I. Municipal Level
(I) Development positioning, layout and goals
1. Development positioning
Promote the deep integration of digital technologies and the real economy, build a "Beijing model" for China's digital economy development and a "Beijing benchmark" for global digital economy development, and accelerate the development of a benchmark city for the global digital economy.
2. Development layout
The leading and demonstration role of the digital economy in the six urban districts will be given full play, and a new position for the digital economy capable of highlighting local characteristic brands will be created, with Haidian District and Chaoyang District as gathering places for enterprises, and the Beijing Municipal Administrative Center and new towns in the flatlands as pilot areas for the digital economy.
3. Development goals
(1) By 2025, a data-driven high-quality development model will be established basically, the potential of data resource elements will be fully tapped, the effect of digital enterprise agglomerations and industrial clusters will grow sharply, the digital industrial chain will take shape, the added value of digital economy will reach about 50 percent of the local GDP, and Beijing will become one of the world's advanced cities in digital economy.
(2) By 2030, the digitally empowered mega-city governance will be fully accomplished, a strong and persistent digital innovation vitality will be available to guide the formulation of international rules and standards, the added value of digital economy will contribute increasingly to the local GDP, and Beijing will become a benchmark city for the global digital economy.

(II) Support policies
1. Support will be granted for the research and development of new technologies and products. Efforts will be made to make technological breakthroughs in key areas such as basic software and industrial software. The "Industrial Foundation Project" will be implemented to support the research and development of a number of key software products by adopting the open competition mechanism to select the best candidates. The maximum subsidy for each project is CNY 30 million. Financial institutions will be encouraged to provide fixed-asset loans, research and development loans and other medium and long-term loan products for enterprises. Interest subsidy of no more than 2 percent and up to CNY 10 million will be offered to each eligible enterprise.
2. Support will be granted for the experience and proof of new web 3.0 technologies. Efforts will be made to focus on the key directions in the web 3.0 field that are in the stage of technical scheme design or commercialization exploration, encourage social capitals to invest in the development of innovation experience centers and scenarios laboratories, and carry out demonstration experience of cutting-edge new technologies, products and solutions. A subsidy not more than 30 percent of the project investment will be granted, and up to CNY 10 million will be available for each project. New infrastructure constructors or suppliers of new technologies and new products will be encouraged to carry out pilot-run verification tests on the actual working conditions, environment and scenarios of products related to new technologies and new products in the field of web 3.0 and further improve the adaptation performance and industrial application of the technologies and products. A subsidy not more than 30 percent of the investment in the pilot-run verification test, up to CNY 10 million, will be available for each project.
3. Support will be granted for the development of more application scenarios. Efforts will be made to implement the Work Plan of Beijing Municipality on Upgrading Digital Consumption and develop new scenarios of immersive experience in digital life and consumption, e.g. online sports, digital cultural tourism and VR shopping. Industrial transformation scenarios will be opened To support industrial enterprises in green and intelligent transformation through the industrial Internet. Eligible projects will receive a tiered annual incentive equal to a certain proportion of the total investment included in the scope, and up to CNY 30 million will be available for each eligible enterprise. Efforts will also be made to promote the integrated application of "Beidou +". Interest subsidy of not more than 2 percent will be offered to eligible projects, and the maximum annual interest subsidy for each enterprise is CNY 10 million at most.
4. Support will be granted to enterprises to help them be better and stronger. Efforts will be made to support enterprises to reach and maintain a higher business scale. For enterprises in the software and information service industries with an operating revenue of CNY 100 million or more and included in the statistics of industrial enterprises above designated size for the first time in the previous year, a one-time incentive of up to CNY 500,000 will be available if they promise that their operating revenue will be not less than CNY 100 million in the current year.

II. District Level
(I) Xicheng District
1. Key projects
Secure and perceptible data native urban areas, a center aggregating massive global high-frequency financial data, and a center for technological and regulatory innovation, etc.
2. Key areas
Digital technology, digital finance, digital culture, digital consumption, and digital social ecology, etc.
3. Support policies
(1) A key digital economy enterprise newly incorporated or settled in the District will be offered a subsidy up to CNY 5 million if its paid-in capital is CNY 100 million (inclusive) to CNY 500 million, or CNY 10 million if its paid-in capital is CNY 500 million (inclusive) to CNY 1 billion, or CNY 20 million if its paid-in capital is more than CNY 1 billion (inclusive). If an enterprise in the District supports a new key digital economy enterprise, the enterprise in the District will be offered a subsidy equal to 10 percent of its investment or contribution in the paid-in capital of the supported new enterprise and up to CNY 10 million.
(2) A recognized key digital economy enterprise (institution) will be offered an incentive pursuant to the following standards if it has applied for building or has built the following laboratories and centers: a one-off incentive of CNY 1 million will be available if it has applied for building or has built a national laboratory, national key laboratory, national technological innovation center, national engineering research center, national industrial innovation center or national manufacturing industry innovation center; a one-time incentive of CNY 500,000 will be available if it has applied for building or has built a national enterprise technology center, national-level industrial design center, key laboratory in Beijing, engineering research center in Beijing, or industrial innovation center in Beijing; and a one-off incentive of CNY 200,000 will be available if it has applied for building or has built an enterprise technology innovation center, design innovation center in Beijing, frontier technology innovation center in Zhongguancun, or design center for high-end, precision and sophisticated industries in Beijing.
(3) For a key digital economy enterprise or institution in Xicheng District that dominates or participates in the formulation of an international standard, national standard or industrial standard (ranking among top five drafters), a one-time subsidy of CNY 1 million, CNY 400,000 or CNY 200,000 will be available respectively after such standard is made public. The total annual subsidy will not exceed CNY 1 million.
(4) An incentive of CNY 300,000 will be available for an enterprise in Xicheng District which is recognized as a national high-tech enterprise for the first time or a national high-tech enterprise newly relocated in the District if it is also recognized as a key digital economy enterprise. Such incentive will be paid in installments in three years, with CNY 100,000 paid per year.
(5) Digital economy enterprises (institutions) will be given prioritized support for research and development of key technologies and commercialization of technological achievements in the fields of fintech, digital business district, and digital cultural creativity. A financial aid of not more than CNY 1 million will be available for technological innovation projects.
(6) According to Xicheng District's goal and task to build a demonstration area for a benchmark city for the global digital economy, a subsidy of not more than CNY 3 million will be available for demonstrative and pioneering application scenario projects which are international leading in digital technology or have filled the gap in the domestic industry, have been applied in Xicheng District and have achieved certain benefits.

(II) Chaoyang District

Beijing Digital Human Base, cutting-edge AI technology innovation center, and digital security industry cluster, etc.
2. Key areas
Industrial Internet, AI and digital security, etc.
3. Support policies
(1) Efforts will be made to encourage enterprises to carry out data trading activities with the help of municipal-level big data trading platforms, develop the data element trading market and activate data value. For enterprises whose total amount of data trading exceeded CNY 5 million and operating revenue grew positively in the previous year , a subsidy equal to 10 percent of the actual total amount of data trading in the year will be available, and the maximum annual subsidy for each enterprise will be not more than CNY 2 million.
(2) For enterprises providing privacy computing and blockchain technology support services for municipal-level big data trading platforms, financial support equal to 20 percent of the actual amount of services provided by them in the previous year will be available, and the financial support for each enterprise will not exceed CNY 1 million.
(3) For enterprises providing open application scenarios (industrial digital applications), financial support not more than 30 percent of the contract amount and not more than CNY 2 million for each enterprise will be available. For enterprises providing consulting services in urban governance scenarios, an incentive of not more than CNY 500,000 will be offered according to actual application results.
(4) For recognized national and Beijing's AI application scenario pilot projects or demonstration projects, a one-off financial support equal to 30 percent of the funds raised by the scenario constructor but not more than CNY 5 million will be available for the project applicant.

(III) Dongcheng District
1. Key projects

2. Key areas
Digitally empowered real economy, growth of benchmark digital economy enterprises, and digital economy infrastructure construction, etc.
3. Support policies
(1) For key enterprises newly incorporated or relocated in Dongcheng District which lease an office space in the administrative region in Beijing, rent subsidies will be available for three consecutive years from the year in which such enterprises moved in Dongcheng District or from the first complete fiscal year. The subsidy is equal to 30 percent of the annual rent in the first year, 20 percent of the annual rent in the second year, and 10 percent of the annual rent in the third year. The maximum rental area eligible for such subsidy will be not more than 3,000 square meters, and total annual subsidy will be not more than CNY 3 million.
(2) If an enterprise in the District supports a new key digital economy enterprise in Dongcheng District and makes an investment or contribution of CNY 50 million or above in the paid-in capital of the supported enterprise, it will be offered financial support equal to 10 percent of its investment or contribution in the paid-in capital of the supported enterprise and up to CNY 10 million.

(3) For enterprises which have obtained Zhongguancun support funds for technology credit and finance lease, a subsidy equal to 20 percent of such support funds but not more than CNY 100,000 will be available for each enterprise.
(4) For each enterprise in the new-generation information technology, culture, science, technology, sports and health industries and the field of digital economy whose total revenue exceeded CNY 10 million at a growth rate of 15 percent or above in the previous year, an incentive of not more than CNY 1 million per year will be available.
