Two vocational training institutions, namely Deloitte Business Skills Training (Beijing) Co., Ltd. and Beijing Sino-German Rhein Vocational Skills Training School, have recently opened in Beijing successively as approved by Beijing Municipal Human Resources and Social Security Bureau. They are the first two foreign-invested enterprises to provide vocational training in Beijing and represent a major breakthrough in opening the education service sector wider as part of Beijing's efforts to develop the "Two Zones".

Deloitte Business Skills Training (Beijing) Co., Ltd., which is funded by Deloitte, is located in Beijing's Huairou District and is Deloitte's first vocational training institution in the Asia-Pacific region. Rhein-Koester chose the Beijing Sino-German International Cooperation Industrial Park in Shunyi District as the location for its vocational training school. The new institution will bring in experience and skills training programs from Germany to cultivate talent for the research, development, design, production and implementation of intelligent manufacturing systems. The objective is to train highly skilled personnel in the areas of intelligent manufacturing, including industrial robots, digital design and manufacturing, and industrial internet; and create a leading and exemplary Sino-German training system integrating industries and education in the field of intelligent manufacturing.

These two foreign-funded vocational training institutions have been made possible by Beijing's opening-up policy regarding vocational training for the development of the "Two Zones". In August 2022, the Measures for the Management for Beijing Municipality Foreign-funded For-profit Vocational Training Institutions (hereinafter referred to as the Measures) was released. It outlines specific requirements and procedures for establishing such institutions, enabling for-profit vocational training institutions to be established in Beijing with sole foreign investment for the first time. In addition to Chinese-foreign cooperation education institutions, the Measures now supports foreign investors to enter Beijing’s vocational training market in a variety of ways.
