Article 1 This Provisions is hereby formulated to expedite construction of the new development pattern featuring domestic economic circulation as the core and dual circulation of domestic and foreign markets, fully advance construction of the Integrated National Demonstration Zone for Opening up the Services Sector and China (Beijing) Pilot Free Trade Zone (hereinafter referred to as the "Two Zones"), and promote high-quality economic development of the capital.

Article 2 Headquarters enterprises mentioned in this Provisions refer to those enterprises that meet the following requirements: being in line with to the strategic positioning of the capital, with strong capability in making strategic decisions, wide-reaching deployment of resources, and great potential in sustainable development, being registered in Beijing as an independent legal entity, with actual operations in Beijing as identified or confirmed by relevant authorities, and making outstanding contribution to the economic and social development or playing a strategic role in the development of Beijing .

Article 3 Beijing Municipal Commerce Bureau is responsible for identifying regional headquarters and foreign-funded R&D headquarters of multinational corporations.

1. Regional headquarters of multinational corporation refers to a foreign-invested enterprise whose overseas parent company holds a total asset value of USD 200 million and above while paying in an accumulative registered capital of USD 10 million and above in Beijing.

2. Foreign-invested R&D headquarters refers to a foreign-invested enterprise or institution that has been authorized by its overseas parent company to specialize in or focus on R&D, with a total paid-up registered capital of USD 2 million and above in Beijing.

Article 4 Other headquarters enterprises shall be identified by the Municipal Joint Working Conference on Developing Headquarters Economy.

Article 5 Give priority to development of headquarters enterprises of greater strengths and potential in Beijing, coordinate and integrate policy and service resources, implement the enterprise-targeting "Service Package" system, keep on optimizing the environment for enterprise development, and enhance headquarters enterprises' capability in resources integration, market exploring, industrial upgrading, innovation and creation, as well as making contribution to economic and social development.

Article 6 Take full advantage of the policies of the "Two Zones", support headquarters enterprises in pilot programs in global trade, digital economy and other fields within China (Beijing) Pilot Free Trade Zone, and allow them to enjoy policies and services that feature lower industry access, more secure and orderly data flow, more convenient capital inflow and outflow, greater support for talents, stronger tax incentives, and more favorable business environment in this zone.

Article 7 Assist headquarters enterprises in the creation, protection, and application of proprietary intellectual property rights, recommend headquarters enterprises to apply for national or municipal model intellectual property enterprises, streamline green channel for rights confirming and safeguarding rights, and better serve headquarters enterprises that undertake foreign economic and trade cooperation projects.

Article 8 Support construction of an international center for science and technology innovation, encourage the headquarters enterprises to enlarge investment in R&D and redouble efforts in talents cultivation and technological innovation; strengthen the supports for high-tech headquarters enterprises in their R&D, innovation, and introduction of talents while taking into account the indicators such as R&D investment, strength of R&D team, quantity of intellectual property rights, and opening and sharing of innovative resources.

Article 9 Support development of high-end, precision and sophisticated industries, take advantage of local policies on high-end, precision, and sophisticated industries to support new patterns and new businesses for industrial upgrading and development of headquarters enterprises, and encourage creation of municipal-level industrial innovation center, industrial design center, and corporate technical center.

Article 10 Support science parks, innovation demonstration zones, and international talent communities, etc. to set up public information system, improve public service facilities and equipment, exhibit comprehensive public welfare services including policy information consultation, governmental services, exhibitions and displays to improve the public service level.

Article 11 Headquarters enterprises will not be supported in any of the following situations.

1. Receiving administrative penalties for serious breach of laws and regulations over the past three years in respect of tax, work safety, and ecological environment, etc.

2. Legal representatives being put on record for criminal offense or placed on the national list of defaulters by the people's court over the past three years.

Article 12 Further improve the mechanism of the Municipal Joint Working Conference on Developing Headquarters Economy and bring into play its coordinating role. Relevant municipal departments, units and all district governments shall follow up with sound implementation and keep on improving the services for high-quality development of headquarters enterprises.

Article 13 This Provisions shall come into force as of the date of issuance. The Notice of the People’s Government of Beijing Municipality on Printing and Issuing the Several Provisions on Encouraging Transnational Companies to Set up Regional Headquarters in Beijing (Jing Zheng Fa [2009] No. 15) and the Notice of the People’s Government of Beijing Municipality on Printing and Issuing the Work Opinions on Accelerating Development of Headquarters Enterprises in Beijing (Jing Zheng Fa [2013] No. 29) shall be annulled simultaneously.
