Beijing plans to build itself into an international consumption center in the next five years, according to the 14th Five-Year Plan (2021-2025) of the city.
Beijing will bring together globally recognized high-end brands by encouraging leading domestic and foreign brands to establish their headquarters and attracting the landing of "first stores" and flagship stores of such brands. A number of duty-free stores are also planned to be built soon in CBD and the Jinzhan International Cooperation Service Zone to encourage the backflow of overseas consumption.
Beijing will also make further efforts to increase inbound consumers by organizing international expos, shopping festivals, fashion weeks, consumer product showcases and world-class events and promoting the attractiveness of international consumption communities, including Sanlitun, Wangjing, Wukesong, Maizidian and Yizhuang.
In addition, the city seeks to develop new growth points for tourism consumption with positive spillover effects on a global scale through the high standard operation of Universal Beijing Resort and building of international duty-free emporium near airport.
The capital will also build a number of shopping towns, consumer experience-focused commercial complexes and multi-purpose streets, while accelerating progress in the second phase of construction on Indigo, SOLANA, and Liangmahe-Bahe International Commercial Street. It will promote a quality night economy, support the development of "Nighttime Capital" landmarks, and develop a number of high-standard, high-quality consumption demonstration areas for new must-see and must-shop destinations.
In the future, Beijing will expand its international logistics network to deliver online purchases to citizens even faster Beijing will expand the international logistics express network by developing truck-flights and flight-to-flight customs clearance modes, building a high-efficiency logistics service network for costly goods, developing a number of overseas warehouses, and connecting the road transport network around Beijing.
In terms of logistical planning, Beijing will plan clusters of modern storage and logistics bases and set up large scale distribution zones in the areas surrounding Beijing Daxing International Airport, Sanhe, Dachang and Xianghe of Langfang, Zhuozhou of Hebei and Wuqing District of Tianjin. It will accelerate the planning for two smart logistics bases in Nankou of Changping District and Doudian of Fangshan District.
At the same time, Beijing will build mutli-layered wholesale market network for comprehensive agricultural products, moderately expand distribution centers for fresh agricultural products, and converting industrial plants into logistics infrastructure for cold chain products. Pilot programs such as delivery robots and wearable exoskeletons will be promoted in universities and communities to guarantee the last mile delivery to consumers.
