Several Opinions of Dongcheng District on Promoting the Development of Information Service Industry

This Opinions is formulated in view of the actual situations of Dongcheng District to implement the series of policies of Beijing municipality on accelerating technological innovation and establishing the high-end economic structure, and boost the development of information service industry in the district.

Article 1 This Opinions applies to legal entities above the designated scale engaged in information transmission service, information technology service and information content service, with their industrial and commercial registration, taxation and statistics all based in Dongcheng District. It especially supports enterprises engaged in 5th-generation mobile communication, big data, AI, IoT and digital publishing.

Article 2 Newly certified national key lab, engineering lab, engineering (technology) research center, among others, shall be granted a lump-sum subsidy of RMB 500,000.

Article 3 Information service provider whose annual operating revenue exceeds RMB 2 billion, RMB 1 billion and RMB 0.5 billion for the first time shall be rewarded with RMB 3 million, RMB 1.5 million and RMB 0.5 million respectively.

Article 4 An enterprise whose annual operating revenue exceeds RMB 1 billion and has increased by 15% or more for two years in a row shall be rewarded with RMB 1.5 million. An enterprise whose annual operating revenue falls in the range of RMB 100 million (inclusive)-RMB 1 billion (inclusive) and has increased by 20% or more for two years in a row shall be rewarded with RMB 1 million. An enterprise whose annual operating revenue falls in the range of RMB 10 million (inclusive)-RMB 100 million and has increased by 30% or more for two years in a row shall be rewarded with RMB 0.5 million.

Article 5 An entity listed as top 100 Internet companies in China or top 100 in China in terms of income from software business for the first time shall be granted a lump-sum reward of RMB 2 million. One enterprise shall be granted the reward only once.

Article 6 An information service provider newly established in or moving to Dongcheng District whose annual operating revenue exceeds RMB 1 billion shall be granted a lump-sum reward of RMB 5 million. An information service provider newly established in or moving to Dongcheng District whose annual operating revenue falls in the range of RMB 100 million (inclusive)-RMB 1 billion (inclusive) shall be granted a lump-sum reward of RMB 0.5 million-RMB 2 million. An information service provider newly established in or moving to Dongcheng District whose annual operating revenue falls in the range of RMB 10 million (inclusive)-RMB 100 million shall be granted a lump-sum reward of RMB 200,000.

Article 7 Should an information service provider newly established in or moving to Dongcheng District lease an office building, it shall be subsidized for the rent for 3 consecutive years. 30% of the annual rent shall be subsidized in the first year, 20% in the second year and 10% in the third year; the area of office building entitled to subsidy shall not exceed 3,000 square meters and the annual subsidy shall not exceed RMB 3 million. The information service provider shall not lease out or sub-let the office building or change its purposes during the term of subsidy, and it shall refund the received subsidy if it violates said provisions.

Article 8 For business buildings or industrial parks with the construction area of more than 10,000 square meters and over 70% of the rentable area (excluding auxiliary facilities and property management services) which is rented by information service providers, the operating and managing organization shall be rewarded with RMB 1 million.

Article 9 Dongcheng District will improve the business environment and introduce high-caliber talents. Senior managers and key personnel in the information service industry that have made prominent contributions shall be entitled to the district’s talent policies with priority. A “custom, personalized and professional” service mode will be developed to provide them with “one-on-one” services.

Article 10 The Dongcheng District Industry & Investment Promotion Bureau (Finance Office) is responsible for implementing and interpreting the Several Opinions of Dongcheng District on Promoting the Development of Information Service Industry. This document shall come into force on January 1, 2019.
