In 2020, the building of the Integrated National Demonstration Zone for Opening up the Services Sector and China (Beijing) Pilot Free Trade Zone ("Two Zones") was officially commenced in Beijing. Over the past three years, the city has been steadily expanding its institutional opening-up in accordance with high-level economic and trade rules prevailing internationally.

Over ten special reform plans have been introduced, encompassing nearly 500 measures. Additionally, 40 cases concerning innovation experiences have been promoted nationwide, and close to 50 national-level ground-breaking policies have been implemented. So far, 98 percent of the 251 tasks approved by the State Council for the development of the "Two Zones" have been implemented, facilitating the establishment of a new highland with a high level of opening-up of the service sector.

Statistics indicate over the past three years the total number of projects registered in the "Two Zones" of Beijing has reached 19,000, among which more than 12,000 projects have already been launched, involving a total investment of nearly CNY 2.3 trillion. Since 2020, the amount of foreign investment actually utilized has totaled USD 55.9 billion in Beijing, accounting for nearly nine percent of China's total figure, with more than 90 percent of it utilized by the service sector, featuring greater openness in the city's economy.
