To the People's Governments of all districts,

To comprehensively deepen the reform of delegating powers, improving regulation and optimizing services related to water affairs and continuously improve the efficiency of water supply and drainage access services, the relevant work opinions are hereby communicated as follows in accordance with the unified arrangement of the municipal government and in light of the actual water supply and drainage access of the city.

I. Scope of Application

This document is applicable to supply and drainage access projects of all construction projects within the coverage of the city's public pipe network for new installation, expansion and other services.

The water supply and drainage access projects referred to in this document include simple and low-risk projects with or without social investment.

(I) Simple and low-risk project with social investment

Refer to any new project, reconstruction and extension project or internal decoration project with social investment (except underground space development projects and special construction projects, which are detailed in Appendix 1) that meets the low-risk level, enjoys a sound peripheral municipal pipe network, has an above-ground floor area of no more than 10,000 m2 and a building height of no more than 24 m, and has a single function and simple technical requirements.

(II) Simple and low-risk project without social investment

There are small projects and other projects.

1. Small project. Refer to any new non-residential construction project, for which the length of the water supply and drainage access pipeline is 100 m and below, the diameter of the water supply pipeline is 30 cm and below, and the diameter of the drainage pipeline is 50 cm and below.

2. Other project. Refer to any simple and low-risk project without social investment other than small projects.

II. Work Objectives

(I) Parallel approval to greatly improve the efficiency of administrative approval

Departments of planning, housing and construction, transportation, public security and traffic management, and gardening adopt parallel examination and approval for water supply and drainage access schemes by means of simultaneous acceptance and parallel operation.

(II) Time-bound handling to greatly reduce the water supply and drainage access time

Simple and low-risk projects with social investment are exempted from all administrative approval requirements, and water supply and drainage public service institutions provide non-interfering services throughout the whole process. In principle, parallel examination and approval for small projects is completed within 5 working days. After the construction conditions are met, water supply and drainage access for small projects without special outside lines is completed within 4 working days in principle, and water supply and drainage access for small projects with special outside lines built by water supply and drainage enterprises is completed within 8 working days in principle.

(III) "Three-zero" services to comprehensively improve the active service level

For simple and low-risk projects with social investment, as well as small simple and low-risk projects without social investment, water supply and drainage public service institutions provide zero visit, zero approval and zero investment services; the diameter of the water supply connection pipe is not more than 4 cm, the diameter of the drainage connection pipe is not more than 50 cm, and the daily water drainage is not more than 50 tons.

III. Handling Procedures for Simple and Low-Risk Projects with Social Investment

(I) "One Form" application acceptance

When the project owner applies for the construction project planning license for a new simple and low-risk construction project with social investment, it submits the application for water supply and drainage access. The district-level government service agency accepts the application for water supply and drainage access together with the application for the construction project planning license, and pushes relevant information synchronously to the water supply and drainage public service institution via the "One-stop Express" system.

(II) Exemption from administrative approval

The water supply and drainage public service institution is responsible for the implementation of water supply and drainage access without the need to obtain the administrative license for registration, planning, construction, road occupation, road excavation, tree relocation and other affairs. Before construction, the institution pushes the construction scheme to the transport, public traffic administration and urban administration agencies. After meeting the access condition, the water supply and drainage public service institution pushes relevant information to the housing and urban-rural development authority and restore the road according to the standard.

(III) Provision of "non-interfering services"

The water supply and drainage public service institution provides "non-interfering services" in relation to field survey, design of construction scheme, construction of water supply and drainage pipelines and other steps, and quickly delivers relevant vertical design information to the project owner without disturbing the project owner. When the project owner organizes the as-built acceptance of the project, the water supply and drainage public service institution completes the connection and opening of the water supply and drainage facilities.

IV. Handling Procedures for Simple and Low-Risk Projects without Social Investment

The procedures for water supply and drainage access for small projects are implemented in accordance with the Circularon the Reform Office of the Administrative Approval System of the Beijing People's Government on the "One-stop" Handling of Access Projects for Small Municipal Pipelines (Jing Shen Gai Ban Fa [2019] No. 110).

Water supply and drainage access for other projects is communicated and coordinated in advance at the "Integration of Plans" platform. After obtaining a comprehensive opinion of "Integration of Plans", the procedures for small projects may be followed for handling. The water supply and drainage public service institution provides whole-process guidance and assistance.

V. Relevant Application Matters

1. For simple and low-risk projects with social investment, the "One-form" application is adopted for water supply and drainage access through the "One-stop Express" system, and no additional materials are required.

2. For small simple and low-risk projects without social investment, water supply and drainage access is implemented in accordance with the Jing Shen Gai Ban Fa [2019] No. 110 document, and the offline and online approval service model of "one window in, one window out" shall be established, featuring "One-form" application and "One-stop" handling.

3. The drainage permit matters are handled after the completion of final inspection and are not included within the scope of water supply and drainage access matters, which are independent of the water supply and drainage access process.
