The Several Measures on the Promotion of High-quality Development of HR Services in Beijing in the New Era consists of 17 practical measures promoting human resources (HR) services, including measures facilitating the transformation and upgrade of the HR services industry and encouraging operational organizations providing HR services to take an active part in public employment services.

Bonus of up to CNY 500,000 for talent introduction by headhunting

Beijing will continuously promote the transformation and upgrade of the HR services industry, enhance coaching and training of companies intending to be listed, and facilitate the listing of specialized, high-grade and innovation-driven companies in the HR services industry on Beijing Stock Exchange. Qualified companies can receive a municipal-level subsidy of up to CNY 3 million for listing. Beijing also supports the synergies between banking institutions and their subsidiaries, to provide HR services companies in the science and innovation sector with a number of brand-new financing services, including loans and equity investments.

Beijing will also strengthen the implementation of the "10 Measures for Headhunting Agencies" (the Several Measures on Building a Professional and International HR Market by Furthering Headhunting Agencies' Roles in Talent Introduction and Intellectual Recruitment (Trial)). For example, if a headhunting agency introduces an overseas talent to an employer registered in Beijing and belonging to the major project launched for the building of the "Two Zones" or a municipal-level provider of "service packs", or introduces a talent who belongs to the "Four Industries to Take the Lead" (namely artificial intelligence, quantum information, blockchain, and bio-technology) or the "Four Industries to Make Breakthroughs" (namely the industries of integration of production and research of integrated circuits, key new materials, key spare parts for general purposes, and high-end instruments and equipment), the agency and the employer can, after being reviewed and approved by the Work Group for Awarding Talent-introducing Headhunting Agencies, be awarded a sum equal to 50 percent of the amount of the headhunting service fee and a bonus of up to CNY 500,000, respectively.

In addition, Beijing will optimize the layouts of HR services industrial parks to form a system of national-, municipal-, and district-level industrial parks. It is planned that a total of five to ten national- and municipal-level HR services industrial parks with various features will have been built in Beijing by 2025.  

Subsidies for agencies providing free job referral services for key groups

Beijing encourages human resource service agencies to actively participate in public employment services. Under this policy, agencies that are qualified to carry out public employment services and provide free job referral services for key groups, such as registered unemployed personnel, rural laborers with shift employment needs, and migrant workers in Beijing, will be allowed to receive subsidies for daily job referral services and for special activities of public employment services.

HR service agencies are also encouraged to recruit key groups and provide internship services. The agencies that meet the requirements can receive job subsidies and social insurance subsidies. Small and micro- HR service agencies registered in Beijing can apply for guaranteed loans for startups in accordance with the regulations. Beijing also encourages the unemployed, members of the rural migrant labor force, and other key groups to look for job opportunities in the HR services industry, and hopes that more employment skills training and skills upgrading training will be provided.

Implementation of the "all-in-one license" principle in Beijing, Tianjin, and Hebei to ensure that all services are offered in a unified name with the same standard

Beijing will vigorously implement the "all-in-one license", allowing enterprises to only provide electronic business licenses rather than all business certificates when engaging in employment intermediary activities.

In the process of simplifying and optimizing market access, Beijing will further innovate its supervision means during and after economic activities in the HR market through normalization, standardization and credit system construction. Education on trustworthiness will be incorporated into the training of HR practitioners, and the list of honest service agencies will be released to the public. The "Beijing-Tianjin-Hebei Joint Standards on HR Services" will be deeply implemented and HR service agencies that have operated normally for more than three years and meet the A-level standards can be directly level-identified and HR service agencies are encouraged to apply for AA to AAAA ratings.

For human resource management professionals, the performance and contribution will mainly be weighed for the title evaluation as representative achievements need to be submitted for the evaluation of professional titles. For those who have made outstanding contributions, the restrictions on education background and qualifications can be loosened, and “green lanes” will be set up for the application of professional titles. In addition, exceptions can also be made when they apply for senior titles.
