To all relevant organizations,
To strictly implement Several Provisions on Streamlining the Review and Approval Service for Newly-Built Simple and Low-Risk Construction Projects with Non-Government Investment (Jing Zheng Ban Fa [2019] No. 10) and the Opinions on Improving the Review and Approval Service for Simple and Low-Risk Construction Projects (Jing Gui Zi Fa [2019] No. 439), to continue to improve the business environment in Beijing, and to further streamline joint acceptance of final completion of simple and low-risk construction projects with non-government investment by focusing on the overall objective of "shortening handling time, reducing costs and improving quality", the relevant work requirements are hereby notified as follows:
I. Scope of Implementation
For simple and low-risk construction projects with non-government investment that have applied for construction permits in Beijing, joint acceptance of final completion shall be carried out in accordance with the provisions hereof.The scope of simple and low-risk construction projects with non-government investment shall be implemented in accordance with the provisions of the Opinions on Improving the Review and Approval Service for Simple and Low-Risk Construction Projects (Jing Gui Zi Fa [2019] No. 439).
II. Principles of Acceptance
The working principles of "handling through one unified online platform, one commitment, one-off acceptance and completion in one day" shall be followed in joint acceptance of final completion of simple and low-risk construction projects with non-government investment. Meanwhile, the efficiency of acceptance shall be improved by further simplifying application materials, streamlining acceptance process and shortening handling time.
III. Way of Application
After the completion of simple and low-risk construction projects with non-government investment, the project construction unit may apply for joint acceptance of final completion at http://tzxm.beijing.gov.cn/slre/index or apply to the government service center of each district with necessary materials.
IV. Application Materials
To apply for joint acceptance of completion of simple and low-risk construction projects with non-government investment, the project construction unit simply needs to fill in the "Letter of Commitment to Comprehensive Notification for Joint Acceptance of Final Completion of Simple and Low-Risk Construction Projects with Non-Government Investment" (Appendix 1) in accordance with this Circular, and no other material is needed.
The project construction unit shall conscientiously and truthfully fill in the "Letter of Commitment to Comprehensive Notification for Joint Acceptance of Final Completion of Simple and Low-Risk Construction Projects with Non-Government Investment". After signed by the project responsible personnel of the employer and stamped with the official seal of the employer, the Letter of Commitment shall be uploaded to the "one-stop" service system of simple and low-risk projects with non-government investment.
V. Acceptance of the Application
After the submission of the "Letter of Commitment to Comprehensive Notification for Joint Acceptance of Final Completion of Simple and Low-Risk Construction Projects with Non-Government Investment" by the employer, the housing and urban-rural (municipal) development department of the corresponding district, the planning and natural resources management department of the corresponding district and the market supervision and administration department of the corresponding district where the project is located will automatically assign tasks and handle matters in a timely manner or participate in on-site verification via the "one-stop" service system of simple and low-risk projects with non-government investment.
VI. Time of Acceptance
For simple and low-risk construction projects with non-government investment, the employer shall define the time of joint acceptance of final completion in the "Letter of Commitment to Comprehensive Notification for Joint Acceptance of Final Completion of Simple and Low-Risk Construction Projects with Non-Government Investment". The housing and urban-rural (municipal) development department of the corresponding district shall, in a coordinated manner, organize the district planning and natural resources management department and the district market supervision and administration department to carry out joint acceptance of final completion according to the agreed time.
VII. Process of Acceptance
After the employer submits the "Letter of Commitment to Comprehensive Notification for Joint Acceptance of Final Completion of Simple and Low-Risk Construction Projects with Non-Government Investment", the housing and urban-rural (municipal) development department of the corresponding district shall, in a coordinated manner, organize the district planning and natural resources management department and the district market supervision and administration department to carry out joint acceptance of final completion according to the agreed time, and issue opinions of acceptance on the same day.
VIII. Items of Acceptance
1. The housing and urban-rural (municipal) development department of the district shall carry out random spot checks on the project quality (including construction quality of fire engineering and functional test of fire-fighting equipment), technical archives and construction management data (including certificates of qualified fire-fighting equipment). For construction projects with an investment less than RMB 1 million or a construction area less than 300m2 (including 300m2), supervision over the final inspection of the project is not required.
2. The district planning and natural resources management department shall strengthen in-process supervision and directly express acceptance opinions in the "one-stop" service system of simple and low-risk projects with non-government investment according to the in-process supervision prior to the time of joint acceptance of final completion agreed in the "Letter of Commitment to Comprehensive Notification for Joint Acceptance of Final Completion of Simple and Low-Risk Construction Projects with Non-Government Investment".
3. The district market supervision and administration department shall register the use of special equipment prior to the time of joint acceptance of final completion agreed in the "Letter of Commitment to Comprehensive Notification for Joint Acceptance of Final Completion of Simple and Low-Risk Construction Projects with Non-Government Investment". The consistency of quantity and nameplates of special equipment with the Registration Form for Use of Special Equipment will not be verified unless there is any doubt about the application materials.
IX. Conclusion of Acceptance
The joint acceptance of final completion of simple and low-risk construction projects with non-government investment shall be completed within 1 working day and the opinion on joint acceptance of final completion shall be issued by then.
In case all the acceptance items involved are qualified or passed, the "Notice of Joint Acceptance Opinions on Final Completion of Construction Projects in Beijing" (Appendix 2) shall be printed on the spot on the day of joint acceptance of final completion and delivered to the employer; the municipal utility service provider shall connect municipal service facilities of water supply, drainage and power supply in advance or simultaneously on the site.
Where any one of the acceptance opinions is "not passed" or "unqualified", the relevant acceptance departments shall put forward specific rectification requirements. After rectifying as required, the employer may reapply for the procedure of joint acceptance of final completion.
X. Management of Project Use
In the joint acceptance of final completion, the result is only valid for the on-site fire prevention and final inspection on that day. The employer shall strengthen maintenance and management after the project is put into use.
XI. Strengthening In-Process and Ex-Post Supervision
The district housing and urban-rural development department, the district planning and natural resources management department and the district market supervision and administration department shall earnestly strengthen in-process and ex-post supervision and carry out in-process and ex-post spot check. In case of any violation, such as dishonesty and failure to fulfill promises, the violation shall be dealt with according to the relevant provisions of Beijing Municipality.
This Circular shall come into force on the date of promulgation.
