Implementation Opinion on Further Strengthening Integrated Development of Culture and Science and Technology

(2020-2022)

To better implement the Regulatory Detailed Planning for the Functional Core Area of the Capital (Block Level) (2018-2035) and Several Opinions of the CPC Beijing Municipal Committee and the People's Government of Beijing Municipality on Accelerating Cultivation and Growth of New Business Patterns and New Models to Promote High-quality Economic Development of Beijing Municipality, further promote the "Culture-focused" concept, take advantage of scientific and technological resources of Beijing Municipality, target at the building of a national cultural center, push forward in-depth integration of culture and science and technology, and actively advance the development of Dongcheng District into a place of culture, vitality, delicacy, innovation and happiness, the Implementation Opinions are hereby formulated.

I. Guidelines 

Following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, visions outlined at the 19th CPC National Congress, and instructions of General-Secretary Xi Jinping in his important speeches on Beijing, we must keep to the positioning of Dongcheng District as the functional core area of the capital, and the core bearing zone of the national cultural center, focus on the cultural innovation development empowered by science and technology as the main line, and stay on top of the trend of digital, intelligent, green and integrated development. By consolidating and expanding traditional competitive cultural industry, we must magnify existing resources for development. By continuously cultivating and expanding new commercial activities and new patterns of cultural industry, we must strengthen incremental resources for development. By adhering to the integrated development of culture plus related industries, we must optimize the variable resources for development. We must keep on the supply-side structural reform in the cultural field with the support of science and technology to release new driving momentum for the cultural industry. We will boost the high-quality development of the cultural industry in Dongcheng District, provide strong impetus for the development of Dongcheng District into a place of culture, vitality, delicacy, innovation and happiness, and build the district into a new highland for integrated development of culture and science and technology, and a demonstration area for innovative development of excellent traditional culture.

II. Basic principles

INNOVATION-LED. We will boost application of new technologies in the cultural industry of Dongcheng District to empower creative transformation and innovative development of traditional culture, and form new business patterns for the digital cultural industry with higher technology content, better display effects, satisfying user experience and new business models.

SCENARIO-DRIVEN. We will open up historical and cultural blocks, public cultural service facilities and other cultural spaces and resources to promote scenario application of technologies in transformation and upgrading of the cultural industry, attract more social investment to participate in street renewal programs, create high-quality cultural and technological experience scenarios, build dynamic consumption spaces, and support the development of new cultural consumption.

PROBLEM-ORIENTED. Based on positioning and needs of cultural development of Dongcheng at the national, municipal and district levels, we will enhance technological support and promote transformation and implementation of scientific and technological achievements around production, dissemination, consumption and other cultural industry chains, in consideration of insufficient technological support for cultural development, blocked channels for cultural and technological docking and other problems in Dongcheng District.

COLLABORATION-LINKED. We will make further effort in collaboration between publicity, cultural, science and technology authorities and urban departments at all levels from various aspects, strengthen cooperation between Dongcheng District and "Three Cities and One Area" (Zhongguancun Science City, Huairou Science City, Future Science City and Beijing Economic and Technological Development Area), attempt to establish new mechanisms for cooperation of cultural entities with sci-tech enterprises and research institutions, and boost innovative and collaborative development of culture, technology, and other industries from a systematic perspective.

III. Objectives

In accordance with overall requirements of a "Culture-focused" concept, we will focus on the competitive culture sector in Dongcheng District, develop emerging business patterns of culture and science and technology, create unique application scenarios, and form a new pattern for the development of cultural industry, which is characterized by data opening, resource sharing, coordinated collaboration, and innovation-based competition. It aims to cultivate 2-3 industrial leading enterprises, more than 20 potential and competitive enterprises, and more than 100 high-tech enterprises in the field of integration of culture and science and technology, and achieve CNY 150 billion in total revenue of the cultural industry, by the end of 2022. We will see the quality and efficiency of cultural economy improving, and the cultural industry flourishing with consolidated position as a pillar and increasing influence. The culture and science and technology industrial system will be further improved and significant progress will be made in integrated development of culture and science and technology. The brand attraction as a core carrier area of the national cultural center will be highlighted and Dongcheng District will become a national demonstrative cradle for cultural innovation.

IV. Major tasks

i. Optimize supply and stimulate new cultural consumption with digital technologies

1. Develop cultural consumer products based on long-lasting historic and cultural resources. We will deeply explore the ancient capital culture, Chinese revolution-related culture, Beijing-style culture and innovation culture, and steadily promote digitalized, IT-based, and industrialized means in the process of collection and application of unique "Culture-based Dongcheng" IP resources based on culture value, era value, and market value of resources such as the central axis, royal buildings, Hutong and courtyard houses, former residences of celebrities, intangible cultural heritage, and time-honored brands. We will further advance the creative transformation and innovative development of "The Heart of Beijing", "Theatric Town in Dongcheng District" and other cultural IP resources, and form readable, visible, sensible digital cultural products and brands with Dongcheng characteristics. We will take active steps in boosting the development of the digital central axis, present important historical scenarios and cultural relics in a multi-dimensional manner, drive online dissemination of historical culture by means of VR roaming, instant music video, travel live streaming and others. We will give full play to the advantages of intangible cultural heritages in Dongcheng District to build a "District of Intangible Cultural Heritage".

2. Improve the provision of digital, networked and intelligent public cultural service. We will take the advantages of being listed as a "national demonstration district for public cultural service system" and launch the new version of "Dongcheng Culture Cloud" to improve the intelligent public culture facilities. We will improve quality and efficiency of public culture service through digital measures and create new scenarios of future public cultural service. Work will be done to build an intelligent library based on Dongcheng District Culture Center and optimize the supply of digital reading service comprehensively to develop a "District of Culture". We will make the best of the driving effect of the Palace Museum, National Museum of China and other national-level museum brands, and advance construction of digital museums to build a "District of Museums".

3. Further innovate the consumption and service pattern of digital cultural products. We will develop a multi-integrated "Smart Cloud Platform of Culture Business and Travel Industries" to make cultural consumption more convenient, richer and more satisfied, and innovate consumption models of digital culture products. We will accelerate intelligent and digital consumption and service of culture blocks, cultural industry parks, physical bookstores, performance theaters and other cultural scenarios in Dongcheng District, and advance "online + offline", "live streaming + e-commerce" and other new consumption modes.

ii. Cultivate new cultural business patterns with "Internet +" to stay innovation-driven

4. Vigorously develop the business pattern of "Internet + Culture". We will innovate dissemination mode of culture contents by using Internet technologies, actively cultivate microfilm, short video, online live streaming and other business patterns, build an all-media dissemination system, and develop the "fan economy" and "online influencer culture". We will infiltrate content production, marketing, and services of the cultural industry by using cloud computing and big data technologies, and actively boost the development of the digital economy, creativity economy, sharing economy and other new business patterns suited to cultural field in Dongcheng District.

5. Make every effort in developing an immersive experience business pattern. We will innovate artistic creation and expression forms, and develop "cloud exhibition", "cloud tourism" and other modes. Content experience spaces suitable for various entertainment scenarios will be created, such as virtual cinema, virtual concert, etc., and support will be secured to encourage development of immersive drama, interactive games, live shows and other new entertainment products, so as to provide multi-sensory experience modes and better user experience.

iii. Inject new impetus for traditional advantageous industries by utilizing scientific and technological means.

6. Empower the publishing industry for further development. We will accelerate digital transformation of content resources, promote transformation of audio-visual digital publications, boost development of customized publishing and on-demand publishing, and provide intelligent, multi-interactive, immersive publication products. We will encourage the construction of an online and offline interactive and integrated marketing platform, thus to achieve precision distribution of big data contents and ensure online copyright protections for content creation and culture products by using Blockchain technology, e.g. original registration, copyright monitoring, electronic data collection and notarization, and other applicable means.

7. Promote development of the film and television industry. We will encourage film and television producers to achieve online precision marketing and customer acquisition, transformation and efficiency improvement of offline cinemas by using 5G+8K, big data, AI and other technologies, and accelerate virtual reality holographic film, laser projection and other applications to improve and upgrade the viewing experience.

8. Promote innovative development of art performance industry. We will boost the construction of "Theatric Town in Dongcheng District" digital art performance zone, and promote precision dissemination and quality improvement of digital art performance by using digital performance and simulation technologies. Support R&D innovation and equipment upgrade of intelligent art performance, digital arts, etc., promote audio-visual effect, and improve the performance-viewing experience. We will also promote the construction of an intelligent ticketing system, create an industrial closed loop to include the booking system, ticketing system, commodity selling system, Internet platform, and social interaction, so as to contribute to the development of a "District of Drama".

iv. Boost new development of culture-related industries through integrated expansion.

9. Promote the development of "culture and tourism". We will enhance the intelligent management, service and marketing in the tourism industry by collecting and processing digital culture contents, utilizing intelligent navigation and other technologies. We will apply content visualization, interactive dissemination, immersive experience and other new technologies to establish a creative industry chain for transformation of surrounding culture and tourism derivatives and form new business models and profiting points of tourism industry.

10. Promote the development of "intelligence education". We must seize the opportunity of building a "National Demonstration District for Intelligence Education", integrate and apply virtual reality, multimedia and other presentation means, and innovate a digital curriculum system and network dissemination channels of traditional culture and arts. To support new business patterns and consumption patterns of cultural education by using mobile Internet and digital technologies, we will develop knowledge-based live streaming and an interactive, immersive, new holographic knowledge service based on Extended Reality (XR), so as to contribute to the development of a "Demonstration District for Intelligence Education".

V. Major measures

1. Make further effort in developing cultural and technological integration enterprises. We will accelerate the building of a national-level demonstration base for cultural and technological integration, promote precision matchmaking of the technology enterprise innovation chain and the cultural industry chain, and create an open-type innovation ecosystem driven by cultural and technological integration. We will intensify efforts in cultivation of and follow-up service for cultural and technological integration enterprises, encourage enterprises to increase investment in technological innovation, and help enterprises grow bigger and stronger based on technological innovation. We will attract and cultivate headquarters-based enterprises, cultural unicorns and leading enterprises in the field of culture technology, and drive upstream/downstream and surrounding ecosystem enterprises of industry chain into Dongcheng District.

2. Remove barriers in the integration and matchmaking channels of culture, science and technology, and finance. We will give full play to the advantages of being recognized as a "National Demonstration District for Public Culture Service System" and a "National Demonstration District for Culture and Finance Cooperation", boost application of Blockchain and other new technologies in the copyright confirmation and protection services, and enhance the capability of transformation of cultural asset value. We will accelerate integration and linkage of financing service platforms of urban culture enterprises, boost the application of "Beijing Cultural and Creative Board", "Beijing Municipality Bank-Enterprise Matchmaking System", "Beijing Cultural and Creative Financial Service Platform", "Beijing SMEs Financial Service Platform", "Beijing Finance Big Data Platform", etc. in Dongcheng District, and create favorable conditions for finance technology to serve cultural finance.

3. Promote spatial efficiency of cultural and technological integration. We will give full play to the role of Zhongguancun Science Park Dongcheng Park as a national-level demonstration base for cultural and technological integration to aggregate innovation resources, promote and build Zhongguancun Yonghe Hangxing Science Park, TianDing 218 Cultural & Financial Park, etc. into the leading parks with sufficient cultural and scientific and technological strengths. We will demonstrate leading roles for Jiacheng Hutong Creative Workshop, Debi Temple of Heaven WE International Culture Creativity Center, 77 Cultural and Creative Park and other municipal-level cultural industry parks to develop and create industrial clusters with cultural and scientific and technological advantages.

4. Promote commercialization of technological application scenarios in the culture field. We will focus on transformation and upgrading of traditional advantageous cultural industries, cultivation of new business patterns of cultural industry, integrated expansion of culture and culture-related industries, and increase service contents of museums, cultural centers and other key public culture venues to drive new cultural consumption. We will intensify the mechanism of "government supporting enterprises to address issues identified by themselves", explore and integrate cultural application scenarios for governments and enterprises, support enterprises in the fields of AI, Blockchain, big data, 5G and other technologies to participate in the construction of application scenarios, give full play to an investment promotion role of application scenarios, and attract technological enterprises in related fields to Dongcheng District.

5. Introduce and cultivate cultural and technological interdisciplinary talents. We will give priority of cultural welfare and preferential policies to moderately favor excellent cultural and technological interdisciplinary talents, strengthen the support of talent fund for excellent talents in entrepreneurship, seek and gather cultural and technological leaders of domestic or international influence. We will encourage universities, research institutes, and related enterprises to intensify practices and training, introduce and cultivate cultural and technological leaders, and create a good talent innovation and entrepreneurship environment. Also we will attract world-class cultural enterprises and overseas high-level talents to participate in projects and events, and guide excellent technological talents to participate in development of "Culture-based Dongcheng".

6. Assist cultural enterprises in "going global". We will strengthen integration and cooperation with scientific and technological resources outside Dongcheng District, support cultural enterprises in Dongcheng District by using the advantages of Beijing, especially "Three Cities and One Area", in scientific research equipment, the professional platform, technological achievements, investment and financing, etc. to carry out technological innovation in the culture field, continuously improve the integrated development level of culture and technology in Dongcheng District, and enhance core technological competitiveness of the cultural industry. We will encourage leading cultural enterprises to build export-oriented copyright resource library and public service platform to provide services for the enterprises with copyright export channels and capability and the enterprises with high-quality content. We will encourage cultural and technological enterprises in Dongcheng District to go global in groups, and export high-quality cultural contents and products by using global accumulated users and market channels of domestically-leading technological enterprises.

VI. Organization and implementation

1. Make further effort in organization of work. We will build an urban two-level consultation system, coordinate Dongcheng District's technological support for cultural development led by Dongcheng District and Beijing Municipal Science and Technology Commission, communicate work progress in a timely manner, and resolve related matters through negotiations. We will build a leading working group, with heads of Dongcheng District People's Government and Beijing Municipal Science and Technology Commission acting as the group leaders, with the office set up in Dongcheng District Bureau of Industry and Information Technology. Moreover, the implementation will be joined by relevant divisions and offices of Beijing Municipal Science and Technology Commission, Organization Department of the CPC Dongcheng District Committee, Publicity Department of the CPC Dongcheng District Committee, Dongcheng District Commission of Development and Reform, Dongcheng District Bureau of Finance, Dongcheng District Bureau of Culture and Tourism, Dongcheng District Finance Office, Dongcheng District Human Resources and Social Security Bureau, Dongcheng District Education Commission, Dongcheng District Foreign Affairs Office, Administrative Committee of Zhongguancun Science Park Dongcheng Park, Dongcheng District Cultural Promotion Center and other departments, with further detailed measures made to push forward the implementation of works and projects.

2. Strengthen integration and innovation of policies. We will further communicate with related municipal departments of publicity, development and reform, economy and information technology, finance, human resources and social security, culture and tourism and others to strive for more municipal policy support. We will give key support to cultural and technological integration in cultural innovation, technological innovation and technological industrialization and other special financial funds, make good use of existing municipal cultural and technological innovation policies, such as high-tech conditions platform, innovation coupon, and "investment and loan awards" of the municipality. We will encourage qualified cultural enterprises to be identified as high-tech enterprises and technologically advanced enterprises, etc., and enjoy tax preferences and other relevant policies. We will increase the support of policies, such as "leading sci-tech talents of Beijing", "talent aggregation program", "Wen Jing program", for cultural and technological talents, and give moderate priority to talent introduction, point-based household registration, work residence permit, etc. Efforts will be made to create and improve diversified and multi-level investment and financing service system of cultural and technological enterprises, based on the advantages of the national demonstration district for cultural and financial cooperation.

3. Take further steps to protect intellectual property. We will give full play to the advantages of Dongcheng District as a national intellectual property pilot city, carry out evaluation, transfer, financing and other services of intellectual property, and probe pledge financing of intellectual property in the culture field. We will implement special enforcement actions for intellectual property in the culture field in a planned and focused manner to punish illegal acts in accordance with the law. We will improve intellectual property network supervision, explore the implementation of the "negative list" and "white list" system, and combat online infringement and piracy.

4.  Make more effort in publicity and promotion. We will properly take measures in interpretation, publicity, and release of the policies on the scientific and technological application in cultural industry, promptly sum up advanced experiences and practices of Dongcheng District, make the best of various media, publicize the latest achievements of Dongcheng District in the integrated development of culture and science and technology widely, focus on recommendations of relevant policies, representative enterprises, industrial parks, and consumption scenarios, and create favorable publicity atmosphere for the application of science and technology in culture. We will expand public participation channels and encourage various technological enterprises, research institutions, and scientific research organizations to jointly participate in boosting the cultural development of Dongcheng District.
