The Plan is hereby formulated to deeply implement the Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements, the Circular of the State Council on Issuing the Several Provisions on the Implementation of the Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements as well as the Circular of the General Office of the People's Government of Beijing Municipality on Issuing the Action Plan of Beijing Municipality on Promoting the Transfer and Transformation of Scientific and Technological Achievements, speed up promoting the transformation of scientific and technological achievements into real productivity, focus on the construction of the structure of high-grade, precision and advanced industries of Huairou District, and provide strong support for the sustainable and sound economic development of Huairou District.
I. General Ideas
We shall study and uphold spirits of a series of important speeches of General Secretary Xi Jinping, and specific requirements proposed by Cai Qi, Secretary of the CPC Beijing Municipal Party Committee during his investigation and survey on the promotion of construction of National Center of Scientific and Technological Innovation, carefully implement spirits of the scientific and technological innovation conference of Beijing Municipality, firmly set up development philosophies of innovation, coordination, greenness, openness and sharing, tightly grasp the functional positioning of Huairou District for the urban development of the Capital, implement innovation-driven development strategies in an all-round way, endeavor to build a new pattern of transformation of scientific and technological achievements by taking the construction of Huairou Science City as reliance, the construction of CAS Huairou Scientific Education Industry Park, Nanotechnology Industry Park and the transformation platform of achievements as carriers, technological innovation demands of enterprises as orientation, and professional service institutions as support, speed up promoting the transformation of scientific and technological achievements into real productivity, and provide important supports for the construction of the National Center of Scientific and Technological Innovation.
II. Basic Principles
Persisting in market orientation. We shall give full play to the decisive role of market in allocating scientific and technological innovation resources, reinforce the dominant role of enterprises in transferring and transforming scientific and technological achievements, and boost industry-university-research collaborative innovation; perfect the market-oriented mechanism for technological innovation, vigorously develop technology market, and cultivate the market environment of application of new technologies and products (services).
Insisting on government guidance. We shall accelerate the transformation of government functions, intensify the government functions such as strategic planning, policy formulation, platform construction, talent cultivation and public services during the transfer and transformation of scientific and technological achievements, reinforce the construction of the transfer and transformation service system of scientific and technological achievements, and create a good environment favorable for the aforesaid transfer and transformation.
Sticking to mechanism innovation. We shall follow rules of scientific research, technological innovation and transformation of achievements, give play to the catalytic role of capital, talents and services in the transfer and transformation of scientific and technological achievements, explore new modes of the transfer and transformation, break the system and mechanism barriers constraining the transfer and transformation, and inspire the innovation vitality and potential of the whole society.
Adhering to collaborative promotion. We shall keep a foothold on scientific and technological innovation resources and characteristics of Huairou District, perfect a cross-field and inter-departmental collaboration mechanism, propel the organic integration of industry chains, innovation chains and capital chains, and form a joint force propelling the transfer and transformation of scientific and technological achievements in terms of resource allocation, implementation of tasks, and so on.
III. Development Objectives
In the period of the "Thirteenth Five-year Plan", enterprises, institutions of higher education and scientific research institutes in Huairou District shall greatly improve their capability of transfer and transformation of scientific and technological achievements; transformation carriers of scientific and technological achievements shall develop rapidly; professional talent teams of technology transfer shall develop and grow stronger; and the policy environment of transfer and transformation of scientific and technological achievements shall be optimized further.
By 2020, we will establish a high-quality and efficient transformation base of scientific and technological achievements and a batch of incubating institutions and achievement transformation platforms, propel the transformation and application of a batch of significant scientific and technological achievements, and cultivate a batch of new business forms integrating technology innovation, application service innovation and business mode innovation. New breakthroughs will be made in scientific and technological achievements, with the quantity of incubated enterprises of different kinds of incubating institutions exceeding 100, the number of possessed patents for invention per 10,000 persons reaching 30 or more, and the transaction amount under technology contracts reaching CNY1.6 billion or more.
IV. Main Tasks
(I) Boosting the collection and release of information on scientific and technological achievements
1. Relying on the information system of scientific and technological achievements of Beijing Municipality. An information platform of scientific and technological achievements shall be built. The gathering and transformation of scientific and technological achievement resources with practical values in Huairou District shall be guided, and owners and demanders of scientific and technological achievements shall be provided with connection services; a reserve library of transformation projects of the achievements shall be established on the aforesaid information platform, to regularly make investigations and statistical analyses, and collect the achievements in Huairou District. 2. Intensifying the development and utilization of data resources of scientific and technological achievements. By focusing on the transformation and upgrade of traditional industries as well as cultivation and development demands of emerging industries, different institutions shall be encouraged to actively develop value-added services about the information on scientific and technological achievements and provide the precise information on the achievements in line with user demands, by virtue of a new generation of information technologies such as cloud computing and bid data. We shall strengthen the information correlation in terms of scientific and technological achievements, scientific and technological reports, scientific and technological literatures, intellectual property rights, standards, etc., and make full use of scientific and technological achievement resources in respect of planning preparation, plan management, strategic research, and so on. (II) Developing industry-university-research communities and encouraging the transformation of scientific and technological achievements
3. We shall deeply implement institution-city cooperation agreements, and accelerate the improvement of infrastructures and relevant supporting facilities in parks such as the CAS Huairou Scientific Education Industry Park and Nanotechnology Industry Park. Enterprises, scientific research institutions and institutions of higher education shall be supported to jointly establish technological R&D platforms and strategic alliances of industrial technology innovation, so as to jointly develop the application and promotion of R&D achievements, and explore the investment and benefit distribution mechanism of industry-university-research-application cooperation under market economy conditions. 4. The dominant role of enterprises shall be given full play to in terms of technology innovation decisions, scientific and technological investment, scientific and technological R&D, and achievement transformation, and eligible enterprises shall take a lead in organizing and implementing scientific and technological plan projects with definite industrial objectives in Huairou District. By relying on the scientific and technological condition platform of the Capital, we shall perfect the information release mechanism of major scientific and technological R&D demands of enterprises. With enterprises as the main body, institutions of higher education, scientific research institutions, scientific and technological service institutions, small and medium-sized scientific and technological enterprises, and scientific and technological talents shall be attracted to jointly establish entities transforming scientific and technological achievements with the close industry-university-research-application combination. 5. Cultivating technology transfer service institutions. We shall actively support the development of technology transfer service institutions conducting such activities as technology trading, technology evaluation, technology investment and financing, and information consulting, and improve professional, market-oriented and international technology transfer service systems. Eligible institutions of higher education, scientific research institutions and other entities shall be encouraged to establish professional technology transfer service institutions, take industrial demands as orientation, and explore a new service mode integrating application R&D, technology transfer, entrepreneurship incubation and entrepreneurship investment. 6. Establishing a perfect scientific and technological finance service system. We shall make full use of transfer and transformation funds of the Municipal scientific and technological achievements, establish and perfect a guarantee mechanism, make up for the weakest link of financing, and guide and support the establishment of entrepreneurship investment funds, M&A funds, and achievement transformation and industrialization funds; and encourage the social capital to develop the angel investment at the Huairou Science City. We shall impel the innovation in financial products and services, explore a financing mode with the linkage between investments and loans, and establish an entrepreneurial financial service system including scientific and technological credit, scientific and technological insurance, integrated financing, and financial leasing. 7. Reinforcing the administrative law enforcement for intellectual property rights. The law enforcement collaboration among all administrative departments for intellectual property rights shall be intensified, so as to form a unified and collaborative administrative protection mechanism for intellectual property rights. We shall give play to advantages of simple and convenient administrative law enforcement, and severally crack down upon illegal behaviors such as the infringements upon intellectual property rights, and the manufacture and sales of counterfeit or substandard goods, so as to build a good innovation and entrepreneurship environment in Huairou District. We shall improve intellectual property right protection measures for new business forms and in new fields according to laws, and strengthen the intellectual property right protection of innovation achievements. 8. Intensifying the construction of intellectual property right service system. We shall accelerate the construction of an intellectual property right service system integrating platforms, institutions, funds, industries, and so on; give full play to the integration role of the Intellectual Property Information Center of Beijing Municipality, gather a batch of intellectual property right service institutions, and support the service institutions to improve service levels in intellectual property right analysis and appraisal, operation and implementation, evaluation and transaction, protection and right safeguarding, investment and financing, etc; cultivate a new service mode of “Internet + intellectual property rights”, and encourage the intellectual property right service institutions to develop intellectual property right agency, information, operation and other services by virtue of Internet platforms according to laws and regulations; guide the direction of creation of intellectual property rights in major industries such as high technologies, nanometer, film and television cultures, conferences and exhibitions, and tourism of Huairou District; form the independent innovation advantages, and build characteristic brands; optimize patent subsidy policies of Huairou District, further give play to the leverage effect of patent subsidies, and enhance the enthusiasm of enterprises about patent research and achievement transformation. 9. Cultivating intellectual property intensive industries. We shall make the investigation and statistics of intellectual property intensive industries, and establish identification standards; by focusing on eight special projects specified in the Made in China 2025 Beijing Platform for Action, prepare the special development plans of Huairou District for intellectual property intensive industries, establish an industry guidance directory, and guide the development and growth of intellectual property intensive industries; as per characteristics of different industries and enterprises, guide the establishment of alliances of intellectual property intensive industries, improve organization construction and operation mechanisms, and enhance the competitiveness and overall strength of intellectual property rights; and promote the construction of the Beijing Yanqi Economic Development Zone to a national gathering zone of intellectual property intensive industries. 10. Constructing the Huairou Science City. We shall conduct spatial function distribution as per "one core and four zones", and push forward the construction of great scientific devices such as high energy synchrotron radiation light source devices, experimental devices for material comprehensive extreme conditions, and earth system numerical simulation devices; endeavor to introduce the facilities related to great scientific devices, national laboratories, and other supporting scientific research platforms; develop the construction work of supporting cross-over study platforms of the Huairou Science City such as advanced light source technology R&D and testing, material genome research, development and testing guarantee for space science satellites and effective load; by relying on clusters of significant scientific and technological infrastructures and cross-over study platforms of frontier technologies, push forward the establishment of national laboratories of comprehensive frontier basic researches as per the construction direction of comprehensive cross-over integration of such laboratories; focus on significant national strategic demands, impel the effective integration of innovation resources such as institutions of higher education, scientific research institutions, and enterprises, actively strive for supports of national relevant departments, and establish 3-5 professional national laboratories in fields including space science, brain science, nanoscience, etc.; give full play to the cluster effect of great scientific devices, actively undertake a batch of national significant scientific research projects, introduce international great scientific programs and engineering, and comprehensively serve for the research and transformation of national basic frontier sciences and industry-leading technologies; accelerate the gathering of high-end talents, scientific and technological resources, and major projects, preliminarily set up a scientific and technological service system with perfect functions, keep making frontier science and advanced technology research achievements, preliminarily show the cluster effect of high-end characteristic industries, and provide important supports for the construction of National Center of Scientific and Technological Innovation. 11. Creating the scientific research transformation zone by focusing on the Nanotechnology Industry Park and the CAS Huairou Scientific Education Industry Park. The said zone is located in the south of the Huairou Science City, with a planned area of 12.3 square kilometers. We shall endeavor to push forward the key distribution in the Huairou Science City of scientific research instruments and facilities of the Chinese Academy of Sciences in fields such as mechanics, space, electronics, nanometer, and network information; support the enterprises, social research institutions, etc., and construct professional experimental devices and R&D platforms by relying on significant scientific and technological infrastructures; build the perfect service platforms for R&D of public technologies, incubation of scientific and technological achievements, and industrialization of scientific and technological achievements, and endeavor to cultivate nanotechnology into a relatively advantageous emerging industry brand by taking demands as orientation, promotion for expansion of new applications of nanotechnology as core, and transformation of nanotechnology scientific and technological achievements as guide; accelerate the implementation of nanometer industry projects, and continuously promote the production and operation such projects including nano-generators, super-aligned carbon nanotubes, nanometer purification materials, quantum communication, etc.; actively push forward the park construction project of Beijing Research Institute of Nanoenergy and Nanosystems of Chinese Academy of Sciences, build the nanometer public technological service platforms, construct the intellectual property right patent pools, and form the joint force for development; and endeavor to build the "Huairou Nanometer" label with international influence. 12. Establishing a domestic first-class entrepreneurship incubation system. We shall construct a batch of high-standard crowd-making spaces by relying on stock commercial office buildings; provide the integrated and all-round professional incubation services such as entrepreneurial centralized office, professional equipment, entrepreneurship guidance, entrepreneurship training, investment and financing, and basic business services; construct the incubator platforms for scientific and technological enterprises in the development zone, provide incubated enterprises, entrepreneurship groups or individuals with low-cost, all-element and all-round innovation and entrepreneurship services with innovation incubation spaces (including crowd-making spaces, incubation spaces, and accelerators) as operation carriers, innovation incubation public service systems (including public service institutions, exhibition halls, and meeting rooms) as commercial service supports, and supporting facilities of living and catering (including dining halls, coffee shops, maker apartments, libraries, fitness and recreation rooms, cultural corridors, etc.) as living guarantee, and strive to build incubation highlands for entrepreneurship enterprises with prominent advantages and benefits. With innovation parks as carriers, we shall integrate relevant resources of industrial subjects such as Beijing Nanotechnology Innovation Alliance, build high-end, international leading and domestic first-class nanotechnology public service platforms, form basic experimental conditions from upstream R&D to pilot scale production, and build first-class professional incubation carrier spaces of industry chain + technological platform at the international incubation level. 13. Impelling the transfer and transformation of scientific and technological achievements by virtue of platform resources. We shall deeply connect with the "scientific and technological condition platforms of the Capital", organize the transfer of technologies from municipal institutions of higher education and scientific research institutions to enterprises in Huairou District by gathering scientific and technological demands of such enterprises, help small and micro enterprises apply for Capital Scientific and Technological Innovation Voucher etc. for encouraging the enterprises to connect with scientific and technological resources on the platforms, and promote the transfer and transformation of scientific and technological achievements; and give full play to the role of SME information public service platforms to provide SMEs in Huairou District with policy counseling, investment and financing, entrepreneurship coaching and other "one-stop" services. 14. Gathering international first-class scientific and technological innovation talents and teams. We shall construct the comprehensive national science center of Beijing Municipality and introduce international talents by relying on the cluster of significant scientific and technological infrastructures in the Huairou Science City; give full play to advantages of the University of Chinese Academy of Sciences located in Huairou District, and attract top international scientists and first-class professional and technological talents to take part in basic research, interdisciplinary frontier researches and the construction of significant technological infrastructures; attract domestic and overseas innovation enterprises and scientific research institutions to establish R&D centers and laboratories in Huairou District, organize international first-class R&D teams, and conduct high-level technological R&D and innovation activities; and push forward the construction of the Huairou Service Center of the Academicians’ Home in the Capital, so as to give play to the role of academician think-tank. 15. Organizing scientific and technological personnel to transfer and transform scientific and technological achievements. We shall deeply implement actions of scientific and technological special commissioners and scientific and technological entrepreneurs, travels of academicians to enterprises, promotion of advanced and applicable technological projects, etc., and mobilize scientific and technological personnel and high-level experts of enterprises, institutions of higher education, scientific research institutions, etc. to deeply conduct activities of transfer and transformation of scientific and technological achievements such as technological consulting, technological services, scientific and technological problem tackling, and promotion of achievements at the grassroots such as enterprises, parks, and villages; encourage institutions of higher education, scientific research institutions, etc. to support scientific and technological special commissioners to transform scientific and technological achievements by ways of licensing, transfer, and investment with technologies and conduct rural scientific and technological entrepreneurship, and guarantee legitimate rights and interests of the commissioners; intensify the promotion of agricultural technologies, and enhance the transfer and transformation efficiency of agricultural scientific and technological achievements. 16. Perfecting the incentive mechanism for the transfer and transformation of scientific and technological achievements. We shall implement the policy on rewards for scientific and technological personnel by 70 percent or more of proceeds from the transformation of scientific and technological achievements.; and strengthen the guarantee of on-post and off-post innovation and entrepreneurship policies for scientific and technological personnel from institutions of higher education, scientific research institutions, etc., and encourage and guide such personnel to conduct activities of transformation of scientific and technological achievements in a part-time or off-post way. V. Implementation Guarantees
(I) Intensifying organization and leadership. We shall establish a collaborative promotion mechanism for the transfer and transformation of scientific and technological achievements, and collaboratively organize the transfer and transformation of such achievements of the entire Huairou District. All townships and departments shall define respective division of responsibilities, and as per decomposed tasks, intensify collaborative coordination, increase capital investment, policy support and condition guarantee, and promote the practical implementation of all tasks.
(II) Strengthening legal guarantee. We shall implement the Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements and relevant policy measures, and improve the policy environment favorable for the transfer and transformation of scientific and technological achievements; implement the Regulations of Beijing Municipality on the Protection and Promotion of Patents, intensify the protection of intellectual property rights, and severally crack down upon illegal behaviors about intellectual property rights; implement the Regulations of Beijing Municipality on Technology Market, reinforce the administrative law enforcement on technology market, establish a technology market credit system, and regulate the order of the said market.
(III) Increasing capital investment. We shall actively seek the national and municipal capital supports, and reinforce the fiscal supports of Huairou District for the transfer and transformation of scientific and technological achievements; give full play to the role of funds such as support funds for incubation platforms of scientific and technological enterprises, support funds for scientific and technological innovation of enterprises, and special support funds promoting the development of nanometer and other high-tech industries, and actively introduce the social capital to promote the abovementioned transfer and transformation.
(IV) Reinforcing publicity and guidance. We shall generally conduct the news publicity, policy interpretation and public opinion guidance for the transfer and transformation of scientific and technological achievements, promptly summarize and promote advanced experiences and innovation modes, carry forward innovation cultures, guide the whole society to be concerned about and support the transfer and transformation of scientific and technological achievements, and actively create a good social atmosphere favorable for such transfer and transformation.
