Relevant Matters of the Ministry of Commerce and the General Administration of Customs Concerning the Publishing of Measure Adjustment of Automatic Import License of Goods (Announcement [2018] No.95)  

To deepen the reform of delegating powers, improving regulation and optimizing services and improve the import system, the Ministry of Commerce and the General Administration of Customs decide to adjust the automatic import license in accordance with the provisions of the Foreign Trade Law of the People's Republic of China, the Regulation of the People's Republic of China on the Administration of the Import and Export of Goods, and the Measures for the Administration of Automatic Import License of Goods, and other laws, administrative regulations, and other relevant regulations. Relevant matters are announced as follows:

I. Canceling automatic import license measures implemented for goods for 118 goods under the customs goods number. The above goods are categorized in 15 types, including steam turbines, automotive products, engines (other than vehicle uses in Chapter 87) and key parts, hydraulic turbines and other power devices, chemical devices, food-processing machinery, paper-making machinery, textile machinery, metal smelting and processing equipment, electrical equipment, railway locomotive, mobile communication products, vessels, medical devices, and recreational machines, etc. (For details, please see Appendix 1).

II. Implementing automatic import licensing management for automobile products under the customs goods numbers of 8704210000 and 8704310000 (See Appendix 2).

III. This Announcement shall be interpreted by the Ministry of Commerce and the General Administration of Customs. In the event that there is any inconsistency between this Announcement and any relevant previous provisions, this Announcement shall prevail.

IV. This Announcement shall be implemented from January 1, 2019.
