“京通”,即全市统一公众服务平台,一站式汇聚北京移动端政务、公共服务,线上线下联动,提供直达个人和企业的移动端服务。

“京办”,即全市综合办公平台,是覆盖市区街居四级的政务办公统一入口,为全市各级政务工作人员提供协同办公服务。

“京智”,即全市统一的领导决策指挥应用综合服务平台,依托领导驾驶舱接入、整合和管理各级决策指挥类应用,向各级部门提供决策辅助,同时汇聚整合全市各级决策服务数据,为各级决策指挥类应用建设赋能,提升政府决策效能。

Jingtong is the city's unified public service platform that coordinates online and offline services, and provides direct government and public services to individuals and businesses.

Jingban is an inter-agency office platform that serves as a unified work portal for government staff at the municipal, district, sub-district and community levels of Beijing.

Jingzhi is a comprehensive service platform that combines and manages different categories of apps for decision-making, designed to facilitate informed decision-making of authorities at all levels. It also pools data across the city to bolster the development of such apps and improve the efficacy of government decision-making.

专精特新小巨人企业是专精特新中小企业中的佼佼者,是专注于细分市场、创新能力强、市场占有率高、掌握关键核心技术、质量效益优的排头兵企业。2019年至今,工业和信息化部已陆续认定4批共8997家专精特新小巨人企业,我市588家企业入围,位列全国各城市首位。

These are the top performers among specialized, high-end and innovation-driven SMEs that provide distinctive products or services. These SMEs are distinguished by their focus on niche markets, strong innovation capabilities, large market share, and strengths in core technologies, which enable them to have outstanding achievements. Since 2019, the Ministry of Industry and Information Technology has certified 8,997 such SMEs as "little giants" in four batches. Among them, 588 are based in Beijing, the largest number among all cities in the country.

34、“一件事”集成办服务

"All-in-One-Go" government services

是北京市优化营商环境、方便企业群众办事的一项工作制度。是指将企业群众办事过程中涉及的办理量大、办理频次高、办理时间相对集中的政务服务事项,按照受理条件、时限、流程、要件材料等进行集成优化,将多个部门主管的“单项事”整合为企业和群众视角的“一件事”,大幅减少办事环节、申请材料、办理时间和跑动次数,最大程度利企便民。目前已在“首都之窗”开设了“办好一件事”专区,围绕企业群众实际需求,提供“一件事”集成办事服务。

This is a mechanism adopted by Beijing to further improve its business environment and facilitate access to government services for both businesses and the public. It involves consolidating and streamlining the procedures for the most widely and frequently requested, and time-sensitive government services. Based on application criteria, processing time, required procedures and documents, formalities under the authority of multiple departments are integrated into one single service. By consolidating procedures, reducing processing time and required documents, and eliminating the need for multiple interactions with government agencies, the "All-in-One-Go" services maximize convenience for businesses and the public. To meet the practical needs of applicants, the official website of Beijing Municipal Government has launched a dedicated section for "All-in-One-Go" services.

35、一刻钟便民生活圈

15-minute radius livelihood service circles

是指以社区居民为服务对象,服务半径在步行15分钟左右范围内,满足居民日常生活基本消费和品质消费,多业务集聚形成的社区商圈。

These are community-based business clusters designed to serve residents living within a 15-minute walking radius. By bringing together a wide range of businesses in close proximity, these service circles make it convenient for residents to access quality consumer goods and essential services, effectively meeting their daily needs.

36、“3个100”市重点工程

300 key municipal-level projects

2019年以来,围绕首都经济社会发展关键领域和薄弱环节,每年谋划实施“3个100”市重点工程,包括100个基础设施项目、100个民生改善项目、100个科技创新及高精尖产业项目。

Each year since 2019, Beijing implements 300 key municipal projects to drive progress in key areas and address weak links in the city's social and economic development. These include 100 infrastructure projects, 100 projects on improving people's lives, and 100 projects in innovation and high-end, precision, and cutting-edge industries.

37、“三校一院”交钥匙项目

Turn-key projects of "three schools and one hospital"

北京市采取“交钥匙”工程方式,在雄安新区建设高水平幼儿园、小学、完全中学、综合医院各1所,北京市负责投资建设,建成后移交雄安新区,由雄安新区委托北京市一流的教育集团、医疗集团进行管理。“三校一院”交钥匙项目分别由北京市北海幼儿园、史家胡同小学、北京四中、宣武医院提供办学办医支持。目前,学校项目已全部竣工交付,医院项目正在开展装修施工和医疗设备采购。

They refer to a series of infrastructure projects financed and built by Beijing in Xiong'an New Area, including a kindergarten, a primary school, a secondary school and a general hospital. Upon completion, the facilities will be transferred to the jurisdiction of Xiong'an New Area, and managed by Beijing's top-tier education and medical groups as commissioned by the Xiong'an authorities. Specifically, these turn-key projects will be supported by Beijing Beihai Kindergarten, Shijia Hutong Primary School, Beijing No.4 High School, and Xuanwu Hospital. Currently, all school projects have been completed and delivered, while the hospital project is undergoing decoration with the procurement of medical equipment underway.

38、“6+4”一体化综合监管

"6+4" regulatory system

是北京市为优化营商环境、提高政府监管效能创新实施的市场监管方式。“6”即实施风险监管、信用监管、分级分类监管、协同监管、科技监管、共治监管等六项基本制度。“4”是指在涉及多部门监管的行业领域,建立健全一个场景由一个行业主管部门牵头统筹、相关部门共同监管的工作机制,包括“一业一册”“一业一单”“一业一查”“一业一评”。“一业一册”即针对一个场景,整合各方面监管要求和标准,制定综合监管合规手册;“一业一单”即针对一个场景,整合相关部门检查要求,制定统一检查单,各部门按照统一检查单开展检查;“一业一查”即对同一类市场主体统筹开展检查;“一业一评”即针对每个场景中市场主体开展“风险+信用”综合评价,并鼓励第三方信用评级机构开展行业评价。

This is a system piloted by Beijing to enable more efficient government regulation, as part of the city's efforts to improve its business environment.

"Six" refers to six basic regulatory mechanisms, which include risk monitoring, credit supervision, tiered and industry-specific supervision, collaborative supervision, technology-based monitoring and joint supervision by regulators and the public.

"Four" refers to four working measures for the regulation of industries under multi-agency supervision. These measures ensure that for each specific industry there is a lead regulator, which is complemented and supported by other relevant departments. The four measures are: one single compliance manual that incorporates regulatory requirements and standards in all areas; one unified checklist which all regulatory departments must follow in their inspections; one coordinated inspection for businesses in the same sector; and one comprehensive "credit plus risk" assessment for firms in each industry, for which the participation of third-party credit rating agencies is encouraged.
