In June 2021, Beijing Municipal Administration of Government Services, Beijing Municipal Health Commission, and Beijing Municipal Bureau of Economy and Information Technology have jointly launched the online application service for the Medical Certificate of Birth and its digital version on the "Beijing Tong" app.

Application procedure

The following requirements shall be met:

- The infant was born after 0:00 of April 20, 2021, at a medical institution offering midwifery services in Beijing.

- The basic information of the newborn infant's parents must be complete and identical to the information on the Mother and Child Health Record gathered during pregnancy by the community-level healthcare institution.

The applicant may apply for the Medical Certificate of Birth on the "Beijing Tong" app by submitting valid identification cards of the newborn's parents.

One week after the birth of the newborn, the mother and father shall complete identification verification, information review, upload their original valid identification card photos, submit postal information, and electronic signature. Then, after reviewing the relevant information, the institution where the baby was born shall issue the Medical Certificate of Birth.

The Medical Certificate of Birth will be delivered via EMS on actual rates without additional charges.

The newborn's parents who apply for the Medical Certificate of Birth may print the certificate after the issuing institution has completed its review. The digital certificate will be available 2 to 3 days after the printing of the certificate. Parents of newborns may check and use the digital certificate via the "Beijing Tong" app.

Parents of newborns can contact the midwifery service institution and "Beijing Tong" through the public service number. The offline application service will still be available for parents of the newborn unwilling to apply online or facing complex problems.
