The State Council of the People's Republic of China recently endorsed the Work Plan of Beijing for Deepening Development of Integrated National Demonstration Zone for Opening up the Services Sector (hereinafter referred to as the 2.0 Plan of Demonstration Zone). At a press conference discussing this plan, Ye Xiaomin, a member of the Party Committee and Deputy Director of the Beijing Municipal Health Commission, highlighted Beijing's commitment to international medical collaboration. This includes supporting qualified doctors from abroad, Hong Kong SAR, Macao SAR, and Taiwan in establishing their clinics in Beijing.

Ye Xiaomin further detailed that the Plan of the Demonstration Zone 2.0 targets several key areas in healthcare, such as cutting-edge medical research and development, collaborative medical data management, global exchange and cooperation, and security risk mitigation.

The Plan of the Demonstration Zone 2.0 aims to foster clinical research and the adoption of novel medicines. It will particularly back eligible medical entities in conducting stem cell clinical trials and engaging in international stem cell and genetic research collaborations. The plan also accelerates the clinical integration of approved innovative medical technologies.

Furthermore, the plan uses a new and unique approach to construct and share health and medical data. This will concentrate on practical applications within medical insurance, healthcare services, and the pharmaceutical industry. It stresses the need for standardizing clinical medical data and promoting inter-hospital transparency and connectivity. The plan also envisages the creation of a safe, reliable space for data sharing, encouraging the assimilation and collective use of diverse health data sources.

In terms of international medical collaboration, Beijing will continue its support for qualified doctors from foreign countries, Hong Kong SAR, Macao SAR, and Taiwan in setting up their clinics in the city. This initiative is part of broader health cooperation projects, including those under the Belt and Road Initiative of International Cooperation Project on Health and Wellness and World Health Organization Collaborating Centers. Additionally, the city plans to launch an international service platform and an online marketplace for traditional Chinese medicine, assisting businesses in their global expansion efforts.
