The State Council presents its compliments to the People's Government of Beijing Municipality and the Ministry of Commerce and, with reference to the latter's request for approval of the Plan for Building an Integrated National Demonstration Zone for Opening up the Services Sector Through the Integrated Pilot Program for Further Opening up Beijing's Services Sector, has the pleasure to reply as follows:

I. The State Council agrees in principle to the Plan for Building an Integrated National Demonstration Zone for Opening up the Services Sector Through the Integrated Pilot Program for Further Opening up Beijing's Services Sector (hereinafter referred to as the Plan) and requests the People's Government of Beijing Municipality and the Ministry of Commerce to organize its implementation.

II. The implementation of the Plan must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It is important to fully implement the guiding principles of the 19th National Congress of the Communist Party of China (CPC) and the 2nd, 3rd, and 4th plenary sessions of the 19th CPC Central Committee and promote coordinated progress of the Five-sphere Integrated Plan and the Four-pronged Comprehensive Strategy. It is also important to uphold the underlying principle of pursuing progress while ensuring stability and implement the new development concept in keeping with the decisions of the CPC Central Committee and the State Council. It is equally important to deepen market-oriented reforms, promote higher-standard opening-up, further align policy measures with internationally accepted trade and investment rules, learn from the international best practices, and accelerate the shift from opening-up based on flows of goods and factors of production to one based on rules and related institutions so as to create a favorable institutional environment for high-quality development of the services sector and make greater contribution to opening-up on all fronts.

III. The People's Government of Beijing Municipality should build on the city's strategic position as the national capital to serve the implementation of major national strategies, strengthen the organization of and leadership over the Plan implementation, and implement the Plan through meticulous work. Subject to risk control measures, Beijing may take more aggressive steps to open up its services sector and innovate institutions for building a higher-standard open economy so as to gain experience that would be replicable and scalable. Beijing is encouraged to serve as a model and spearhead the opening-up and innovation-driven development of the services sector across the country.

IV. The relevant departments of the State Council should, in their areas of mandate, actively support Beijing in building an integrated national demonstration zone for opening up the services sector through the integrated pilot program for further opening up Beijing's services sector. The Ministry of Commerce is required to coordinate with other government departments authorities to guide, promote, supervise, and evaluate the Plan implementation and see that all reform and opening-up measures indicated in the Plan are fully delivered.

V. In case of any need to adjust on an ad hoc basis any part or parts of administrative rules and regulations, rules and provisions stipulated in the State Council documents, departmental rules or regulations approved by the State Council, the application for such adjustments will be handled according to established procedures. The concerned authorities of the State Council will adjust the regulations and normative documents concerned as may be necessary for the purpose of the Plan implementation. The People's Government of Beijing Municipality and the Ministry of Commerce are required to report to the State Council for instruction in a timely manner any major issue that may arise from the implementation of the pilot program.

Plan for Building an Integrated National Demonstration Zone for Opening up the Services Sector Through the Integrated Pilot Program for Further Opening up Beijing's Services Sector



This Plan is formulated for the purpose of implementing the decisions and plans of the CPC Central Committee and the State Council on advancing the integrated pilot program for opening up Beijing's services sector to promote high-quality development of China's service industries.

I. General Requirements

The implementation of the Plan will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will fully implement the guiding principles of the 19th National Congress of the Communist Party of China (CPC) and the 2nd, 3rd, and 4th plenary sessions of the 19th CPC Central Committee and promote coordinated progress of the Five-sphere Integrated Plan and the Four-pronged Comprehensive Strategy. We will uphold the underlying principle of pursuing progress while ensuring stability and implement the new concept of development. Leveraging Beijing's strategic position as the national capital and with a focus on its leading industries and major demonstration parks, we will foster new business forms and new business models and explore new paths for opening up and developing the city's services sector. We will promote institutional innovation and establish a system of supply of factors of production that is compatible with internationally accepted rules and build an integrated national demonstration zone for opening up the services sector (hereinafter referred to as the Integrated National Demonstration Zone).

II. Development Goals

By 2025, Beijing will put in place policies and institutions for further opening up its services sector with a focus on trade liberalization and investment facilitation. We will create a business environment based on market principles, the rule of law, and internationally accepted standards. Beijing's services sector competitiveness and its risk control capabilities will be stronger. Beijing will play a greater role in spearheading the opening-up of China's services sector.

By 2030, trade and investment in Beijing will be freer and more convenient, cross-border capital flows more smooth, job opportunities for professionals more easily accessible, transport and travel more convenient, and flow of data more secure and orderly; an open services sector based on internationally-accepted economic and trade rules will be up and running; and Beijing's services sector will be among the world's best in terms of economic scale and international competitiveness.

III. Major Tasks

1. Advancing Reform and Opening-up of Key Industries of the Services Sector.

A. Deepening reform of science and technology services. Beijing will support the development of maker spaces and start-up business bases through provision of financial aid, business incentives or subsidies. We will reform the system regarding the right to use, transfer and benefit from scientific and technological achievements. We will launch a pilot program to grant research and development (R&D) professionals the ownership or long-term right of use of their scientific and technological achievements realized in their official capacity, and explore and gradually establish a system of market-based entitlements, assessment, and benefit distribution. As part of our effort to turn Beijing into a smart city, we will support research institutions affiliated to the central government departments in construction of critical science and technology infrastructure in Beijing.

B. Promoting the digital economy and digital trade. We will promote open access to public use data, encourage non-government institutions to allow public access to their data in accordance with applicable laws, support Beijing in developing a data sharing partnership between the central and local government departments in designated areas, and promote connectivity between government public-use data platforms and non-governmental data platforms. We will develop statistical methods and models for domestic and foreign digital trade to create a digital trade statistical system that combines statistical data and case analysis. We will do research in exploring a more viable system to protect intellectual property rights (IPR) in digital trade.

C. Advancing reform of the financial service sector and promoting its innovation-driven development. Beijing will fully implement a sector-wide pilot reform program of "separating permits from business licenses" in its financial service sector. We will support private capital in establishing and operating RMB international investment fund in Beijing, and encourage foreign investment institutions to participate in the Qualified Domestic Limited Partnership (QDLP) pilot program. In implementing the Qualified Foreign Limited Partnership (QFLP) pilot program, we will gradually lift restrictions on the scope of investment in open markets. As required by the central government, we will further reform the New OTC equity market, implement the IPO registration system, improve the liquidity of the New OTC equity market, and create a service platform for small and medium-sized enterprises (SMEs). We will establish a service platform to help foreign-invested businesses to be listed in China. We will support wholly foreign-funded businesses to apply for private fund managers (PFMs) that operate equity investment and asset management business. Eligible and qualified private equity securities investment fund management companies may apply for mutual fund licenses. As a priority measure of reform, we will allow multinational companies to establish wholly foreign-funded finance companies in Beijing. We will support eligible and qualified finance companies incorporated in Beijing to apply for qualification to operate business of settlement and sale of foreign exchange and buyer's credit and to extend the coverage of value chain finance subject to compliance with applicable laws and regulations and risk control measures. We will encourage more foreign banks to obtain qualification as securities investment fund custodians. We will consider allowing in due time foreign banks that operate in Beijing to trade government securities futures in an appropriate manner. We will permit eligible and qualified foreign banks to participate in domestic gold and silver futures trading. We will support foreign-funded banks of a significant size that are incorporated in Beijing and have a stable business operation in the city to apply for trading in open markets. A foreign-funded bank may apply for a gold import license from the People's Bank of China (PBOC) and become a lead underwriter in the China inter-bank bond market. We will support relevant companies to engage in third-party payment services through market-oriented operations such as acquisitions and equity participation, and support securities companies in engaging in Chinese Depository Receipt (CDR) business at the Shanghai-London Stock Connect. We will carry out a pilot program of integrated financial operations in a prudent and orderly manner, and encourage the Beijing Iron Ore Trading Center and other commodities exchanges to experiment with such trading methods as non-standard warehouse receipt trading in accordance with applicable laws and regulations, and establish a mechanism of rational commodity pricing.

D. Further opening up Beijing's Internet-based information services. We will open up domestic Virtual Private Network (VPN) services to foreign investment (share ratio of foreign investors not exceeding 50%) and encourage foreign telecommunications service operators and providers to establish joint ventures of VPN services in Beijing with Chinese partners. We will support the development of Internet of Vehicles (intelligent connected vehicles) and the application of automated driving maps to build a Beijing-Shanghai Internet of Vehicles highway. We will consider establishing a website filing system that meets the needs of overseas customers.

E. Improving and upgrading Beijing's business, cultural and tourism services. We will support Wangfujing Street in its pioneering initiative to improve shopping and business environment based on updated international standards. We will optimize the layout of duty-free shops in Beijing, set up pick-up points in the secured areas of airports for departing passengers to collect their purchases at duty-free shops downtown, and implement relevant policies regarding duty-free shops.

F. Promoting a wider opening-up of the education-related services. We will increase the supply of international education, improve the layout of schools open to children of foreign nationals, and allow primary and secondary schools to admit children of foreign nationals in accordance with applicable national regulations. We will explore bringing in examination institutions and international textbooks for science and engineering subjects, encourage foreign investment in adult education and training institutions, support foreign investment in operation of for-profit vocational training institutions, and start projects of demonstration for international cooperation in vocational education.

G. Building up Beijing's capabilities for medical and health services. We will relax restrictions as appropriate on the use of small dose of special chemical agents for the purpose of medical and pharmaceutical research and development. We will support the establishment of international research hospitals or R&D-oriented hospital beds to accelerate the incubation and commercialization of pharmaceutical R&D achievements. We will support the Medical Equipment Innovation Service Station (Beijing) and the Human Genetic Resource Service Station in their operation in Beijing and will streamline the approval and clearance procedures for projects. We will also support the national base for exports of traditional Chinese Medicine (TCM) services and other major institutions of trade in of TCM service in developing international markets, and work toward an integrated international platform for TCM-based health and wellness services. We will consider a land supply policy in support of the nation's program for providing easy access to elderly care services in the neighborhood and for building elderly care facilities in land and housing owned by state-owned enterprises.

H. Further opening up specialized professional services through reform. We will explore a pilot program for accounting firms to set up branches in the pilot free trade zone. We will also explore a mechanism for recognition of professional qualifications so that professionals with qualifications obtained overseas in such fields as finance, architectural design and planning can apply for work permits under applicable regulations and provide services within areas under Beijing's administration subject to submission of a notice for file and record to competent authorities. The work experiences overseas of those professionals can be deemed as those in China (Professionals applying for jobs in the financial service sector which requires success in laws and regulations examination must do so in order to meet the requirements). Beijing is authorized to grant recognition of qualifications for international practice in the financial and other service industries. Unless issues of national sovereignty and security are involved, individuals from outside the Chinese mainland may apply for national professional qualification examinations (except legal profession qualification examinations) in Beijing. Overseas rating agencies may establish subsidiaries and provide credit rating services in the inter-bank bond market and the exchange bond market. Beijing will fully leverage the role of the Organization for the Prevention and Settlement of International Commercial Disputes (ICDPASO). World-renowned arbitration institutions and dispute settlement institutions may, after registration with the judicial authorities of Beijing and submission of communication to the Ministry of Justice for file and record, set up business institutions in designated administrative areas of Beijing, provide arbitration services for civil and commercial disputes for matters relating to international commerce and investment, and support and ensure the application and execution of interim measures such as property preservation, evidence preservation and behavior preservation of both Chinese and foreign parties before and during arbitration in accordance with applicable laws.

I. Promoting integrated development of Beijing Capital International Airport and Beijing Daxing International Airport. We will explore measures to facilitate the contracting and subcontracting of aircraft maintenance and repair services at the two airports, and support enterprises in strengthening competitiveness in the international aviation maintenance market. We will encourage Chinese and foreign airlines to operate international flight routes. Foreign airlines may operate at both Beijing Capital International Airport and Beijing Daxing International Airport. We will build a system for international air cargo services, formulate policies to develop Beijing's air cargo industry, and support the expansion of cargo traffic rights. We will optimize and improve cargo infrastructure and facilities, and encourage airlines to operate cargo fleets at Beijing Daxing International Airport. We will improve the functions of both airports, enhance their capabilities for high-end logistics, and expand their function for imports of finished automobiles and auto parallel imports.

2. Serving as a Demonstration Model for Opening up the Services Sector by Spearheading Reform in Key Industrial Parks

J. Creating a cluster of venture capital investment projects in the Zhongguancun Science Park. We will implement The Guidelines of the State Council on Promoting the Sustainable and Sound Development of Venture Capital (Guo Fa No. [2016]) to improve the legal and policy environment for venture capital investment. We will implement a pilot program to introduce preferential corporate income tax policies on a pilot basis for corporate venture capital enterprises in the Zhongguancun Science Park (also known as Z-Park). During the pilot period, eligible and qualified corporate venture capital enterprises will be exempted from corporate income tax according to share ratio of individual shareholders at the end of each year, with a view to encouraging long-term investment. Individual shareholders of the enterprises will pay personal income tax based on dividends they receive every year from the enterprises. The specific conditions for such exemption will be determined by the Ministry of Finance and the State Taxation Administration in consultation with other competent authorities. We will support the establishment of a private equity transfer platform and broaden the exit channels for private equity and venture capital under the existing legal framework of private equity funds. We will explore and consider granting high-tech and innovation enterprises in Z-Park more options for cross-border financing, and gradually realize full convertibility of foreign borrowings of non-financial enterprises. We will apply a management model combining both negative and positive lists to eligible industrial parks dedicated to hydrogen energy, photovoltaics, advanced energy storage, and energy network in Z-Park.

K. Building a demonstration model for digital trade in Z-Park and the Daxing Airport Economic Zone. We will promote international mutual recognition of digital certificates, electronic signatures, implement a pilot program of cross-border data flow, and build an international information service and digital trading port in Z-Park, and explore the establishment of a system of regulation based on software real-name authentication and label identification based on data and place of origin. In the Daxing Airport Economic Zone, we will start a pilot program of market access for new business forms of the digital economy, digital services and imports of international resources, and explore new business such as data auditing.

L. Building on the Future Science City, the Huairou Science City and other platforms to boost innovative services for commercialization of scientific and technological achievements. Beijing supports the establishment of trade associations and other social organizations in the Future Science City and encourages them to play an active part in areas such as energy network construction and big data innovation in power industry. We will introduce taxation policies in support of new technologies and innovation and the imports of major technological equipment. We will build a number of international industrial cooperation parks. We will support foreign investment in the general civil aviation sector in the Beijing China-Germany Industrial Park and the Beijing China-Japan Industrial Park. Qualified overseas investors may operate emergency transfer services. We are in favor of delegating administrative powers over autonomous driving test roads and test licenses to the Beijing High-end Manufacturing Industry Base and the Beijing Demonstration Zone for Innovative Industrial Cluster. We support the establishment of a third-party autonomous driving test platform open to the rest of the country, and support the pilot project for application of basic maps of smart cars in Beijing.

M. Developing an ecological cluster of cloud applications providers and open source software in the Zhongguancun National Innovation Demonstration Zone. We will lift restrictions on share ratio of foreign investors in information service businesses (applicable to App stores only). We encourage foreign investors to participate in information service in the form of provision of software in accordance with applicable laws and regulations. To this end, we will explore formulating applicable standards and promote the establishment of data centers at different levels and in different fields with cloud computing platform as the first step. We encourage world-renowned open source software code bases and development tool providers to come and operate in Beijing, and support the establishment of open source community communication platforms, code hosting platforms, and application service platforms.

N. Building on the Financial Street, the National Financial Technology Demonstration Zone, and the Lize Financial Business District to develop a demonstration zone for financial technologies innovation. We support efforts to promote financial technologies innovation in accordance with applicable laws and support financial institutions and large technology companies in establishing financial technology companies according to applicable laws. We will explore and develop customized financing services for technology enterprises and will set up a national financial technology risk monitoring center in Beijing.

O. Building on the National Cultural and Financial Cooperation Demonstration Zone and the National Innovation Zone for Cultural Industry to support innovation-driven development of Beijing's cultural industry. Subject to risk control measures, bank branches or departments dedicated to services for cultural and creative industries, cultural industry-related departments of securities firms and insurance companies, and equity trading platforms for cultural enterprises may start a pilot program of financing for cultural and creative industries. We will support the development of a high-quality artwork service platform in the Longfu Temple Area, and will provide fast customs clearance services and related warehousing services for import and export of artworks. Beijing will improve its review and approval process for film and television products made by film and television production companies or cultural enterprises based in the National Cultural and Financial Cooperation Demonstration Zone and the National Innovation Zone for Cultural Industry. Priority is to support eligible and qualified cultural enterprises based in the two zones in their application for licenses of information network dissemination of audiovisual programs and the registered approval number of games to be released.

P. Building a new demonstration area for the integrated development of culture, sports and tourism in the Tongzhou Cultural Tourism Zone. Beijing will encourage the Tongzhou Cultural Tourism Zone to host international cultural and entertainment performances, and exhibitions (trade fairs) of artworks and sporting goods. Foreign investment in cultural performance groups will be allowed (but the controlling shareholder must be the Chinese contracting party), and the approval process for commercial performances will be optimized. We will build on the National Base for International Cultural Trade (Beijing) to launch a pilot program to improve the approval process with a focus on cultural media, audio-visual, game and animation copyright, creative design and other high-end industries. We will support the establishment of an international film and television production service center in the China (Huairou) Film and Television Base to serve and facilitate joint film production by Chinese and foreign studios.

3. Promoting Institutional Innovation in Line with Internationally-accepted Standards

Q. Promoting trade liberalization and investment facilitation. We will support pilot programs of negative list management mode in cross-border service trade in given fields, and relax restrictions on trade-in-services market access in cross-border delivery, overseas consumption, and movement of natural persons. We will expand the "single window" services to have more applications submitted and processed at such "windows". A data sharing platform using blockchain technology will be established to share customs clearance and logistics information in the Beijing-Tianjin-Hebei region and store cross-border trade data in Beijing, Tianjin and Hebei on the blockchain. We will explore the establishment of a market-based incentive mechanism of investment promotion, and introduce reform measures of "regional assessment + standard land + promise system + government supporting services" to encourage investment projects in the services sector. We will support state-owned enterprises headquartered in Beijing and their subsidiaries and branches with business in line with Beijing's strategic position as the national capital to continue their operations of investment, wealth management, and financial settlement.

R. Introducing preferential fiscal and taxation policies. To obtain high-tech enterprise status, enterprises that are above designated size and engaged in R&D and manufacturing of products such as integrated circuits, artificial intelligence, biomedicine, and key materials in Beijing must meet the following criteria among others: They must have operated in China for more than one year and their total R&D expenses incurred in China must account for no less than 50% of their total R&D expenditures. For those enterprises which do meet such requirements, the approval and certification as high-tech status will be granted as soon as they submit communication to the competent authorities for file and record. Companies with the status of a high-tech enterprise may enjoy preferential income tax and other preferential policies in accordance with applicable regulations. We will strengthen regulation of these enterprises after granting them high-tech status and deal with cases of failure to meet the high-tech enterprise status requirements in accordance with applicable regulations. We will consider preferential personal income tax policies for foreign high-end professionals working in designated areas in Beijing. We will consider a separate China HS code directory for special parts and components of aircraft which are classified in compliance with the Harmonized Commodity Description and Coding System (HS).

S. Improving regulation and services. In areas where conditions allow, we will introduce a system of notification and commitment on matters relating to government services. We will promote the use of "blockchain and electronic certificates" at the "single window" of government services, explore a more inclusive and prudent approach to regulating new economic models, and strengthen interim and ex-post supervision of the development and application of new technologies and new products. We will consider reform of the examination and approval system for construction projects, including revoking the review and approval procedure for construction drawings all together or at least reducing the scope of review. We will consider establishing a notification and commitment mechanism, and introducing a lifetime responsibility system that would hold designers accountable for life. We will also consider introducing a system where architect designers will be in charge of civilian construction projects or simple and low-risk industrial construction projects. We will clearly define the primary responsibilities of real estate registration agencies, implement an online and offline "acceptance at one single service window and parallel handling of government service applications" in real estate registration, transaction and tax payment, eliminate any front-end processes that have no legal basis, and improve management measures such as sectoral management, user authentication, and behavior auditing.

T. Strengthening the protection and application of intellectual property rights (IPR). We will launch a pilot program of preferential tax on corporate revenue from technology transfer deals in designated areas of Z-Park. During the pilot period, the total tax exempted from technology transfer revenue is expected to increase from 5 million yuan to 20 million yuan, and the coverage of tax incentives for technology transfer will be expanded as appropriate and the eligibility for such benefits will be modified as appropriate. The details will be worked out by the Ministry of Finance and the State Administration of Taxation in consultation with relevant departments. We will also consider establishing an IPR evaluation mechanism that will be more fair and equitable and will improve the registration system for IPR pledge, the risk sharing mechanism for IPR pledge financing, and the pledged IPR disposal mechanism. We will further reform IPR adjudication in an innovative manner, improve the judicial protection system for IPR and implement the pilot program of IPR insurance.

U. Promoting coordinated development of industrial and supply chains. We will promote coordinated development of multi-modal transport in the special customs supervision area of the Beijing-Tianjin-Hebei region, and build a network of land, sea and air transport that serves the Beijing-Tianjin-Hebei region and radiates across the country. We will promote standardized factory buildings and set up an industrial metrology technology innovation center. We will build a pilot demonstration zone for "source cultivation-capital catalysis-pilot plant testing-quantitative promotion-technology transfer" in the Beijing Economic and Technological Development Area and establish an inter-regional platform for collaborative innovation.

V. Applying policies that prove successful the pilot free trade zones. The policies for opening up the services sector that are applied in the pilot free trade zones can also be applied on a pilot basis in Beijing to open up its services sector if they are in line with Beijing's development agenda. Such policies will be submitted for approval in accordance with established procedures before their implementation in Beijing. Beijing is encouraged to learn from the best practices and mature experience of the pilot free trade pilot zones.

4. Optimizing the Supply of Factors of Production in Opening up the Services Sector

W. Facilitating cross-border capital flows. In designated areas of Beijing, a pilot program will be launched to test out the practice of single multi-currency account. We will explore how a qualified foreign institutional investor may use its local foreign exchange account of a foreign RMB institutional investor for investment in securities in China. If a qualified foreign institutional investor can trade spot foreign exchange under applicable regulations, banks in designated administrative areas of Beijing will process the institutional investor's transactions of RMB and foreign exchange derivatives . We will start a pilot program to facilitate income and payment of capital accounts across the city, and will consider a pilot program for the integration of domestic and foreign currencies in cross-border capital pools. We will implement a two-way macro-prudential management of cross-border capital flows. We will support qualified foreign trade comprehensive service companies providing cross-border e-commerce with integrated foreign exchange services for trade in goods. We will explore on-site foreign exchange settlement models for cross-border transfer of physical assets to improve the efficiency of foreign exchange settlement. Exporters will be allowed to make cross-border settlements in RMB for receivable sales funds on overseas e-commerce platforms. We will facilitate foreign exchange settlement of remunerations for overseas employees of Chinese-funded institutions in Beijing.

X. Promoting a secure and orderly cross-border data flow through proper regulation and standards. We will explore data security management mechanisms such as data protection capability certification, and implement a pilot program for security management and assessment of cross-border data transfer. We will wort out a set of Beijing's own measures for public data management and improve the existing system for security and protection of classified and graded data; accelerate the establishment of an innovative regulatory system for data circulation and data security supervision in an open environment. We will explore the use of blockchain technology in digital trade governance.

Y. Facilitating the life and work of international talent in Beijing. We will take measures to facilitate the entry and exit of high-caliber overseas professionals into and from China. We will facilitate the conversion of legitimate RMB income deposited in current account to foreign exchange under the category of "provision for family and dependent members"  and its overseas outward remittance. For those who have to pay tuition for their children to attend international schools in China, we will take measures to facilitate their foreign exchange settlement and payment above the annual individual forex quota. We will improve the examination and approval procedures for work permits and residence permits so that foreign nationals' application for work permits and residence permits can all be processed in the same place and at the same time. We will consider a recommendation-based approach to recruitment of high-caliber international professionals. Foreign nationals with a foreign permanent residence ID card of China may start a business in China or buy shares of Chinese-funded companies. We will build a whole-process service system for international talent and communities tailored for them in Beijing.

Z. Improving land supply and technical support. We will permit a proper change of industrial land uses subject to compliance with national spatial planning and land use control. We will consider using an integrated land use model to clearly define compatible land uses and specify the proportion for each use if the defined uses do not conflict with each other. This will make it possible to each piece of land (except for residential land) and buildings constructed thereon to be used for multiple purposes. Land use and transfer fees will be calculated and determined according to land uses and construction areas. No land or buildings thereon will be allowed for a divided transfer. We will ensure adequate land supply for the development of industrial chains. We will start a pilot program to facilitate cross-border flow of factors that drive innovation, support offshore innovation projects and offshore innovation-oriented startups. We encourage scientists of foreign nationality to lead government-supported science and technology projects.

IV. Organizing the Implementation of the Plan

The People's Government of Beijing Municipality will organize the implementation of the Plan in a meticulous manner and see that the objectives, tasks and measures stipulated in the Plan are fully delivered. The People's Government of Beijing Municipality will continue to implement the measures set out in the Official Reply of the State Council Concerning the Overall Plan for Launching an Integrated Pilot Program for Opening up the Services Sector in Beijing (Guo Han〔2015〕No.81), the Official Reply of the State Council Concerning the Plan for Advancing Reform and the Integrated Pilot Program for Opening up the Services Sector in Beijing (Guo Han〔2017〕No.86), and the Official Reply of the State Council Concerning the Plan for All-round Advancing of the Integrated Pilot Program for Opening up the Services Sector in Beijing (Guo Han〔2019〕NO.16). In case of any discrepancy, this Plan shall prevail.

The relevant departments of the State Council should, in their areas of mandate, guide and support the implementation of this Plan through close coordination, and build synergies to this end. The Ministry of Commerce and the People's Government of Beijing Municipality will maintain close coordination in building the Integrated Demonstration Zone, jointly supervise the Plan implementation, and summarize experience. The Ministry of Commerce and the People's Government of Beijing Municipality will see that all the tasks are delivered and successful experience is applied in a timely manner. The People's Government of Beijing Municipality will improve its working mechanism, establish a streamlined and efficient management system with the rights and responsibilities of the Integrated Demonstration Zone clearly defined, strengthen personnel training, and set up a high-quality and professional management team. The People's Government of Beijing Municipality will always bear in mind China's national security, strengthen security assessment and risk control measures, and ensure a secure and orderly progress of the Plan implementation. In case of any need in the process of pilot programs to adjust on an ad hoc basis any part or parts of administrative rules and regulations, rules and provisions stipulated in the State Council documents or departmental rules or regulations approved by the State Council, the application for such adjustments will be handled according to established procedures. The People's Government of Beijing Municipality and the Ministry of Commerce will identify and look into, in a timely manner, any new developments and new problems that may arise from the development of the Integrated Demonstration Zone, adjust and update measures, and report major issues manner to the State Council for instruction without delay .
