Inbound passengers only need to make an online health declaration within 24 hours before entry and show the QR code of the health declaration upon entry to achieve "clearance via QR code".

On October 12, at Beijing Municipal Press Conference on COVID-19 Prevention and Control, Gao Ruifeng, deputy director of Beijing Customs, introduced the "Smart Travel Inspection Application Platform", announcing that by using the QR code of a passenger's health declaration as an index to the whole process of clearance, the platform connects the passenger's identity information with health inspection and quarantine data, and establishes a personal file about the passenger's basic information. Customs can scan the QR code of a passenger to verify his or her health declaration, take and record the body temperature of the passenger by using infrared technology, thus digitalizing the process of epidemiological investigation on COVID-19; the passenger can also use a touch screen for digital signature, achieving smart supervision of the whole health inspection and quarantine process, as well as a digital and paperless process of health declaration.

If a passenger fails to conduct an online health declaration in advance, he or she can make the online declaration upon arrival at the airport via a WeChat mini-program, WeChat's web version or the self-service machine for health declaration. Beijing Customs has also expanded and upgraded the COVID-19 Prevention Zone at Section D in Terminal 3 of Beijing Capital International Airport, which enables the customs to divert personnel of different risk levels and handle different situations in different areas. In this way, the customs can complete the health inspection of passengers from a medium-sized flight within an hour. A P2 laboratory, qualified for COVID-19 nucleic acid testing and with a testing capacity of 2000 tests a day, is also established at the Beijing Capital International Airport. So far, the sampling and testing of all inbound passengers can be completed at the airport.
