We are now notifying you of related requirements to realize the electronic transaction of the entire process for projects in survey, design, transport, water resources and other fields that shall adopt the tendering procedure in line with the laws according to requirement of Beijing for integrating and building a unified and compliant public resources trading platform and pursuant to relevant provisions contained in the Regulation on Deepening the "Deregulation, Regulation and Service" Reform and Optimizing the Business Environment in the Tendering and Bidding Field (Jing Fa Gai [2019] No. 691) issued by the Beijing Municipal Commission of Development and Reform together with seven other departments, the Notice on Printing and Distributing the Working Plan of Beijing for the Guiding Opinions on Implementing and Deepening the Integration and Sharing of Public Resource Trading Platform (Jing Fa Gai [2019] No. 1419) and other documents, for the purpose of carrying out a series of decisions and arrangements made by the CPC Central Committee, the State Council, the CPC Committee of Beijing Municipality and the People's Government of Beijing Municipality to optimize the business environment and exerting the advantages of the "Internet+" on tendering and procurement:
I. Basic Principles
Adhere to high efficiency of services, benefit for enterprises and convenience for the people. Projects that shall adopt the tendering procedure in all industries and fields in line with the laws in Beijing shall accelerate the pace to realize the electronic transaction covering the entire process, advance tendering and procurement to be integrated with the Internet in depth, and promote the tendering procurement to go open, transparent, efficient and orderly throughout the process. Beijing Public Resources Integrated Trading System shall serve the projects that shall adopt the tendering procedure at the municipal and district levels in the survey, design, transport, water resources and other fields in line with the laws, further streamline the working flow, reduce the system-related transaction cost, actively promote the transition of tendering activities from offline transaction to online transaction, and strive to realize "fully open online and no transaction offline".
Adhere to municipality-district uniformity and resources sharing. We will promote comprehensive deployment and application of the Beijing Public Resources Integrated Trading System on respective public resources trading platform of different districts and realize the interconnection and information sharing between the municipality and the districts, according to the requirements of uniform site standard, uniform trading flow and uniform service code.
Adhere to innovating supervision and improving efficiency. Related industry supervision authorities at the municipal and district levels shall rely on the Beijing Public Resources Trading Supervision Platform, give full play to the advantages of "Internet+" supervision, carry forward dynamic supervision and big data supervision, reinforce in-process and ex-post supervision as well as credit management, and further increase the supervision efficiency.
II. Working Objectives and Implementation Steps
(I) Working Objectives
Pursuant to the uniform arrangement and requirements of Beijing, from January 1, 2020, the entire process of electronic bidding shall be realized in the survey, design, transport, water resources and other fields at municipal and district levels, which indicates the realization of electronic handling during the whole process in the bid invitation announcement (pre-qualification announcement), qualification review, obtaining tender documents (pre-qualification document), bidding, bid guarantee, venue appointment, expert selection, bid opening, bid evaluation, public announcement of winning candidate, publicity of winning bids and other links.
(II) Implementation Steps
1. Implementation stage at municipal level (January 12, 2019–December 31, 2019). Survey, design, transport and water resources projects at the municipal level across Beijing shall realize the electronic transaction through the Beijing Public Resources Integrated Trading System, and we should take innovative measures to solve new issues in the implementation process based on actual conditions.
2. Implementation stage at district level (January 1, 2020 to March 30, 2020). Transport and water resources projects under jurisdiction of 16 districts and Beijing Economic-Technological Development Area shall go electronic in the entire process through the Beijing Public Resources Integrated Trading System, and the integrating and leading organizations of the public resources trading platforms of different districts shall catch time to make relevant preparation.
3. Comprehensive promotion stage (April 1, 2020). As of April 1, 2020, projects that shall adopt the tendering procedure at the municipal and district levels in the survey, design, transport, water resources and other fields shall implement electronic tendering and bidding transactions in the entire process through Beijing Public Resources Integrated Trading System, and relevant industry supervision authorities at the municipal and district levels shall rely on the Beijing Public Resources Trading Supervision Platform to realize online supervision. Beijing Public Resources Integrated Trading System can deliver the electronic services covering the entire process for tendering and bidding activities of the projects that don't need to adopt the tendering procedure according to laws.
III. Work Requirements
(I) Enhance the coordination and cooperation
The integrating and leading organizations of the public resources trading platforms of different districts shall catch time to refine relevant supporting facilities of respective platform, fulfill the condition for electronic tendering and bidding in the entire process, and actively assist the deployment of Beijing Public Resources Integrated Trading System on respective platform, as required by the Letter on Catching Time to Complete Integration and Compliance of District-level Public Resource Trading Platform (Jing Fa Gai [2017] No. 512) and the Regulation on Affairs Concerning Effective Application of National Public Resource Trading Platform (Jing Fa Gai [2017] No. 1018) for different district-level platform in facility standard, IT facility of the site and other aspects. The service agencies of the district-level platforms shall deliver services in strict accordance with the electronic tendering and bidding flow, trading rules and service standards.
(II) Stress the actual fulfillment of work.
Beijing will include the implementation of electronic tendering and bidding in the major work to optimize the "business environment", and the integrating and leading organizations of the district-level public resources trading platforms shall accelerate the pace to identify major tasks and responsible entities, and ensure the responsibilities are allocated in place and the tasks are fulfilled. Beijing Municipal Commission of Development and Reform will collaborate with Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Commission of Transport and Beijing Water Authority to assess different districts in respect of infrastructure building, service standard, supervision and regulation of electronic tendering and bidding while strengthening industry supervision, instruction and coordination. Beijing Economic Information Center will provide technical support and service for different districts in the implementation of electronic tendering and bidding.
(III) Strengthen the promotion and training
Electronic tendering and bidding are of vital importance to deepening the "Deregulation, Regulation and Service" reform in the tendering and bidding field, optimize the "business environment" in Beijing and regulate tendering and bidding behaviors in public resources trading. Beijing Municipal Commission of Development and Reform and related authorities will consign Beijing Economic Information Center to providing training for the staff of the public resources trading platforms of different districts, various market entities, bid evaluation experts and other people, and do a good job of publicity and service.
