Chapter I General Provisions
Article 1
These measures have been formulated on the basis of the particular conditions of Shunyi District for the purposes of promoting the air freight industry in the district, expanding the Capital Airport's fifth freedom of the air, and serving the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (the "Two Zones").
Chapter II Supporting Measures
Article 2
The operation and development of new bases of air freight companies in Shunyi District shall be encouraged and supported in accordance with the number of aircraft in service. [质检-何沛玲1] Air freight companies establishing a new base in Shunyi and putting into operation up to (and including) three all-cargo aircraft will receive a one-time incentive of CNY 1 million. If the number of all-cargo aircraft put into operation exceeds three, the one-time incentive of CNY 1 million in total will be given for the first three aircraft, and starting from the fourth all-cargo aircraft, a one-time additional bonus will be given at the rate of CNY 400,000 per aircraft.
Article 3
Air freight companies already operating in the base shall be encouraged to run more all-cargo aircraft. On the basis of the previous year's fleet size, a one-time incentive of CNY 100,000 will be given to each new all-cargo aircraft put into operation at the Capital Airport in the current year.
Article 4
The international (including regional) inbound and outbound cargo volume of air transport enterprises collecting cargo and entering and exiting through the Capital Airport shall be rewarded based on the year-on-year increase in the total volume of inbound and outbound cargo in the current year. The reward criteria are as follows:
If the total volume of inbound and outbound cargo transported by cargo aircraft or cargo aircraft converted from passenger aircraft of an air transport company increases by no more than 10,000 kg year-on-year, a reward of CNY 0.5 per kg will be issued. The reward for increases in volume greater than 10,000 kg but not more than 20,000 kg will be CNY 0.8 per kg, and CNY 1 per kg for increases greater than 20,000 kg.
If the total volume of inbound and outbound cargo transported via the belly of passenger aircraft of an air transport company increases by no more than 10,000 kg year-on-year, a reward of CNY 0.3 per kg will be issued. The reward for increases in volume greater than 10,000 kg but not more than 20,000 kg will be CNY 0.5 per kg, and CNY 0.8 per kg for increases greater than 20,000 kg.
Article 5
Air transport enterprises achieving international (including regional) transshipment of intermodal cargo at the Capital Airport by exercising the fifth freedom of the air and other means shall be rewarded in accordance with the year-on-year increase of the total volume of transshipment cargo in the current year. The reward criteria are as follows: If the total volume increases by no more than 5 million kg year-on-year, a reward of CNY 0.5 per kg will be issued. The reward for increases in volume greater than 5 million kg but not more than 8 million kg will be CNY 0.8 per kg, and CNY 1 per kg for increases greater than 8 million kg.
Article 6
Cargo owner companies in Shunyi district in line with the leading industrial development of the district or international freight forwarding companies registered and paying taxes in Shunyi District entrusting the transport of import and export goods through the Capital Airport to air transport companies registered and paying taxes in Shunyi district shall receive a freight subsidy. The standard shall be 5% of the total annual freight expenses paid to air transport enterprises in Shunyi district. The maximum subsidy for each enterprise shall not exceed CNY 10 million.
Article 7
If a project with a single investment of CNY 10 million or more in safety, environmental protection, sorting, transportation, and information intelligence is completed and accepted and put into use in the current year, a one-time subsidy of 10% of the total amount actually invested and paid shall be given to enterprises constructing international distribution warehouses and transshipment depots within the boundary of Beijing Capital International Airport to carry out international logistics distribution and transit business. The maximum subsidy for each enterprise shall not exceed CNY 10 million.
Article 8
Shunyi District shall encourage efforts at technological innovation in energy efficiency, carbon neutrality, etc, aiming at accelerating air freight industry energy optimization and upgrading.
Enterprises designing and installing a photovoltaic power generation system when building a new storage facility or renovating the roof of an existing storage facility for photovoltaic power generation will receive a subsidy for the first year of electricity consumption at a rate of CNY 0.4 per kWh.
Enterprises employing oil-to-electricity and other green and clean energy methods for ground operations within the boundary of the Beijing Capital International Airport will receive a certain percentage subsidy for the cost of new green and clean energy vehicles purchased in the year. Cargo aircraft shall be encouraged to use clean energy to reduce carbon emissions.
Article 9
Shunyi District shall strengthen the building of a national-level aviation logistics hub and promote the progress of port customs clearance and trade.
Enterprises involved in business through bonded warehousing, bonded stock preparation, and other modes at ports designated by China for imported fruits, plant seedlings, edible aquatic animals, meat, and chilled aquatic products shall be rewarded with the customs declaration form from Tianzhu Customs. The portion of annual imports exceeding USD 5 million will receive a foreign trade contribution incentive of CNY 0.15 per dollar. The maximum incentive for each enterprise shall not exceed CNY 2 million.
Enterprises building cold chain warehouses, processing workshops, intelligent equipment, and other projects to carry out bonded splitting, fresh-cutting, sub-packaging, tracking, and other businesses will receive financial support equivalent to 50% of the total audited investment in the main project. Each enterprise shall receive a maximum amount of CNY 3 million.
Enterprises will receive a certain proportion of subsidies for customs inspection operation fees, as well as inspection, testing and certification fees for imported and exported goods through the Capital Airport. Companies applying for customs classified supervision, general taxpayer pilots, and other visual monitoring and information systems will receive a certain proportion of support. Shunyi shall encourage the development of ports for the import of finished automobiles and parallel-import cars and grant a certain proportion of subsidies to enterprises for the transportation and storage costs of vehicle bodies. It shall also encourage the development of cultural trade and provide a certain proportion of financial support to enterprises for the import and export of cultural products.
Article 10
On the premise that both Shunyi District and air transport enterprises achieve positive growth in international air freight volume, the air transport enterprise that makes the greatest contribution to the regional economy of Shunyi in the current year will be rewarded with CNY 5 million. The ranking of enterprise contributions to the regional economy of Shunyi shall be based on statistics from the Shunyi District Tax Service of State Taxation Administration.
Article 11
Shunyi District shall be fully committed to improving the business environment for the air freight industry, assisting enterprises to apply for Work and Residence Permits in Beijing, public rental housing, and APEC business travel cards, and rewarding senior executives in accordance with contributions made. Shunyi District shall assist enterprises in coordinating with customs to improve the efficiency of customs clearance and inspection, and jointly streamline customs services to facilitate trading. The district shall assist enterprises in coordinating airspace management departments to implement flight schedules. It shall support the Capital Airport in increasing security facilities and equipment to improve the efficiency of security checks.
Chapter III Organization and Implementation
Article 12
These measures shall apply to air transport enterprises (including air freight companies), ground service and support enterprises, cargo owners, international freight forwarding enterprises, and warehousing and logistics enterprises registered and taxed in Shunyi District. The applicable projects are those implemented within the Shunyi District.
Article 13 Enterprises shall be obliged to truthfully submit information and provide real data. In the event enterprises provide false information or falsify data to obtain subsidies and incentives, the allocated funds will be recovered and enterprises will be held accountable according to law.
Article 14
These measures shall not be duplicated with other preferential industrial policies of Shunyi District. The total amount of support funds granted by Shunyi District to enterprises through these measures and other policies shall not exceed 70% of an enterprise's regional economic contributions in the current year.
Article 15
The subsidies and incentives involved in these measures are pre-tax and redeemed in CNY. Matters that do not specify the specific support criteria and amount in these measures shall be reviewed and approved by thematic meetings of the district government according to the specific circumstances of the projects. In the event of higher-level policy adjustments, they will be implemented in accordance with higher-level policy advice.
Article 16
If enterprises move their registration and taxation out of Shunyi District within 10 years from the date when they started to enjoy the support policies involved in these measures, or if major safety accidents or serious violations occur, the support subsidies and incentives enjoyed under these measures shall be refunded.
Chapter IV By-laws
Article 17
The implementation details of these measures shall be formulated separately.
Article 18
These measures shall be subject to the interpretation by the Management Committee of Beijing Airport Economic Core Zone. They shall be implemented from the date of issuance and shall be valid for five years.
