i. Catalogue of human resources development in key industrial fields

1. Industries. Beijing's key industries include new-generation information technology, integrated circuits, medicine and healthcare, intelligent equipment, energy conservation and environmental protection, new energy and intelligent vehicles, new materials, software and information services, artificial intelligence, agriculture, sci-tech services, business services, finance, culture and arts, consumer services, etc.

2. Core areas of human resources development. These areas shall be highly in line with Beijing's key industries, technology-intensive, have a high return on investment, and boast a sizeable supply and demand of human resources. The core areas focus on R&D and application, and also involve production, manufacturing, commercialization and application of research findings, finance, intellectual property rights and human resources.

3. Key direction of human resources development. The directions focus on target segments in the forefront of the core areas, and boasting good industrial foundation and development prospects, clear-cut application scenarios for technologies and commercial potential, and a large and fast-growing demand for human resources.

4. Representative positions of human resources development. These positions shall be directly related to the development of the key technologies, products and business in line with the key direction and have a wide industry consensus.

5. Core skill requirements. The key professional competencies required in the core areas mainly include those in academic and scientific research, tool use, product design and application, commercialization, technology R&D, manufacturing and testing, operation, management, etc.

6. Human resources development assessment. Assess the core areas in three dimensions, i.e., the difficulty of human resources supply and demand matching, training and job transfer. There are five levels with the highest one of five stars. The higher the level is, the more serious the shortage of human resources will be, and the more worthwhile the development will be.

7. Benchmark median annual salary. This means the median annual salary of the representative positions in the core areas.

ii. Occupation Catalogue of Urgently-Needed Skilled Personnel

1. Industries shall be in line with Beijing's key development direction, and have a prominent imbalance between the supply and demand of skilled personnel.

2. Occupations urgently needing skilled personnel refer to those that are core, technique-intensive, professionally demanding, and need highly-demanded talent in shortage.

3. Occupational code shall conform to the Occupation Classification Code of the People's Republic of China (Edition 2015) and the new occupational information jointly released by the Ministry of Human Resources and Social Security, State Administration for Market Regulation and National Bureau of Statistics.

4. Basic occupational description refers to job duties and work scope.

5. The urgency of the need for skilled personnel includes three levels: generally urgent, relatively urgent and extremely urgent.

II. Application Direction

2. Encourage market entities to make the market-based allocation of human resources more efficient.

2. Better match the human resources supply with the social demand in the education field.

3. Encourage training institutions to make human resources training more targeted and effective.

4. Encourage government departments and social organizations to ensure better human resources services.

III. Policy Support

In terms of talent attraction, eligible domestic talent, people studying abroad, college graduates and post-doctorates completing their studies who are employed for key technology and core business positions in the key industrial areas of the Catalogue of Human Resources Development for the Building of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (Edition 2022) (hereinafter referred to as the Catalogue) may apply for permanent household registration and work-type residence permits; and foreign talent who are employed in China and meet the conditions of the Catalogue and relevant regulations may be given priority in obtaining work permits and project funding, with restrictions on age, education background or working experience eased, and the time limit of work permits extended.

In terms of selection and training, high-level talent who meet the conditions of the Catalogue shall be supported in applying for Beijing's relevant talent planning projects and sci-tech planning projects, with the excellent ones recommended by relevant departments; and relevant institutions shall be supported to apply for the advanced study projects of knowledge updating for technical professionals that are in line with the Catalogue, and priority shall be given when all other conditions are equal.

In terms of evaluation and rewarding, deepen the reform of talent evaluation system in the key industrial fields of the Catalogue, further smooth the career development channels for relevant technical professionals, and support vocational skills training for employers and workers in the key industrial fields of the Catalogue, with subsidies granted in accordance with policies.

In terms of service guarantee, encourage human resources service agencies to provide services to market entities in accordance with the Catalogue, and enhance the connection between the Catalogue and Beijing's financial incentive policy for headhunters in talent attraction.
