I. Municipal Level
(I) Accreditation of Headquarters Enterprises
1. Headquarters of multinationals in Beijing
(1) Accreditation Requirements
Enterprises can apply for accreditation as the headquarters of multinationals in Beijing if they meet all the following requirements:
① The enterprise must be a foreign-invested enterprise with an independent legal entity;
② The total assets of the foreign parent company must be at least USD 200 million; and
③ The accumulated registered capital of the foreign parent company paid in Beijing must be not less than USD 10 million.

2. Foreign funded research and development headquarters
(1) Accreditation Requirements
Enterprises can apply for accreditation as foreign-funded research and development centers if they meet all the following requirements:
① They must be foreign-invested enterprises or internal institutions as independent legal entities;
② The accumulated registered capital paid in Beijing must be 2 million U.S. dollars or more;
③ They must have a fixed research and development place and full-time research and development staff;
④ They must obtain authorization from the parent company to undertake research and development headquarters functions such as scientific research and product development; and
⑤ They must undertake research and development projects such as research and product development in related scientific and technological fields.
If the research and development centers identified by the Beijing Municipal Science and Technology Commission and Zhongguancun Administrative Commission meet the requirements of the Suggestions, they can be directly identified as foreign-funded research and development headquarters. For well-known foreign-invested enterprises or those with outstanding contributions, requirements can be appropriately relaxed.

(II) Support Policies
1. Efforts will be made to utilize the "two zones" policy to its fullest potential in supporting headquarters enterprises in the China (Beijing) Pilot Free Trade Zone to conduct early and pilot tests in the fields of global trade and digital economy. The enterprises will enjoy policies and measures that expand industry access, facilitate safer and more orderly data flow, and promote smoother capital flow. There will also be greater support for talents and more tax incentives for enterprises to create a more favorable business environment.
2. Contributions will be made to the advancement of the international center for technology and innovation by increasing research and development investment and training and innovation efforts among headquarters enterprises. Greater support will be provided for high-tech headquarters enterprises in their research and development and professionals recruiting endeavors, taking into account factors such as research and development investment, team capacity, intellectual property rights, and the level of openness and sharing of innovation resources.

II. District Level
(I) Chaoyang District
1. Development Goals
After three to five years of reform, an open policy system that facilitates trade and investment will be established, along with an open system and institutional environment for the service industry that adheres to international high-standard economic and trade rules. This will enable the District to become a high-standard and high-quality free trade zone, with improved financial services, an optimized innovation ecosystem, high-end industry clusters, efficient and immediate supervision, diversified legal protection, and a positive radiation effect.

2. Support Policies
(1) The regional headquarters of multinationals (including Asia-Pacific headquarters) newly accredited by Beijing municipal government will be offered a one-time incentive of CNY 10 million. Additionally, global headquarters of multinationals so accredited will receive a one-time incentive of CNY 20 million. The regional headquarters of multinationals that have recently relocated to Beijing will be eligible for a one-time incentive of up to CNY 10 million.This clause applies in conjunction with municipal policies. (The year of accreditation and relocation is set in 2021)
(2) The top 20 headquarters enterprises ranked by contributions to the District in the previous year will receive an incentive amount not more than 30 percent of the increment of their district-level disposable financial resources and not more than CNY 15 million. The top 20 headquarters enterprises ranked by growth rate in contributions to the District in the previous year shall be eligible for an incentive of up to CNY 5 million, which should not exceed 30 percent of the increment of their district-level disposable financial resources.
(3) Newly accredited regional headquarters of multinationals or those that have recently relocated to the District will receive a 50 percent subsidy on their office rent costs for three consecutive years if they choose to rent an office for work. The total amount of subsidies provided will not exceed CNY 15 million. This policy will also apply during the extension of the rent period. Companies that receive the subsidy must not sublet the rented office or change its use, and the lease period must be at least 3 years.

(4) Multinationals are encouraged to set up headquarters-type institutions in the designated region (Beijing CBD). The multinationals that newly establish institutions in the type of China, Asian or global headquarters or set up additional headquarters in such type in the District due to capacity upgrading will be provided with a one-time start-up incentive.
(5) Newly established headquarters or headquarters-type institutions of multinationals are entitled to preferential policies and expedited processes in business start-up, logo display, capital management, customs clearance, professionals recruitment, and cross-border travels.

(II) Fengtai District
1. Development Goals
Fengtai District is taking advantage of the historical opportunity presented by the "two zones" construction, and is deeply promoting the new round of action plan in southern Beijing. It is comprehensively improving its industrial bearing capacity, laying an advanced industrial foundation, and building modernized industrial chains. Fengtai District is actively integrating itself into the new development pattern, accelerating the formation of an innovation-led, coordinated development, and competitive "2231" structure of high-end, precision and sophisticated industries, which will fuel the reforms in the industries for better growth, efficiency and quality. Fengtai District will become a new space for the development of the capital, an engine of scientific and technological innovation and a cluster of innovative headquarters economy.

2. Support Policies
(1) Regional headquarters of multinationals newly accredited by the municipal government or newly relocated to Fengtai will be eligible for up to CNY 10 million of financial support. Foreign funded research and development headquarters newly accredited by the municipal government or newly relocated to Fengtai will receive up to CNY 3 million of financial support.

(2) Enterprises newly settled in the District that achieve an annual regional contribution index score of 50 or higher will receive support for technological innovation, subsidies for listing, executive incentives, office space, and a tiered fix-amount support of not more than CNY 50 million per year for three consecutive years based on their annual comprehensive contribution.
(3) Enterprises in the District that achieve an annual regional contribution index score of 100 or higher and a growth rate of 10 percent or more will be eligible for tiered fix-amount incentives based on their contribution increment levels.
(4) The utilization of buildings and vacant spaces across the District will be coordinated, with priority given to providing them for high-quality enterprises and projects. The supply mode of industrial land will be innovated to establish an expedited process for project application, planning, and approval.

(III) Tongzhou District
1. Development Goals
Tongzhou District will vigorously promote the development of the headquarters economy by actively attracting, cultivating, and introducing headquarters enterprises that align with the industrial development of Beijing Municipal Administrative Center. The District will make efforts to accelerate the relocation of second and third-tiered subsidiaries of central state-owned enterprises with strong radiation effects and capable of forming industrial chains, particularly those that align with the orientation to "3+1" main functions. Efforts will also be made to encourage multinationals to establish functional institutions that specialize in research and development, centralized procurement, international marketing, and financial settlement. By the end of 2025, it is expected to attract more than 40 new headquarters enterprises to Tongzhou.

2. Support Policies
(1) Support will be enhanced for the establishment of headquarters enterprises. Tiered incentives of up to CNY 20 million will be provided for headquarters enterprises that make significant economic contributions and demonstrate strong growth potential, development prospects, and strong capabilities to roll out their innovations. Additionally, services related to household registration, housing, education, and medical care will be offered to professionals and experts of those enterprises, along with preferential policies for business facilitation and intellectual property rights.

(2) The headquarters enterprises newly settled in the District will receive tiered incentives according to the scale of their paid-in capital. The incentive funds will be granted in installments for three years, with 60 percent granted in the first year of settlement.

(IV) Daxing District
1. Development Goals
Daxing District will actively import high-level international factors and resources. The District will make efforts to promote the planning and construction of the Daxing International Airport Economic Zone and facilitate the implementation of major projects and platforms in the fields of aviation technology, international consumption, and international health in Daxing. It will also support the establishment of headquarters and Asia-Pacific regional headquarters of international organizations, as well as the settlement of new international institutions. Furthermore, Efforts will be made to encourage the establishment of international economic and trade cooperation platforms and the introduction of high technology and high value-added projects from multinational enterprises of countries along the "Belt and Road".

2. Support Policies
(1) Regional headquarters of multinationals that are registered after January 1, 2022 and meet the eligibility criteria for the policy may be eligible for a one-time subsidy of up to CNY 30 million. Headquarters enterprises that make significant economic contributions, foreign-funded research and development headquarters, and industry demonstration headquarters that are registered after January 1, 2022 and meet the eligibility criteria for the support policy may be eligible for a subsidy up to CNY 10 million, which will be granted over three consecutive natural years, with a distribution of 40 percent, 30 percent, and 30 percent per year.
(2) Headquarters enterprises that are registered after January 1, 2022 and meet the eligibility criteria can receive a one-time subsidy of up to CNY 20 million for the purchase or construction of housing. If the enterprise leases premises, it will receive a subsidy of not more than 50 percent of the paid rent and not more than 50 percent of the guiding rent price in the area where the housing is located. The subsidies will be granted over three consecutive natural years, and the annual subsidy shall not exceed CNY 5 million. The maximum subsidy available for a single enterprise is CNY 10 million.
(3) Existing headquarters enterprises that establish additional investment centers, research and development centers, operation centers, settlement centers, and other functional institutions for business like domestic and foreign acquisitions and international marketing will be eligible for a one-time subsidy of up to CNY 1 million after accreditation.
