In alignment with relevant policies, the Implementation Plan of the Notification Commitment System for Certificates is introduced as follows.

I. Scope of items subject to the notification commitment system. The notification commitment system shall be gradually applied to all 51 types of certificates issued by the administrative organs and public institutions of Beijing that have been retained as approved and published by the People's Government of Beijing Municipality, excluding those directly concerning national security, state secrets, public security, prudent regulation of the financial industry, ecological and environmental protection, personal health, safety of people's lives and property and major international relations that are highly risky, costly and irretrievable once rectifications and remedies are required. In the meantime, dynamic changes will be made in accordance with the formulation, revision and repeal of laws, regulations or the State Council's decisions.

II. Target of the notification commitment system. The applicant may choose on a voluntary basis whether to use the notification commitment system. If an applicant is unwilling or unable to make a commitment, a certificate required in accordance with laws, regulations or decisions of the State Council must be submitted. Those with negative credit records or false commitments should not use the system before credit is restored.

III. Procedures of the notification commitment system

1. Notification of the department that requests the certificate. The department that requests the certificate shall notify the applicant the following items in the notification commitment letter:

1) Name, content and basis of the certificate;

2) Conditions, standards, and technical requirements for the eligibility for the notification commitment system, and legal consequences of false commitment, etc.;

3) Service details, consultation methods, authority of verification, supervision methods and responsibilities, etc.;

4) Procedures and standards for the determination of false commitments made by the applicant, rectification period, criteria for the classification of grades of unfaithful behaviors, channels for explanation, elaboration, appeal and credit restoration of the applicant;

5) Whether the commitment letter will be made public, to whom and for how long;

6) Other matters that shall be notified to the applicant.

2. Commitment of the applicant. After being notified of the aforementioned content, the applicant shall confirm and make a commitment concerning the following to the department that requests the certificate:

1) The basic information provided and documents submitted are true, lawful, effective and complete;

2) The applicant is informed of all the items in the notification letter and meets the corresponding conditions, standards and technical requirements;

3) The applicant is willing to bear legal responsibilities of false commitments and notified punishment for unfaithful behaviors.

4) The commitment expresses the genuine intentions of the applicant.

3. Acceptance and handling. Upon receiving the commitment letter, the department that requests the certificate shall confirm on-site the eligibility of the applicant that meets the conditions of the implementation of the notification commitment system, stop requesting relevant certificates and handle the relevant administrative affairs based on the letter; if an applicant is not eligible for the notification commitment system, the department shall notify the applicant and handle the matter according to regular procedures.

4. Verification and supervision. The department that requests the certificate shall determine different verification methods based on factors such as the characteristics of the certificate and in particular consider the credit history of the applicant. It shall make clear the time, criteria, methods and necessity of verification. The department that issues the certificate shall cooperate closely with the department that requests the certificate by providing strong information support in the process of verification. Applicants exempted from verification shall be subject to regular supervision including oversight through inspections by randomly selected inspectors of randomly selected entities and the public release of inspection results, priority supervisions, "Internet plus Supervision", and intelligent supervision. Once fake commitments are found in the process of verification or regular supervision, the application process will be terminated pursuant to law, and the applicant will be asked to make rectifications within a fixed period of time or receive administrative punishment that will be recorded in the credit history, or the administrative decision will be canceled. Applicants that are suspected of crimes will be transferred to judicial organs in accordance with laws.

IV. Working Requirements

1. Improve organizational leadership. Relevant departments shall attach great importance to the roll-out of the notification commitment system for certificates, and enhance leadership, organization and implementation. As the first to be held responsible, the chief officials of the departments shall keep abreast of the situation to solve the problems. The departments shall determine which are leading organs and responsible organs, assign the obligations to every post and every person, and release and implement the system before the end of March.

2. Enhance publicity. The significance, practices and experience, achievements and exemplary cases of such work as adopting the notification commitment system for certificates in Beijing, canceling certificate submission and optimizing handling procedure should be publicized strongly, to guide public expectation, encourage public participation and create a good atmosphere for the cancellation and regulation of certificates.

3. Intensify research for detailed execution. Considering the complexity of implementing the notification commitment system for certificates and the actual circumstances, relevant departments at the municipal level can make detailed implementation plans of the system, formulate specific versions of documents and letters such as notification commitment letter, coordinate with the entrusted acceptance and authorized approval of government services and provide more guidance to the work of the relevant departments at the district level.

4. Strengthen supervision and evaluation. The implementation of the notification commitment system for certificates will be included in the appraisal of the building of governments under rule of law and of the performance of departments, necessitating intensified supervision and inspection. Strident efforts should be made to monitor all the canceled certificates issued by administrative organs, public institutions, social organizations, and public service enterprises providing water, electricity, gas and cable TV services to avoid any resurgence.
