Its inception in 2008 was spearheaded by Mr. Long Yongtu, Chief Negotiator for China's Rejoining the General Agreement on Tariffs and Trade （GATT） and Accession to the World Trade Organization (WTO) and Deputy Minister of the former Ministry of Foreign Economic Relations and Trade (now the Ministry of Commerce (MOFCOM)).
