To all district commissions of housing and urban-rural (municipal) development, and the Development and Construction Bureau of Beijing Economic-Technological Development Area,

To continue to optimize the business environment of Beijing, provide convenient services for enterprises participating in the construction of simple and low-risk projects, and implement the supervision and inspection provisions for project quality and safety during construction, we hereby notify the following related matters according to the requirements of the Regulation on Further Clarifying the Supervision and Inspection Work on the Quality and Safety of Simple and Low-risk Projects During Construction (Jing Jian Fa [2020] No. 43) (hereinafter referred to as "Document No. 43"):

I. Paying close attention to changing ideas. Reducing the frequency of inspections on simple and low-risk projects during construction is of great significance for optimizing the business environment and improving enterprises' sense of gain. The district authorities in charge of housing and urban-rural development should earnestly change their ideas, take the initiative to assume responsibilities and provide services, further improve their service awareness, and proactively dovetail with the construction units involved in the projects by taking the requirements of enterprises as a guide for work and guaranteeing the quality of projects as the bottom line, so as to solve the problems encountered in the construction process and remove obstacles in handling related matters.

II. Strengthening organizational leadership, and effectively improving enterprises' sense of gain. The district authorities in charge of housing and urban-rural development should, on the premise of ensuring quality and safety, coordinate with the towns/townships, sub-districts and competent departments to implement relevant requirements of carrying out quality and safety supervision and inspection only once in the construction process, and effectively organize various work related to joint acceptance of projects.

III. Promoting policy implementation to get through the "ast mile". Persons chiefly in charge of the quality supervision agencies in all districts should continuously intensify services, adopt IT and other technology tools to strengthen horizontal and vertical communication, take effective measures to solve common problems encountered in the construction process in a non-face-to-face manner, and advance the construction progress in a coordinated way.

IV. Establishing innovative working mechanisms, and providing "one-to-one" follow-up services. The quality supervision agencies in all districts should assign personnel to provide whole-process "one-to-one" follow-up services for simple and low-risk projects, so as to ensure relevant personnel are designated to take charge of, follow up and provide services for each project. The service personnel can flexibly establish non-face-to-face communication via telephone, SMS and WeChat to carry out coordination and service work in time, and timely solve the difficulties encountered by enterprises participating in construction according to the working requirement of "responding to and handling lawsuits without delay". For important issues or problems that cannot be solved, feedback on them should be given to Beijing Municipal Commission of Housing and Urban-Rural Development in a timely manner.

In case the quality supervision agency and the safety supervision agency are established separately, relevant services should be provided under the leadership of the former and the cooperation of the latter.

V. Dynamically monitor the number of projects, and tracking their progress. The engineering quality supervision agency in each district should establish a dynamically updated ledger for engineering projects, to learn about the progress, inspection and acceptance of the project in a timely manner.

VI. Improving the working system and effectively coordinating the project progress. Beijing Municipal Commission of Housing and Urban-Rural Development should establish a weekly reporting system for project progress. The engineering quality supervision agency in each district should designate relevant personnel to email the updated project status (electronic version) to jdyws83297582@163.com before Friday (the information about existing projects and the confirmed contacts should be submitted before the end of February 2020. See the Appendix for details). Beijing Municipal Commission of Housing and Urban-Rural Development should summarize, analyze and sort out the information submitted by various districts in a timely manner; for special problems requiring multi-party communication and coordination, a regular video consultation mechanism should be established to coordinate and solve various problems and effectively help the enterprises participating in construction to push forward the project progress.
