To branch bureaus of Beijing Municipal Commission of Planning and Natural Resources, district commissions of housing and urban-rural development or district housing management bureaus, district tax services, and the Development and Construction Bureau and the Tax Service of Beijing Economic-technological Development Area:

In order to improve the business environment of Beijing and provide convenience to citizens in need, Beijing Municipal Commission of Planning and Natural Resources, together with Beijing Municipal Commission of Housing and Urban-rural Development and Beijing Municipal Tax Service of State Taxation Administration, will optimize the procedure of the registration of transaction information of individually owned existing commercial housing (traded through an agency), implement a notification and commitment system and introduce online processing. Related matters are hereby notified as follows:

I. Scope of Application

This notice is applicable to the situation where the individually owned existing commercial housing is traded through an agency, the housing is under sole ownership, and both parties involved in the transaction are natural persons and able to have their identity verified on the Beijingtong App. Other situations shall be subject to previous procedures.

II. Procedures

i. Identity Verification

The applicant shall complete identity verification on the Beijingtong App, after which tax services will be able to obtain the real information of the applicant. Agencies shall log onto the Beijing Online Service Platform for Property Registration (hereinafter referred to as the "Online Service Platform") with the information of Beijing UniPass for identity verification.

ii. Information Completion

After identity verification, the relevant information of both parties involved in the transaction and the property shall be entered online and the photocopies of the application materials shall be uploaded. The applicant shall read and sign the Commitment Letter Concerning Property Registration in Beijing (see the Appendix), verify property registration application information and upload a video stating the willingness to sell the housing.

iii. Cross Check

The tax services and registration bureaus will review the information in parallel and notify the applicant of the result via SMS. The applicant approved for tax matters shall promptly make tax payments through the Online Service Platform; the applicant approved for registration matters shall pay the property registration fee through the Online Service Platform or via the link in the text message. Those failing to pass the review will be notified via SMS of re-submission of relevant materials.

iv. Collection of Certificates and Receipts

The applicant use the mobile device to collect the electronic version of the property ownership certificate, tax clearance certificate and the unified receipt for non-tax income in Beijing; those who need hard copies of the property ownership certificate shall go to the local service hall for property registration with the original identity document and the previous property ownership certificate.

III. List of Materials to Be Uploaded Online

i. Identity documents of both the seller and buyer

ii. Signature page of the signed online contract

iii. A video of the seller stating the willingness to sell the housing 

iv. Commitment Letter Concerning Property Registration in Beijing

v. Materials of house-purchasing eligibility

1. Identity documents and household registration certificates of the buyer and his/her family members

2. The marriage registration certificate of the buyer

vi. Materials for tax determination

1. Original property ownership certificate

2. Should the seller apply for tax preferential policies for "the sole house of a family", he/she shall submit the following documents: household registration certificate, marriage registration certificate and the Sole House of the Family Commitment Letter.

3. Should the buyer apply for tax preferential policies for "the sole house of a family", he/she shall submit the Sole House of the Family Commitment Letter.

4. Should the seller apply for offsetting the original purchase cost, he/she shall submit the following materials: original deed tax receipt or other relevant receipts and the proof of interest on house loan. 

IV. Work Requirements

1. Attach high importance to and raise the awareness of the significance of the work. All departments concerned should be fully aware of the significant role it plays in improving business environment, providing convenience for citizens in need and enhancing the provision of government services. Leadership should be strengthened and responsibilities should be followed through to deliver tangible and practical conveniences to citizens in need.

2. Conduct inter-departmental cooperation and make concerted efforts. Upholding the principle of putting people first and prioritizing the protection of information security, work should be done tofully share information with each other to simplify application materials, save cost, reduce time and improve efficiency to boost satisfaction among citizens in need.

3. Intensify supervision and guard against risks. Efforts are required to enhance the management over agencies, handle the registration of property transaction in strict accordance with procedures, strengthen the protection of the personal information of both transaction parties and the supervision of the use of the information, and implement credit management regulations over agencies and professionals to ensure a stable order of the property market in Beijing.

4. Increase publicity and create a good atmosphere. All departments concerned should provide more trainings for relevant personnel to ensure mastery of service procedures and quality services to the public. Efforts are needed to increase publicity and guidance through newspapers, radio, TV, the Internet and other new media and promptly address the concerns of the public to let them better know, understand and use the online registration.

The notice shall be implemented from the date of issuance.
