On February 1, the Beijing Municipal Commission of Development and Reform rolled out 277 measures to improving environment for doing business with the release of the "Implementation Plan of Beijing Municipality for Further Improving Environment for Doing Business and Better Serving Market Entities", or dubbed as the 4.0 Version of Business Environment Reform.
In recent years, Beijing has exerted full efforts in implementing the "Internet + government services" and realized the full-process online handling of 82 percent of administrative issues. According to the 4.0 Reform, Beijing will be committed to a major shift from "government services available online" to "government services solutions available on one site", making over 90 percent of municipal government services and over 80 percent of district-level government services accessible via a single website.
Meanwhile, the Beijing government services website (https://banshi.beijing.gov.cn/) and its mobile application have added a new section for "inter-provincial government services". Now 140 inter-provincial government services for individuals or related to the production and operations of enterprises are also available online. This will resolve many travel headaches for companies and individuals handling their affairs in multiple locations.
