Several Measures for Advancing the Innovative Development of Cross-border E-commerce
Part 1 Support Cross-border E-commerce to Grow Bigger and Stronger
The development of cross-border e-commerce platforms of all categories will be supported in various aspects including promoting the development of platform enterprises, encouraging brands to build their own websites and improving the service capability of warehousing and logistics.
First, foster and boost cross-border e-commerce platform enterprises of different levels and categories from four perspectives including promoting the development of local platforms, bringing in backbone enterprises, facilitating the expansion into international market and optimizing supporting services.
1. Focus on existing platform enterprises. Support will be provided to explore to establish a comprehensive assessment system for the cross-border e-commerce platform enterprises so as to provide targeted services based on the assessment results and the characteristics of the enterprises.
2. Develop new enterprises. Through "enterprise-specific strategies", support will be given to attract leading cross-border e-commerce platform enterprises and address accurately the problems and demands encountered in their development, and develop startup platforms with tremendous growth potential and new business forms and models.
3. Encourage enterprises to expand into international market, accelerate global business planning, facilitate the overseas operation of brands and promote the upgrade of foreign trade.
4. Improve supporting services. Support will be given to provide favorable policies regarding talents' household registration and their children's education among many others for cross-border e-commerce platform enterprises that meet the eligibility requirements of headquarters companies or have achieved outstanding performance.
Second, support enterprises in building their own official websites. Based on the investment in the website building and sales performance of the enterprises, financial support will be provided for the building and operation of independent websites. Enterprises will be encouraged to dive into niche markets and accumulate private traffic. Meanwhile, quality e-commerce platforms specialized in certain categories will be fostered.
Third, further improve supporting policies for overseas warehouses. Support will be given to strengthen the support for the building of overseas warehouses. Based on the actual circumstances, efforts will be made to improve the qualification standards of investors for overseas warehouses, explore innovative ways to support overseas warehouses and enhance the warehousing and logistics capability of cross-border e-commerce.
Part 2 Continue to Promote the Innovative Development of New Business Forms and Models of Foreign Trade
It will fully take advantage of Beijing's logistics resources brought by the two airports and explore the "two pilot programs" for the innovation of business forms and models of cross-border e-commerce.
First, accelerate the pilot program of selling pharmaceutical products through cross-border e-commerce platforms in Beijing and optimize the list of pharmaceutical products under the program.
Second, organize the enterprises under the pilot program to expand the business of "online purchase of bonded products + offline pickup" in the special customs control areas; strive to pilot a safe and compliant business model of "immediate purchase and pickup" in Beijing's cross-border e-commerce industry through the combination of "local warehouse + transfer among district stores + pickup at the store".
Third, further tap into the air logistics potential of Beijing's two airports for the "quality imports and exports" of cross-border e-commerce.
Part 3 Establish Matchmaking and Cooperation Platforms for Cross-border E-commerce Companies
Establish three types of platforms covering supply and demand matchmaking, major exhibitions, and compliance training for the cooperation and exchange of cross-border e-commerce companies, so as to facilitate resource matchmaking, brand presentation and acquisition of overseas market information.
First, establish a platform for the matchmaking of supply and demand to enhance the connection and cooperation between cross-border e-commerce platforms and traditional foreign trade companies.
Second, organize cross-border e-commerce enterprises to participate in important domestic and international exhibitions such as the China International Fair for Trade in Services, and host earnestly the China E-commerce Convention to provide a platform of brand presentation, cooperation and information exchange.
Third, provide compliance trainings that shed light on the transaction rules and standards of major overseas markets in cooperation with social organizations such as industry associations to improve the overseas operation capability of enterprises.
Part 4 Establish a Sound Coordination and Dispatching Mechanism for Cross-border E-commerce
It will leverage the role of the joint meeting mechanism implemented in the integrated pilot zones of cross-border e-commerce, build a liaison and targeted service mechanism for major cross-border e-commerce enterprises and encourage all districts and cross-border e-commerce industrial parks to enhance investment and capital attraction, and introduce projects with tremendous growth potential or strong demonstrative effect.
