I. Municipal Level

(I) Development Positioning, Layout, and Goals

1. Development Positioning

Green energy, energy conservation and environmental protection industry is one of the ten high-end, precision and sophisticated industries in Beijing. It is one of the four characteristic and advantageous industries of "Smart Manufacturing in Beijing", which are development priorities of Beijing.

2. Development Layout

Focusing on the industrial layout in the districts of Changping, Fangshan and Daxing, Beijing builds the whole industrial chain ecosystem of hydrogen energy in Daxing District, Fangshan District and Economic and Technological Development Area to create a demonstration area for high-end hydrogen energy equipment manufacturing and application.

3. Development Goals

(1) Taking the innovation of the whole chain of hydrogen energy as the key, Beijing aims to promote the industrial application of new energy technology and equipment and strives to achieve a business revenue of CNY 550 billion in green energy, energy conservation and environmental protection industry by 2025.

(2) The green and low-carbon transition of industries will be expedited. Beijing will promote the green and low-carbon development of traditional industries such as equipment, automobiles, electronics, materials, pharmaceuticals, urban industries and data centers, and encourage enterprises to conduct green technological transformation in line with international advanced standards. Digital technology will be used for whole-process smart control of energy materials, pollution emissions, waste treatment and resource cycling. Beijing will encourage re-manufacturing and comprehensive resource utilization and facilitate efficient and graded utilization of new energy vehicle power batteries.

(3) An all-around green manufacturing system will be established. Advanced international and domestic standards are benchmarks for the dynamic improvement of local standards, such as energy consumption limits, water quotas, pollutant emissions, and greenhouse gas emissions in key areas. Green manufacturing will be further boosted through standard management. Beijing will encourage enterprises and industrial parks to actively build green factories, green parks, and green supply chains, vigorously advocate the green design of industrial products, enhance competitiveness in international markets, and avoid low-carbon barriers.

(4) The demonstration and leadership role of benchmark enterprises will be leveraged. Beijing will promote pilot and demonstration projects of low-carbon enterprise parks, and support the development of low-carbon pilot and demonstration projects such as large-scale carbon capture and utilization and green, smart micro-grid. Beijing will launch the "low-carbon pioneer" campaign to form a series of replicable technology and experience for promotion. Beijing will continuously promote the creation of green products, green factories, green industrial parks and green supply chain management enterprises, aiming to establish a total of 150 national green factories and 30 green supply chain management enterprises by 2025.

(5) Before 2025, Beijing will cultivate 10-15 leading enterprises with international influence in the industry chain, establish 3-4 world-class industrial research and development and innovation platforms, and achieve a total industrial scale of more than CNY 100 billion in the hydrogen energy industry chain in Beijing, Tianjin and Hebei regions.

(II) Support Policies

1. Investment in high-end, precision and sophisticated industries will be encouraged. A suitable business environment will be created to encourage private, foreign and state-owned enterprises to actively invest in high-end, precision and sophisticated industries in line with the strategic positioning of the capital. Beijing will expand the two international leading pillar industries of new-generation information technology and medicine and health and strengthen integrated circuits, smart networked vehicles, smart manufacturing and equipment, green energy, energy conservation and environmental protection, and other featured advantageous industries under the "Smart Manufacturing in Beijing" campaign. Beijing aims to be an early mover in future frontier industries in optoelectronics, frontier new materials, and quantum information.

2. A coordination mechanism for major projects will be established. Beijing will establish a coordination mechanism for major project implementation in high-end, precision and sophisticated industries led by the head of the municipal government, which is to be responsible for studying major industrial policies, finalizing major project plans, and coordinating the implementation of major projects. Beijing's industry authorities will be responsible for establishing a project bank for high-end, precision and sophisticated industries in Beijing to conduct centralized management of the city's projects in these industries and support daily tracking, scheduling and service provision.

3. A big data service platform for industrial investment will be established. Based on integrating the data of manufacturing enterprises in production and operation, land, labor, energy consumption and emission, the evaluation system of resource input and output will be established by region and industry to improve meticulous management of project access standards and guide the precise matching of resources to high-quality enterprises. Beijing will make an industrial map and publish the industrial layout, industrial land distribution, plant and building locations, and project access criteria of each district (including Beijing Economic and Technological Development Area, the same below) to promote the precise matching of projects with resources and policy measures.

4. Incentives for green and low-carbon development projects. Not more than 25 percent of the total awardable amount of investment will be granted to manufacturing enterprises registered in Beijing which implements projects that are completed between 2022 and the deadline for application, with a construction period of not more than 3 years, possess fixed asset investment of not less than CNY 2 million, and have achieved special improvements in such areas as pollution control, recycled utilization of wastewater, utilization of energy-efficient equipment, low-carbon development, and industrial Internet + green manufacturing, or have achieved performance improvements in clean production, energy and water conservation, and carbon emission reduction. The incentive will be not more than 30 percent of the total awardable amount if the implementing enterprise meets the standards of national green factories or national green supply chain management enterprises (including subsidiaries), and is rated level B or above in performance evaluation on emergency emission reduction for heavy air pollution (including performance leadership), or meets the criteria for excellence according to national, industry or local standards in energy or water consumption per unit of product after project implementation. Annual incentive for a single enterprise will not exceed CNY 30 million.

5. Incentives will be granted to the projects for green transformation of data centers that are completed between 2022 and the application deadline, with an implementation period of not more than 3 years and fixed asset investment of not less than CNY 5 million, and aimed to promote energy conservation and carbon reduction, renewable energy utilization, and arithmetic power enhancement. Not more than 25 percent of the total awardable amount of investment will be granted to data (arithmetic) centers whose PUE reaches the access value specified in the local standard Stipulation of Energy Efficiency Limits for Data Center (DB11/T1139) after the transformation and that are connected to Beijing Energy Conservation Monitoring Service Platform. Not more than 30 percent of the total awardable amount of investment will be granted for the part of the project involving waste heat recovery, liquid cooling, photovoltaic or hydrogen energy application, and domestic AI computing power.

II. District Level

(I) Daxing District

1. Key Projects

Daxing International Hydrogen Energy Demonstration Zone, Jingnan Logistics Base, Beijing China-Japan Innovation Cooperation Demonstration Zone, etc.

2. Key Areas

Hydrogen energy, smart new energy vehicles, etc.

3. Support Policies

(1) Enterprises will be supported for local development. Financial support for three consecutive years will be granted to enterprises that are included in the statistics of those above the designated size for the first time within three years from the date of registration and achieve positive growth for each year since the inclusion (except for enterprises in prohibited catalog). The annual support fund for each enterprise will not exceed CNY 10 million.

(2) Support will be granted for industrial clustering. Enterprises will be encouraged to cluster and settle in Daxing International Hydrogen Energy Demonstration Zone. If an enterprise leases premises with legal formats for office, research and development or production, and the floor area of the premises is not more than 2,000 square meters, a 100 percent rent subsidy will be granted after evaluation for three consecutive years from the year the lease contract is signed. If the floor area is more than 2,000 square meters, a 50 percent rent subsidy will be granted for the excess area after evaluation. The maximum annual subsidy for each enterprise will not exceed CNY 5 million.

(3) Support will be granted for commercialization of scientific and technological achievements. A financial support of 20 percent of the total investment in equipment will be granted to enterprises that have purchased new research and development and production equipment in the previous year with a total investment of CNY 10 million or more, with an annual maximum of CNY 20 million for each enterprise. A financial support of 30 percent of the national incentive fund will be granted to parts production and research and development enterprises with products included in the key parts catalog of national fuel cell vehicle demonstration city clusters.

(4) Support will be granted for construction of innovation platforms. An incentive of CNY 10 million will be granted to enterprises or institutions that have been recognized as national innovation centers, national key laboratories, and national engineering research centers for the first time in the previous year. An incentive of CNY 2 million will be granted to enterprises or institutions that have been recognized as Beijing technological innovation centers and engineering research centers for the first time in the previous year and have promoted regional economic development. Incentives of CNY 1 million and 500,000 will be granted respectively to enterprises that have been recognized as specialized and sophisticated "little giants" producing new and unique products at the national and municipal levels for the first time in the previous year. When an enterprise that has received a lower tier of incentive becomes eligible for a higher tier, the enterprise will receive the difference between the two tiers. An incentive of CNY 200,000 will be granted to enterprises that have been recognized as specialized and sophisticated enterprises producing new and unique products at the municipal level for the first time in the previous year.

(II) Beijing Economic and Technological Development Area

1. Key Projects

Hydrogen Energy Park, Zero Carbon Park, Toyota Fuel Cell research and development Center Project, etc.

2. Key Areas

Wind energy, solar energy, geothermal energy, hydrogen energy, smart new energy vehicles, etc.

3. Support Policies

(1) Enterprises will be supported to apply for major projects in special areas. Enterprises will be encouraged to apply for national and Beijing projects for major strategic tasks in hydrogen energy and achieve technical achievements with core competitive advantages. A financial support of up to 1:1 input will be granted to enterprises that undertake major national and Beijing scientific, technological and industrial projects and are in line with the development orientation of the Economic Development Area. The maximum amount of support for each project is CNY 20 million.

(2) A one-time financial support of CNY 10 million will be granted to enterprises that newly introduce or are approved as national technology innovation centers, key laboratories, and engineering research centers in hydrogen energy and fuel cell vehicles. A one-time financial support of CNY 1 million will be granted to the enterprises that newly introduce or are approved as Beijing technology innovation centers, key laboratories, and engineering centers. A one-time financial support of CNY 500,000 will be granted to enterprises newly qualified as technology innovation centers in the Economic Development Area.

(3) Enterprises will be encouraged to carry out research and development on disruptive and leading technologies and promote technological breakthroughs, application and demonstration, and system integration of the first (set of) equipment in advanced renewable hydrogen production and hydrogen fuel engine. A support of not more than 30 percent of the implementation amount of the contract for the first (set of) equipment will be granted to the research and development party of the first (set of) equipment project that meets the support requirements, up to CNY 5 million.

(4) For large and medium-sized key enterprises and specialized and sophisticated "little giants" producing new and unique products, if the growth of their research and development expenses in hydrogen energy over the previous year exceeds the annual target, they will be eligible for support of 20 percent of the amount higher than the target, up to CNY 3 million.

(5) A financial incentive equivalent to 1 percent of the fixed asset investment (except land acquisition cost) will be granted to major hydrogen energy projects constructed in the recent three years and with the total annual fixed asset investment reaching CNY 10 million or more. The total amount of incentive for a single project will not exceed CNY 30 million.

(6) A one-time financial support of CNY 400,000, 600,000 , and 1 million will be granted, respectively, to identified enterprises established or settled in the Economic Development Area in 2020 and beyond, operating for more than one year, with annual business revenue of more than CNY 20 million and paid-up capital of CNY 10 million, 30 million, and 50 million.

(7) Support will be granted for clustered development of enterprises. Key hydrogen energy enterprises that lease office, research and development and production premises for their own use will be eligible for rent subsidies not more than 50 percent of the annual rent paid, with the unit price not exceeding CNY　1.5/day/sq.m. Each enterprise will be eligible for not more than three years during the policy period. The annual rent subsidy will not exceed CNY 5 million for hydrogen energy enterprises with annual business revenue of CNY 20 million or more and not exceed CNY 500,000 for those with annual business revenue of fewer than CNY 20 million.

(III) Changping District

1. Key Projects

Changping "Energy Valley", Green Technology Innovation Cluster of Future Science City, Xiaomi Smart Factory, SANY Group, etc.

Hydrogen energy, green energy and energy technology, green finance, green recycling production, etc.

3. Support Policies

(1) Support will be granted for basic and frontier technology research of hydrogen energy. Changping will expedite the development of strategic capabilities in hydrogen energy technology and focus on innovation in the whole chain of hydrogen energy. The District will also support enterprises, institutions of higher learning and scientific research institutions to prospectively plan for studying frontier derivative technology and basic common technology of hydrogen energy to enable scientific discoveries and technological breakthroughs in hydrogen energy.

(2) Support will be granted for the construction of innovation platforms. Changping will promote the local construction of key laboratories, inspection and testing centers, industrial innovation centers, and other major platforms, expedite the emergence of innovative hydrogen energy research results, and support enterprises and institutions in building high-level platforms for technological innovations in hydrogen energy.

(3) Industrial space supply will be increased. Changping will strengthen the synergy between industrial planning and land planning and focus on "leadership of one valley, coordination of three bases, support of five platforms, and demonstration at multiple places". The District will actively guide the concentrated layout of hydrogen energy enterprises and projects, raise the subsidies for plant construction and renting, and reduce the investment and operation costs of hydrogen energy enterprises.

(4) Changping will support enterprise listing, encourage enterprises to grow larger and stronger by leveraging the capital market, give special support for innovative enterprises that will be listed or qualified for listing, and support for fund-raising projects of enterprises to be located in Changping after successful listing.

(IV) Chaoyang District

1. Key Projects

Building energy conservation of Beijing Parkview Green Fangcaodi, Beijing Chaoyang Environment Group, Atmospheric Environment Quality Monitoring Network, pilot carbon neutral project at Chaoyang Park of Zhongguancun Science Park, etc.

2. Key Areas

New energy, carbon emission, etc.

3. Support Policies

(1) Subsidies of up to 35 percent of the total investment for industrial projects and 45 percent of the total investment for non-industrial projects will be granted to energy-saving and low-carbon pilot and demonstration projects included in the scope of energy-saving funding support.

(2) A subsidy equivalent to 30 percent of the total investment will be granted to new and renewable energy projects (solar thermal, geothermal, wind, biomass, etc.). Based on the installed capacity, a one-time subsidy of CNY 800 per kilowatt will be granted to distributed photovoltaic power generation projects.

(3) A subsidy of not more than CNY 150,000 will be granted to energy auditing and cleaner production consulting projects of energy-using enterprises based on the evaluation results. For projects supported by municipal funds, the difference between the municipal funds and the total contract amount will be subsidized, but the subsidy will not exceed the amount supported by municipal funds.

(4) For projects identified as national and Beijing pilots of energy conservation, low-carbon development and circular economy and demonstrations of ultra-low energy consumption buildings, an incentive of CNY 500,000 will be granted to national demonstration projects and CNY 300,000 to municipal ones, respectively.

(5) District-level incentives of CNY 20 and 10 per square meter will be granted, respectively, to buildings that have passed the national three-star and two-star certification of green building operation in the same year, in addition to the national and municipal incentives. A one-time award of CNY 800,000 and 400,000 will be granted, respectively, to buildings that have passed the national three-star and two-star certification of green building design in the same year. For buildings that have passed the Leadership in Energy and Environmental Design (LEED) certification, a one-time award of CNY 20 (for LEED Platinum) and 10 (for LEED Gold) per square meter will be granted.

(6) A one-time incentive of CNY 100,000 will be granted to enterprises assessed as municipal energy efficiency leaders. A one-time incentive of CNY 100,000 will be granted to key energy-consuming enterprises that have passed the energy management system certification and carbon emission management system evaluation.

(V) Tongzhou District

1. Key Projects

Energy use, carbon emissions, green energy management and trading platform, green finance, etc.

3. Support Policies

(1) An incentive of up to CNY 1 million will be granted to enterprises recognized as national green factories and green supply chains.

(2) Manufacturing enterprises will be encouraged to establish green factories and green supply chains. A one-time subsidy of up to CNY 1 million will be granted to manufacturing enterprises with the titles of national "green factories", "green supply chains," and "green enterprises". A subsidy of up to CNY 100,000 will be granted to each of the products identified as national "green products", with a maximum of three products subsidized per enterprise per year.

(3) Manufacturing enterprises will be supported to implement clean transformation, and energy and water efficiency enhancement. Enterprises are encouraged to conduct green and smart transformation following the concept of whole-life-cycle planning, resource and environment optimization, and green innovation. A subsidy of not more than 30 percent of the total approved investment, up to CNY 2 million, will be granted to projects that have been completed (a special audit report issued by a qualified accounting firm is required) and with the total investment not less than CNY 2 million.

(4) Based on the total installed capacity (the sum of the rated effective power of the actual installed generating units), a subsidy of up to CNY 1 million will be granted to main applicants that have completed renewable energy renovation projects.
