(Policy Interpretation) Beijing Municipal Commerce Bureau Interprets the "Measures to Encourage the Development of First Stores of Commercial Brands" (Version 2.0)

Beijing Municipal Commerce Bureau released the "Measures to Encourage the Development of First Stores of Commercial Brands" (Version 2.0) on September 18, 2020. The "Measures of the Beijing Municipal Commerce Bureau to Encourage the Development of First Stores of Commercial Brands" (Jing Shang Xiao Cu Zi [2019] No. 9) issued in March 2019 were annulled on the same day.

The document consists of twelve articles in six parts. These call for the establishment of a first store "green channel", assistance in location selecting and promotion for first stores of brands, high-end talent services for international brands, the creation of a platform for showcasing global brand debuts and new releases, support opening flagship stores for famous brands, and the development and introduction of a comprehensive evaluation system for these stores.

(Ⅰ) Establish a joint meeting mechanism, provide proactive services, and help first stores of brands address difficulties in landing and operating.

(Ⅱ) Provide site selection guidance or assistance in contacting commercial facility owners for companies or authorized agents that have site selection needs for launching the first stores of international brands.

(Ⅲ) Provide financial support to eligible enterprises operating first stores of brands for transportation, accommodation and other costs arising from participation in the China International Fair for Trade in Services, the China Import and Export Fair, and the China International Import Expo.

(Ⅳ) Provide priority headquarter economic policies to enterprises or authorized agents opening their first stores and establishing regional or marketing headquarters for multinationals in Beijing.

(Ⅴ) Provide eligible executives from international brands that have made outstanding contributions to Beijing with government coordination and support in helping them settle down, apply for work and residence permits, and have their children enrolled for schooling in Beijing.

(Ⅵ) Provide financial support equivalent to 50 percent (CNY 1 million at maximum) of the rent and construction cost for first stores, well-known local brands, commercial complexes, and commercial operation organizations for large-scale, influential new product launch ceremonies in Beijing.

(Ⅶ) Provide financial support equivalent to a maximum of 50 percent (up to CNY 5 million) of overseas copyright agency fees for authorized agents of international brands (excluding those from Hong Kong, Macao and Taiwan) who have opened their first store or flagship stores in Beijing.

(Ⅷ) Provide financial support equivalent to a maximum of 50 percent (up to CNY 5 million) of the rent and cost of renovation (including equipment purchase and construction of supporting hardware facilities) for international brands (excluding those from Hong Kong, Macao and Taiwan) who have opened their first store or flagship stores in Beijing.

(Ⅸ) Provide financial support equivalent to a maximum of 20 percent (up to CNY 2 million) of the rent and cost of renovation (including equipment purchase and construction of supporting hardware facilities) for local brands (including those from Hong Kong, Macao and Taiwan) who have opened their first store orflagship stores in Beijing.

(Ⅹ)Provide incentives to enterprises that successfully introduce influential first/flagship brand stores and secure an agreement signed for over two years, with up to CNY 100,000 for each of such stores newly introduced in Beijing.  

(Ⅺ) Establish a database of projects under negotiation involving the opening of first or flagship stores in Beijing, and enterprises introducing demonstrative first stores or flagship stores that are included in the database and successfully openedand operated will receive a financial reward (up to CNY 20,000) for each of such stores.

(Ⅻ) Establish a city-wide consumption upgrade evaluation system and regularly evaluate the introduction of first brand stores and new product releases in various districts and key shopping areas.
