on Promoting Electronic Licenses for Real Estate Registration in Beijing

To provide better "Internet + real estate registration" government services and implement the reform deployments made by Beijing Municipal Committee and Municipal People's Government for optimizing the business environment, Beijing Municipal Commission of Planning and Natural Resources intends to promote the electronic licenses for real estate registration across Beijing since January 1, 2020. The related matters are notified as follows:
I. Obtaining electronic real estate licenses.
For real estate registration matters that have passed the review after being accepted, after paying taxes, registration fees and other fees, the electronic licenses will be generated at the registration stage. Individuals can log into "Beijing Pass" APP via their phones and other mobile terminals, and view the electronic license under their names at the real estate electronic license menu. Enterprise legal persons can log into the Real Estate Registration Service APP by inputting the dynamic code of their electronic business license certificate, and view the electronic license under the enterprise's name at the real estate electronic license menu. The property owner can preview, download and save the electronic license obtained.
II. Use and effectiveness of electronic real estate licenses.
Electronic real estate licenses, including the real estate ownership certificate and real estate ownership proof, are valid electronic certificates that certify the obligee enjoys real estate rights. The real-estate electronic licenses legally obtained can be used in housing transaction registration, household registration, school enrollment, enterprise registration, financial institutions and other fields. Electronic real estate licenses have the same legal effect as paper certificates and can be used as the legal basis for public administration and services.
III. Methods to generate and cancel electronic real estate licenses.
For first registration, transfer registration, change registration and correction registration of real estate ownership, the electronic real estate ownership certificate will be generated at the registration stage; when cancelling the real estate ownership, the electronic real estate ownership certificate will be automatically cancelled at the registration stage; For advance notice registration, mortgage registration, dissidence registration and registration for setting servitude, the electronic real estate registration certificate will be generated at the registration stage; when cancelling the advance notice registration, mortgage registration, dissidence registration and registration for setting servitude, the electronic real estate registration certificate will be automatically cancelled at the registration stage.
IV. Promotion and policy interpretation.
Various districts should actively promote the electronic real estate licenses and guide enterprises to use more electronic licenses, so as to improve the social awareness of using electronic licenses as well as the masses'sense of gain.
V. For those who apply for paper certificates after implementing electronic licenses, the real estate registration centers of various districts should provide the paper certificates. For those who have applied for obtaining the paper certificates after obtaining the electronic licenses, the paper certificates should be returned when handing the registration again.
VI. For real estate registration for military property and confidential property, this Regulation shall not apply.
The Regulation shall come into force as of January 1, 2020.
The Regulations is hereby issued.
