The Several Measures for Further Strengthening Support for MSMEs and Accelerating the Recovery and Development of Troubled Enterprises in Dongcheng District of Beijing Municipality (hereafter referred to as Several Measures) includes not only the further implementation of issued policies but also seven special supporting measures such as enabling micro-, small, and medium-sized enterprises (MSMEs) to flexibly apply different financial policy instruments and stabilizing and expanding employment, aiming to ensure that more market entities can directly benefit from preferential policies. Each measure in the Several Measures specifies the implementation processes, contact persons, contact phone numbers, and e-mail addresses to ensure that enterprises can benefit from preferential policies in a more convenient and timely manner.

Main Content: 

1. Further reduce the tax and fees to lower the operating costs of MSMEs through the reduction of rents and epidemic prevention and control expenses. Greater efforts shall be made to further strengthen the policy on refunding term-end excess input value-added tax credits as required by the government. Six local taxes and two fees shall be levied at a discount of 50 percent, and the additional deduction rate for R&D expenses of technology-based MSMEs be increased to 100 percent. Three months of rent shall be reduced or waived for micro and small enterprises and individual businesses in the service industry renting state-owned properties and registered or paying taxes in Beijing, and six months of rent for properties located in areas with high risks of pandemic. Business buildings and industrial parks shall be encouraged to reduce or waive rents for micro- and small-sized enterprises and individual businesses in the service industry. Corresponding financial support will be provided for qualified cultural enterprises eligible for the rental subsidy policy in Beijing Municipality. Nucleic acid tests will be offered free of charge for employees of MSMEs in such industries as catering, retail, cruise taxi, takeaway, express delivery, and imported non-cold chain related business.

2. Enable MSMEs to flexibly apply different financial policy instruments. Financing problems of MSMEs shall be addressed by providing interest subsidies for loans, guarantee compensation, and innovation subsidies for technology-based MSMEs. In terms of interest subsidies for loans and guarantee compensation, MSMEs with no bank lending experience shall be supported to receive their first loan. Special funds related to risk compensation for MSMEs will be set up to focus on the support of inclusive finance businesses with the financing of up to CNY 10 million. Businesses covered in the scope of support will be given a maximum discount of 50 basis points to the loan rate. An investment and loan linkage support mechanism shall be established for technology-based MSMEs to provide interest discount support for qualified businesses. The supporting role of the Beijing Science and Technology Innovation Fund shall be exerted for technology-based MSMEs, and subsidies provided to assist enterprises in purchasing scientific and technological innovation services via sci-tech innovation vouchers.

3. Strengthen support to industries hit hard by the pandemic. Relief and support measures shall be implemented for such industries as catering, retail, tourism, civil aviation, highway and railway transport, and performance art. Subsidies shall be increased for catering businesses in the district to encourage them to provide quality catering services to the elderly. Catering businesses shall be supported to open directly-operated chain restaurants and encourage Internet platforms to help and assist MSMEs. For the reconstruction of the external facade of businesses in traditional shopping malls or commercial districts, maximum financial support of CNY 5 million shall be provided for interior design and renovation, purchase of equipment, and other purposes. Relief and support measures shall be enhanced for the tourism industry and the temporary refunding ratio of service quality deposits for qualified travel agencies shall be increased to 100 percent. Subsidies and incentives shall also be provided to model bookstores, bookstores for transformation and upgrading, and bookstores that operate businesses in shopping malls, buildings, communities, and industrial parks.

4. Support enterprises to stabilize and expand employment. Efforts shall be made to release and spread supply and demand employment information of enterprises and match employment needs for the service and catering industries. Flexible employment policies shall be implemented to help enterprises keep their employees to the most extent. Eligible enterprises shall be given a refund of unemployment insurance expenses according to regulations. 

5. Establish a coordination mechanism for stabilizing industrial chains and supply chains and an implementation mechanism for assisting MSMEs in their recovery and development. In terms of the coordination mechanism for stabilizing industrial chains and supply chains, more visits shall be paid to enterprises to support them to resume work and production as soon as possible. In terms of the implementation mechanism for assisting MSMEs, efforts shall be made to coordinate and improve the database of MSMEs in Dongcheng District, conduct sampling surveys on their operation status, and regularly supervise and evaluate the implementation of policies, with the aim of improving MSMEs' sense of gain through practical supporting measures.
