I. Municipal Level

(I) Development Positioning, Layout, and Goals

1. Development Positioning

The artificial intelligence (AI) industry is one of the four 100-billion-yuan-level industry clusters in Beijing, boasting first-mover advantages in many sub-sectors such as AI chips, face recognition, voice recognition and autonomous driving. The industry pools a large number of startups with disruptive and proprietary core technologies, and a synergistic industry cluster covering the whole industry chain has taken shape.

2. Development Layout

Beijing's AI industry aims to cultivate a global AI innovation source and an industrial development highland, focusing on expediting the construction of a national AI innovation and application pioneer zone. Key areas include Haidian District, Chaoyang District, and Changping District.

3. Development Goals

(1) Beijing will keep promoting the cultivation of an AI innovation source with global influence. Beijing will guide enterprises, institutions of higher learning, research institutes, new research and development institutions, and open-source communities to collaborate on innovation and trouble shooting of key and core AI technologies.

(2) Beijing will support leading enterprises to construct big models on par with ChatGPT and focus on creating an application ecology of open-source frameworks and generic models.

(3) Beijing will support AI-advantaged enterprises to launch innovative applications in such advantageous areas as autonomous driving, smart manufacturing and smart cities and comprehensively construct a highland for all-around AI scenario innovations.

(4) Beijing will support studying the paradigm of safety and ethical governance of AI-integrated applications and build a pluralistic path combining laws, markets, code structures, and social norms.

(5) Beijing will support efforts of taking the lead in building a highland for high-level AI talents. Beijing will support scientific planning of mechanisms for attracting and cultivating top-notch talents and AI talents, further facilitate the innovation and entrepreneurship of top overseas talents in Beijing, and activate the driving force for innovation from the source.

(II) Support Policies

1. A one-time incentive of up to CNY 500,000 will be granted to enterprises in the advanced manufacturing industry (except for those in the prohibited catalog) whose output value reaches CNY 100 million or more for the first time in the previous year and that are included in the statistics of those above the designated size, and to enterprises in the software information service industry (only those coded 64 and 65 in the major categories of the industrial classification for national economic activities) that are included in the statistics of those above the designated size for the first time in the previous year and whose business revenue reaches CNY 100 million or more. An additional CNY 200,000 will be granted to those recognized as specialized and sophisticated enterprises that produce new and unique products.

2. Software and information service enterprises will be rewarded for robust operation and stable employment. A tiered incentive, up to CNY 30 million, will be granted to enterprises in software information service industry with a net increase of CNY 5 billion or more and a growth rate of not less than 20 percent in business revenue in 2022 and with the number of insured employees not lower than that at the end of the previous year. A tiered incentive, up to CNY 6 million, will be granted enterprises in software information service industry with a net increase of CNY 1 billion yuan or more and a growth rate of not less than 20 percent in business revenue in the first quarter of 2022.

3. For production-type and research and development-type enterprises in Beijing above the designated size applying for identification as high-tech enterprises engaged in integrated circuits, AI, bio-medicine, key materials, etc., "approval on filing" will be implemented if they have been in business for more than one year and the proportion of total research and development expenses incurred in China to the total research and development expenses is not less than 50 percent. Enterprises identified as high-tech enterprises can enjoy income tax preferences and other related policies in accordance with the regulations. The competent authority shall strengthen  supervision during and after identification and deal with those found to be not in line with the high-tech enterprise identification standards in accordance with the relevant regulations.

II. District Level

(I) Dongcheng District

1. Key Projects

Benchmark Information Consumption Experience Hall, Special Information Consumption Experience Center, Tencent Internet Hospital, etc.

2. Key Areas

Graphical image recognition, voice recognition, etc.

3. Support Policies

(1) A one-time incentive of CNY 500,000 will be granted to enterprises with a business revenue of CNY 30 million or more and less than CNY100 million in the year of incorporation or settlement in the District or in the first full fiscal year after the incorporation or settlement; a one-time incentive of CNY 1 million to 3 million will be granted to enterprises with a business revenue of CNY 100 million or more and less than CNY 1 billion; and a one-time incentive of CNY 5 million will be granted to enterprises with a business revenue of CNY 1 billion or more.

(2) For office premise renting within the administrative area of Dongcheng District, key enterprises newly incorporated or settled in Dongcheng District will be eligible for a rent subsidy for three consecutive years from the year of settlement or the first full fiscal year after settlement, with 30 percent of the annual rent subsidized in the first year, 20 percent in the second year and 10 percent in the third year. The maximum subsidized area shall not exceed 3,000 square meters, and the total annual subsidy will not exceed CNY 3 million.

(3) Enterprises whose annual business revenue exceeds CNY 500 million, 1 billion, 2 billion and 5 billion for the first time will be granted an incentive of CNY 500,000, 1 million, 2 million and 5 million, respectively.

(4) An incentive of CNY 500,000 will be granted to enterprises with annual business revenue of CNY 30 million or more and less than CNY 100 million, and with growth of 30 percent or more for two consecutive years. An incentive of CNY 1 million will be granted to enterprises with annual business revenue of 100 million or more and less than CNY 1 billion, and with growth of 20 percent or more for two consecutive years. An incentive of CNY 1.5 million will be granted to enterprises with annual business revenue of more than CNY 1 billion, and with growth of 15 percent or more for two consecutive years.

(5) A financial incentive equivalent to 1 percent of the investment amount received and not more than CNY 5 million will be granted to high-tech enterprises who receive equity investment from investment institutions in an annual cumulative amount of  CNY 50 million or above.

(6) An research and development funding support of CNY 100,000 will be granted to enterprises with annual business revenue of CNY 10 million or more to CNY 100 million and the proportion of investment in research and development reaching 12 percent. An research and development funding support of CNY 250,000 will be granted to enterprises with annual business revenue of CNY 100 million or more to CNY 1 billion and the proportion of investment in research and development reaching 9 percent. An research and development funding support of CNY 500,000 will be granted to enterprises with annual business revenue of CNY 1 billion or more to CNY 10 billion and the proportion of investment in research and development reaching 6 percent. An research and development funding support of CNY 1 million will be granted to enterprises with annual business revenue of CNY 10 billion or more and the proportion of investment in research and development reaching 3 percent.

(II) Chaoyang District

1. Key Projects

AI smart computing center, Alibaba DAMO Academy (Beijing), Beijing Kunpeng Joint Innovation Center, 360 Security Platform, BONC, SuperMap, etc.

2. Key Areas

Intelligent perception, image recognition, human-computer interaction, etc.

3. Support Policies

(1) Enterprises in AI and other related fields will be supported to conduct commercialization and industrial application of disruptive technologies, key and core technologies and major common technologies. Financial support of up to CNY 10 million will be granted according to the total investment amount of the project and the effectiveness of industrial application.

(2) Implementation plans will be executed for constructing application scenarios in AI and other related fields, with priority given to soliciting for solutions from high-end, precision and sophisticated enterprises in Chaoyang District. Projects that meet the requirements and pass the assessment will be granted funding support of up to CNY 2 million.

(3) For projects recognized as national or Beijing pilot or demonstration projects of AI application scenarios, a one-time financial support of not more than CNY 5 million will be granted to the project-submitting enterprise according to 30 percent of the funds raised by the constructor of the application scenario.

(4) Support will be granted for major research and development and innovations in high-end, precision and sophisticated industries. Key enterprises in these industries will be supported to carry out research and development and innovation activities in cutting-edge and key and core technologies. Project eligible to be included in the Chaoyang District Science and Technology Plan after evaluation will be granted financial support up to CNY 1 million.

(5) Projects that have won major science and technology achievement awards will be supported. Enterprises that have won the National Award for Scientific and Technological Progress in the previous year will be granted financial incentives of up to CNY 5 million for each award according to the grade of the award and the degree of participation. Enterprises that have won the Beijing Award for Scientific and Technological Progress in the previous year will be granted financial incentives of up to CNY 3 million for each award according to the grade of the award and the degree of participation.

(6) Enterprises will be supported to increase investment in scientific and technological research and development. Considering the development of the enterprise and the incremental amount of research and development investment in the previous year, a financial subsidy of up to CNY 2 million will be granted to enterprises with investment in scientific and technological research and development reaching certain scale and intensity and achieving significant innovation progress for two consecutive years .

(III) Changping District

1. Key Projects

AI laboratories, Xiaomi Smart Industrial Base Project, Baidu Innovation Center, etc.

2. Key Areas

Smart hardware technology integration and innovation, business model innovation, intelligent perception, recognition and interaction, etc.

3. Support Policies

(1) For production-type and research and development-type enterprises in Changping District above the designated size applying for identification as high-tech enterprises engaged in bio-medicine, integrated circuits, AI, key materials, etc., "approval on filing" will be implemented if they have been in business for more than one year and the proportion of total research and development expenses incurred in China to the total research and development expenses is not less than 50 percent. These enterprises will be eligible for the whole-process accurate tutoring and follow-up services.

(2) High-tech enterprises and enterprises incubated to become high-tech ones will be supported to take the lead in formulating international standards, national standards, industry standards and Beijing standards. Top two enterprises in the drafting ranking after the publication of standards will enjoy a one-time financial support of CNY 500,000 for international standards, CNY 300,000 for national standards, and CNY 100,000 for industry standards and Beijing standards, respectively. The total annual support to an enterprise will not exceed CNY 1 million. The financial support will not be repeated when the international standard is set as a national standard after its publication.

(3) High-tech enterprises will be supported to undertake major science and technology research projects at national and municipal levels. A financial support equivalent to 10 percent of the total amount of special funds received by the enterprise annually, up to CNY 2 million, will be granted. High-tech enterprises will be supported to work with institutions of higher learning and scientific research institutions in Changping District to carry out industry-university-research cooperation. A one-time financial support equivalent to 10 percent of the total investment in fixed assets, up to CNY 1 million, will be granted to innovation platforms established in Changping District with a total investment of not less than CNY 1 million.

(4) High-tech enterprises will be supported to apply for Beijing's first (set of) major technical equipment products and the first batch of new material applications. A one-time financial support of CNY 1 million will be granted to each of the certified new products and applied new materials, with the total annual support fund to enterprises not exceeding CNY 2 million.

(5) With a focus on AI, 5G, the Internet of Things, big data, blockchain, life sciences, and new materials, high-tech enterprises will be supported to participate in the construction and demonstration of application scenarios such as smart transportation, smart medical care, urban management, government services and industrial upgrading in Changping District. Innovative products (services) of high-tech enterprises will be supported to be included in the government procurement list of Changping District.
