To all district commissions of housing and urban-rural development, commissions of housing and urban development of Dongcheng, Xicheng and Shijingshan districts, the Development and Construction Bureau of Beijing Economic-Technological Development Area, and all relevant organizations,

To thoroughly implement the overall work plan of the municipal Party committee and the municipal government on optimizing the business environment, intensify the reform of delegating powers, improving regulation and optimizing services, and further simplify the procedures for handling construction permits, we hereby stipulate the following matters concerning the change of construction permits:

I. The procedures for changing construction permits are simplified. For a project that has received a construction permit, a construction permit shall be reapplied if the project owner, the construction entity or the construction scale is changed, but if other conditions of the construction permit are changed, the "notification commitment system" shall be adopted, in which case, in accordance with Article 12 of the Measures of Beijing Municipality for Construction Permit, the project owner only needs to inform the issuing authority through the construction permit system within 10 days after the change, and there is no need for the issuing authority to conduct examination and approval.

II. After logging into the construction permit system for the notification of change, the project owner can directly print the receipt of the notification of change and then go through relevant procedures with the receipt.

III. The contents listed in the receipt of the notification of change shall be filled by the project owner who shall undertake that the changes conform to relevant laws and regulations, and shall bear responsibilities for the legality and authenticity of the informed contents.

IV. The notification of the change of construction permit will be publicized in the column of construction permit on the official website of the Beijing Municipal Commission of Housing and Urban-Rural Development. Relevant authorities can inquire about the change at any time when necessary.

V. The municipal and district authorities of housing and urban-rural development shall include the changes of construction permits into the scope of "double-random" inspection and in-process and ex-post supervision. Those who fail to report the changes in a timely manner in violation of Article 12 of the Measures of Beijing Municipality for Construction Permit shall be punished in accordance with Article 20 of the Measures. The punishment information will be publicized on the "Credit China" website to strengthen the disciplinary action against bad faith.

VI. This Circular shall come into effect as of the date of promulgation.
