for the service industry in Beijing and a free trade  zone, and the collaborated progress in the five key projects, including  building Beijing into an international center for innovation; making  progress in building the "two zones"; developing the digital economy;  stimulating and creating new demand through supply-side structural  reform; and making greater headway with Beijing-Tianjin-Hebei  coordinated development, Beijing is accelerating its efforts to develop  itself into an international consumption destination during the 14th  Five-Year Plan, and endeavors to be a hub for fashion, shopping malls,  and global cuisine, a global tourist destination that showcases both  traditional culture and modern civilization, and a benchmark city for  digital and new types of consumption.

2.Development Goals

(1)  Beijing will build two to three world-class business districts with  annual retail sales volume of over CNY 100 billion and a batch of iconic  business districts with global influence, and cultivate over 20  well-known and globally influential brand activities featuring the charm  of Chinese culture and genial Beijing atmosphere.

(2) Beijing  will have about 800 departure tax refund stores covering 100 percent of  key business districts, and pilot stores for immediate refund will cover  100 percent of international business districts.

(3) Over 3,000  first, innovation and flagship stores of brands from both at home and  abroad are expected to open by 2025 in Beijing, making the city a global  center for premieres of brand products.

(4) By 2025, Beijing  will have approximately 230 certified "Beijing time-honored brands", 50  national intangible cultural heritage arts and 90 municipal intangible  cultural heritage arts.

Beijing strives to incubate more than  100 new consumer brands by 2025, including over 20 brands with annual  sales volume of over CNY 100 million and over 80 brands with annual  sales volume of over CNY 10 million.

(II) Support Policies

1.  Financial support will be provided for independent legal entities in  Beijing that have stable performance and sound growth prospects and have  opened their first Asian stores, first mainland China stores, and first  Beijing stores for domestic and foreign brands, flagship stores, and  innovative concept stores in Beijing since November 1, 2021 (inclusive).  These enterprises must have a sum of store decoration fees (including  costs for decoration design, equipment purchase, and supporting hardware  facilities) and paid rent (not exceeding 12 months) that exceeds CNY  500,000. Retail enterprises can receive up to 50 percent of the total  approved actual investment, with a maximum of CNY 5 million for the  first Asian store, CNY 2 million for the first mainland China store, and  CNY 1 million for the first Beijing store, flagship store, and  innovative concept store. Catering enterprises can receive support of up  to 20 percent of the total approved actual investment, with a maximum  of CNY 500,000.

2. Independent legal entities in Beijing can  receive a fund of 50 percent of the total costs of venue lease,  facilities, and promotion activities for new product launches of  domestic and foreign brands held in Beijing after November 1, 2022  (inclusive). The maximum fund amount for product launch events of  apparel, cosmetics, watches, bags, jewelry, and other fashionable  consumption products is CNY 2 million, while the maximum amount for new  product launch events of other consumer brands is CNY 1 million. 3.  In order to support the growth of e-retailing, enterprises with  substantial and rapid increase in annual sales volume are offered  financial incentives. Support will be granted for the development of key  projects such as cross-border e-commerce platforms, overseas  warehouses, bonded warehouses and experiential stores to help  enterprises grow their cross-border e-commerce business faster.

4.  Enterprises will receive financial support during the 2023 Beijing  Consumption Season if they innovatively engage in brand-related  activities and promotions focusing on the main themes of the Consumption  Season and during traditional Chinese festivals such as the Lantern  Festival, China's Valentine's Day, Mid-Autumn Festival, Chongyang  Festival, Winter Solstice, and holidays including May Day, Children's  Day and National Day.

II. District Level

(I) Dongcheng District

1.Key Projects

Wangfujing business district, Chongwenmen business district, Qianmen, Dongzhimen, Longfu Temple, etc.

2.Support Policies

(1)  The District will implement all policies and measures for the  development of Beijing into an international consumption destination,  and will take full use of municipal policies and financial support.

(2)  The District will explore for establishing funds earmarked for the  construction of the Dongcheng International Consumption Destination  Demonstration Zone. In addition, supporting policies will be improved to  facilitate the establishment of the first stores of commercial brands,  the inheritance and innovation of time-honored brands, the development  and utilization of cultural resources, the transformation and upgrading  of business districts, and the growth of the night-time economy.  Furthermore, it is important to encourage the development of new  consumption models, new business formats, and new scenarios.

(3) Stronger support will be provided for key consumption enterprises, major projects (platforms), and featured activities.

(II)Fengtai District

1. Key Projects

Lize  Financial Business District, the Capital's New Business District,  Dahongmen, Zhongguancun Fengtai Park, South Central Axis Area, etc.

2. Support Policies

(1)  Registered independent legal entities above designated size operating  in the fashion, retail, and other commercial sectors will receive tiered  support up to a maximum of CNY 1 million based on their enterprise size  and functional level. To qualify for this support, the entities must  achieve annual retail sales of  CNY 50 million, CNY 100 million, or CNY  500 million in the current or following year.

(2) Support will be  granted to eligible independent legal entities that have opened the  first Asian store, first mainland China's store, and first Beijing store  of well-known domestic and foreign brands, flagship stores and  innovative concept stores in Fengtai. To qualify for this support, the  sum costs for store decoration, including those for decoration design,  equipment purchase, and supporting hardware facilities, as well as the  first-year paid rent, must exceed CNY 500,000. The grant amount can be  up to CNY 2 million and not more than 30 percent of the actual project  investment.

(3) Support will be provided for industry leaders,  key business districts, and special parks to establish or renovate  fashion industry demonstration parks. With the approval of the municipal  government, these parks may be eligible for a one-time financial  support of up to CNY 1 million in the year of official launch of the  park or the following year. The amount of financial support will depend  on factors such as the investment scale, consumption-driving effect, and  brand influence of the park.

(4) To improve the consumption  environment and promote quality consumption,  municipal-government-certified business entities, including the  "late-night canteen" catering blocks, "capital night" consumption  landmarks, integrated must-go shopping spots, and quality consumption  life circles, can apply for funds of up to CNY 500,000 and not more than  30 percent of the actual project investment. Each entity can only apply  for one project per year.

(5) Commercial complexes, offline  retailers, catering enterprises, e-commerce platforms, and other market  entities are encouraged to participate in the "Fengtai District  Consumption Season" activities. Those who achieve significant results in  stimulating consumption will receive a grant of up to CNY 100,000 per  activity, based on their investment in venues, publicity and promotion,  coupons and discounts, and their business growth scale.

(III) Shijingshan District

1. Key Projects

Liugong Hui of Shougang Industrial Park, Moshikou Historical and Cultural Block, etc.

2. Support Policies

(1)  An incentive grant will be provided for eligible independent legal  entities that have received grants from the Beijing Municipal Bureau of  Commerce for opening the first Asian store, first mainland China store,  and first Beijing store of well-known domestic and foreign brands,  flagship stores, and innovative concept stores in Shijingshan. The grant  amount can reach up to CNY 1 million per project, but not more than 30  percent of the municipal grant, based on the recognized level of the  first store.

(2) For the newly registered fashion retail  enterprise headquarters and subsidiaries in Shijingshan District, if  their retail sales reach CNY 30 million or more in the year of  registration or the following year, and contribute to the regional tax  revenue, they will be eligible for a one-time registration bonus of up  to CNY 1 million yuan. The amount of the bonus will be determined based  on the types, growth potentials, and brand influence of the enterprises.  

(3)The government of Shijingshan District encourages entities  such as shopping centers of a certain scale, department stores, and  specialty stores within traditional shopping malls and business  districts (featured shopping streets) to renovate their facades, upgrade  their store decorations, purchase new equipment, and improve supporting  facilities such as water, electricity, gas, and heat. If the project is  in line with the consumption upgrading guidelines of the District, the  entities may receive up to CNY 5 million per project, which is not more  than 4.35 percent of the actual project investment.

(4) First  brand stores, commercial complexes and commercial operators are  encouraged to hold large-scale new product launching activities with  international and domestic influence in Shijingshan district, and will  be given a maximum of CNY 500,000, which is not more than 30 percent of  the actual investment costs of venue lease, facilities, publicity and  promotion.

(5) For retail and catering enterprises registered in  Shijingshan and above a designated size, if their sales (turnover) for  the current year exceed CNY 50 million, they may be eligible for up to  CNY 1 million in tiered grant based on their sizes and growth rates.

(6)  Enterprises are encouraged to take part in the China International Fair  for Trade in Services (CIFTIS) and other international exhibitions held  in Beijing, and will be subsidized up to 50 percent of the actual  amount of booth fees and construction costs, with a maximum subsidy of  CNY 500,000.

(IV) Tongzhou District

1. Key Projects

The Universal Theme Parks, Grand Canal scenic spot construction, etc.

2. Support Policies

(1)  To tap new growth points for consumption and stimulate the growth of  local "popular China" brand, a grant of up to CNY 1 million will be  provided for incubation bases of new consumer brands, product (brand)  innovation and projects incubation.

(2) Key business districts  and traditional shopping malls are encouraged to carry out intelligent  renovation, improve business environment and upgrade business formats to  promote consumption and create new shopping landmarks. A grant of up to  CNY 4 million will be offered to renovation projects that effectively  drive consumption.

(3) "Late-night canteen" catering blocks and  specialty restaurants are given funds of up to CNY 1 million.  Additionally, enterprises that hold promotion activities during the  "Beijing Consumption Season" and effectively drive consumption growth  can receive a support amount of CNY 300,000 at maximum.

(4) To  foster the innovative development of cross-border e-commerce integrating  both online and offline channels, cross-border e-commerce businesses,  including B2B, B2C import and export businesses, and newly-built  cross-border e-commerce experience stores, can receive up to CNY 1.5  million in support.

(V) Shunyi District

1. Key Projects

Shunyi Old Town Business District, Xiangyun Town Business District, Capital Airport Business District, etc.

2. Support Policies

(1)  Small and micro commercial enterprises are supported to upsize. Small  and micro retail and catering enterprises that upgrade to and maintain  at the above designated size will be given a one-time financial  incentive of CNY 20,000 in the year of upgrading, and a one-time  financial incentive of CNY 30,000 the following year.

(2) Support  will be granted for the sustainable development of commercial  enterprises. Retail or catering enterprises with an annual increment of  CNY 20 million or more in total retail sales of consumer goods will be  scored based on their total retail sales and their contribution to the  regional economy. Based on the scores, they will receive a one-time  financial support of up to CNY 1 million. Additionally, enterprises that  achieve growth through e-retailing will receive an additional 5 percent  of the fund.

(3) Support will be granted for the growth of  fashion retail enterprises in Beijing. Enterprises listed in Beijing's  databases of key introduced and cultivated enterprises (hereinafter  referred to as "two databases") are encouraged to establish headquarters  and subsidiaries in Shunyi District. Financial incentives of CNY  100,000 will be provided if the retail volume reaches CNY 2 million, and  an additional financial incentive of up to CNY 200,000 yuan will be  given if the performance remains strong in the following two years.

(4)  Support will be granted for the establishment of the first brand  stores. The first Asian stores, first mainland China stores, and first  Beijing stores of domestic and foreign brands, flagship stores, and  innovative concept stores identified by the Beijing Municipal Bureau of  Commerce are encouraged to settle in Shunyi and apply for establishing  independent legal entities in the District. Stores with retail sales of  CNY 2 million or more will receive a financial incentive of CNY 100,000,  and an additional financial incentive of up to CNY 200,000 if the  performance remains strong in the following two years.

(5)  Support is granted for the development of new energy vehicles (NEV) by  providing a one-time incentive of CNY 300,000 for newly established NEV  delivery and settlement centers in Shunyi District.

(6) Support  will be granted for the growth and development of headquarters  enterprises. Headquarters enterprises newly identified by the municipal  government or relocated into Shunyi will be eligible for comprehensive  incentives of up to CNY 10 million.

(7) Support will be granted  for the introduction of branded businesses. Large commercial complexes  and shopping blocks are encouraged to attract enterprises in the "two  databases" and well-known domestic and foreign brands to settle in  Shunyi. To incentivize the introduction of these brands, a one-time  incentive of CNY 100,000 will be provided for the introducer for each  successful settling of the first Asian stores, first mainland China  stores, and first Beijing stores of domestic and foreign brands  identified by the Municipal Bureau of Commerce. The maximum incentive  amount is 1 million yuan.

(8) Support will be granted for the  revitalization of key business districts. Traditional shopping malls and  business districts (featured shopping streets) included in Beijing's  list of key business districts and operated in Shunyi District are  encouraged to renovate and upgrade. A one-time incentive equivalent to  30 percent of the actual investment amount will be provided for such  projects that have completed renovation and demonstrated tangible  results. The incentive per project should not exceed CNY 3 million.

(VI) Changping District

1. Key Projects

Longyu Center, Longde Plaza, etc.

2. Support Policies

(1)  Support will be granted for the establishment of demonstration units  that integrate businesses encompassing commerce, tourism, culture, and  sports. Market entities with an annual revenue of CNY 500 million or  more and a revenue growth rate of over 10 percent (new market entities  are exempt from the growth rate requirement) are eligible for a one-time  incentive of up to CNY 500,000.

(2) Support will be granted for  the establishment of intelligent consumption experience centers and  financial incentives will be offered to market entities in the fields of  intelligent communications equipment, networked cars, and wearable  devices. These entities can receive CNY 300,000 in financial incentives  if their annual sales reach CNY 50 million or more (existing market  entities must maintain positive growth compared to the previous year),  and may receive an additional CNY 50,000 for each sales increment of CNY  20 million. The total incentive amount shall not exceed CNY 800,000.

(3)  Newly settled sales headquarters, settlement centers, super experience  stores or direct-sale stores of new energy vehicles in Changping will  receive a one-time subsidy of CNY 500,000. If their sales for the year  fall between CNY 50 million and CNY 100 million, they will receive a  one-time bonus of CNY 300,000. If their sales exceed CNY 100 million,  they will receive a one-time bonus of CNY 500,000 (including the CNY  300,000 bonus).

(4) Enterprises that achieve sales of more than  CNY 1 billion and an increase of more than 6 percent in a year will  receive a one-time bonus of CNY 500,000. If sales reach CNY 3 billion  and increase by more than 5 percent, a bonus of CNY 500,000 will be  offered. For sales exceeding CNY 3 billion, enterprises will receive an  additional CNY 50,000 for each incremental CNY 100 million above the 3  billion mark. The maximum reward for a single enterprise shall not  exceed CNY 1 million.

(5) Newly opened duty-free stores and pilot  departure tax refund stores with immediate refund services will receive  a one-time subsidy of CNY 500,000 and CNY 300,000 respectively.  Cross-border e-commerce enterprises and e-commerce headquarters whose  main business revenues exceed CNY 500 million and increase by over 5  percent will be eligible for a one-time incentive of CNY 300,000.
