On May 28, the World Leading Incubator Forum (hereinafter referred to as the "Forum"), a parallel event of the 2023 ZGC Forum, took place in Beijing. Esteemed leaders from prominent international and domestic incubators gathered for a roundtable discussion, affirming that Zhongguancun Science Park (hereinafter referred to as "Zhongguancun") has entered the 4.0 era of business incubation, and that innovation and entrepreneurship activities concerning hard and core technologies are drawing more and more attention.

During the Forum, Zhongguancun presented three key initiatives in hard and core technology business incubation, aimed at shaping a brighter future for all. The first key initiative is about the establishment of an open, collaborative, and shared global incubation service network. By fostering multilateral cooperation across various domains, this initiative seeks to drive innovation and entrepreneurship in hard and core technology uniting efforts worldwide towards a better future for humanity. Second, Zhongguancun aims to attract global high-end talents to join the incubation industry, jointly build leading incubators, actively engage diverse innovative entities and elements, and continuously explore new paradigms in hard and core technology incubation. This collaborative approach will ignite the spirit of innovation and entrepreneurship in the field. Third, Zhongguancun emphasizes the need to strengthen advanced research in hard and core technology incubation. By developing professional, value-oriented, and international-oriented incubators, they aim to break new ground, identify opportunities, and support the development of global high-end, precision and cutting-edge industries, and cultivate industries on a global scale. This strategic focus on cultivating industries for the future will generate new driving forces and competitive advantages.

At the Forum, the Entrepreneurship Research Center on G20 Economies and the School of Economics and Resource Management of Beijing Normal University together unveiled the Global City Entrepreneurship Incubation Index. This index comprehensively evaluates major cities worldwide based on incubation potential, performance, ecosystem and other factors.

According to the evaluation results of the index, ten cities, namely New York, London, San Francisco, Beijing, Boston, Shenzhen, Shanghai, Tokyo, Los Angeles, and Chicago received the highest overall scores in terms of the entrepreneurship incubation. The top four cities including New York, London, San Francisco, and Beijing exhibit notable strengths and competitive advantages in the field of entrepreneurship incubation.

Based on the entrepreneurship incubation index of Chinese cities, Beijing, the Yangtze River Delta city cluster and the Guangdong-Hong Kong-Macao Greater Bay Area are the central areas for business incubation in China. Among these regions, Beijing holds a prominent position, leading in half of the sub-indices evaluated in the index.
