To provide better "Internet + real property registration" services and implement the reform deployments made by Beijing Municipal Committee and The People's Government of Beijing Municipality for optimizing the business environment, Beijing Municipal Commission of Planning and Natural Resources intends to promote the use of electronic licenses for real property registration across Beijing since January 1, 2020. The related matters are notified as follows:

I. Obtaining electronic real property licenses.

For real property registration matters that have passed the review upon acceptance, the electronic licenses will be generated at the registration stage after the applicant has paid taxes, registration fees and other fees. Individuals can log into "Beijing Pass" APP via their phones and other mobile terminals to view the electronic license under their names at the real property electronic license page. An enterprise legal person can log into the Real property Registration Service APP by inputting the dynamic code of its electronic business license, and view the electronic license under the enterprise's name at the real property electronic license page. The property owner can preview, download and save the obtained  electronic license .

II. Use and effectiveness of electronic real property licenses.

Electronic real property licenses, including the real property ownership certificate and real property ownership proof, are valid electronic certificates that certify the obligee's real property rights. The real-estate electronic licenses legally obtained can be used in housing transaction registration, household registration, school enrollment, enterprise registration, financial activities and other fields. Electronic real property licenses have the same legal effect as paper certificates and can be used as the legal basis for public administration and services.

III. Methods to generate and cancel electronic real property licenses.

For the first time registration, transfer, change and correction of real property ownership, the electronic real property ownership certificate will be generated at the registration stage; after the cancellation of the real property ownership, the electronic real property ownership certificate will be automatically cancelled at the same stage; For advance notice registration, mortgage registration, dissidence registration and registration for setting servitude, the electronic real property registration certificate will be generated at the registration stage; after the cancellation of the advance notice registration, mortgage registration, dissidence registration and easement registration, the electronic real property registration license will be automatically cancelled at the same stage.

IV. Publicity and policy interpretation.

Every district should actively promote the adoption of electronic real property licenses and guide enterprises to use more electronic licenses, so as to improve the social awareness of using electronic licenses as well as the masses' sense of gain.

V. For those who apply for paper certificates after the implementation of electronic licenses, real property registration centers of every district should provide paper certificates. For those with paper certificates who also gained the electronic licenses later, the paper certificates should be returned to registration service centers at their next application of relevant services.

VI. For real property registration for military property and confidential property, this Notice shall not be applied.

The Regulation shall come into force as of January 1, 2020.

The Regulation is hereby issued.
