Pilot enterprises are comprehensive management bodies in medical products sales through cross-border E-commerce platforms, and they can provide cross-border medical product services (including online trading, customs clearance, warehousing, and distribution, etc.) through other associated enterprises, but shall not directly engage in cross-border medical product sales.
- Pilot enterprises shall be registered within the administrative area of Beijing Municipality, and of the corporate qualification as legal person and the third-party platform qualification for online trading of medical apparatus and instruments. Relevant cross-border medical products shall be subjected to customs clearance at Beijing Port, and pilot enterprises shall have the warehousing capacity that meets cross-border medical products storage requirements in Beijing Tianzhu Comprehensive Bonded Zone (qualified logistics warehousing enterprise may be entrusted).
- Pilot enterprises shall have an E-commerce platform trading service system (or a system of an associated company) that meets the pilot requirements to realize quality control and traceability management to cross-border medical products. Besides that, pilot enterprises shall establish a perfect cross-border medical product risk prevention and control system, pre-sales/in-sales/aftersales service system, and quality guarantee system.
- Brief introduction of the pilot enterprise;
- Organization and personnel engaged in pilot work;
- Brief introduction of status quo on establishment of cross-border E-commerce trade service platform and IT-based management;
- Information form of facilities and equipment; List of resident enterprises and cross-border medical products, and product introduction;
- Management systems in relation to quality and safety in cross-border medical product trade; Personal guarantee on the authenticity of application documents;
- A letter of authorization shall be submitted together with the documents in case of submission by a person other than the legal representative of the applicant.
- Beijing Municipal Medical Products Administration will inform the approved applicant of the determination opinion, which will be made public at official website of Beijing Tianzhu Comprehensive Bonded Zone;
- For rejected applicants, Beijing Municipal Medical Products Administration will notify them of the reason for rejection.
Pilot enterprises will be determined through procedures from application by the enterprise to preliminary examination by relevant departments including Beijing Municipal Medical Products Administration, and on-site examination, etc.
In 2020, AliHealth and JD.com were placed on the list of the first cross-border E-commerce pilot enterprises of Beijing Municipality. Statistics show that Beijing now has more than 60 varieties of cross-border medical products, and the two pilot enterprises realized sales revenue of about CNY 30 million in 2020. In 2021, Yaodou (Beijing) International Pharmaceutical Co., Ltd. became Beijing's first cross-border medical products warehousing logistics service provider.
