3. Seven originals of the list of imported equipment in the project (stamped with the legal seals of the district development and reform commission (or the Administrative Committee of the Beijing Economic–Technological Development Area) and the project owner)
4. One copy of the original business license for the enterprise's legal person (of the legal foreign-funded enterprise of the project owner)
5. One copy of the bidding documents (including entrusted bidding contracts and bid winning notices) when equipment bidding and purchasing is required according to national regulations
6. Projects with loans from international financial organizations and foreign governments
A. One copy of the foreign government loan lending agreement (the project owner signs with the domestic bank)
B. One copy of the business contract (of the project with foreign government loans)
C. One copy of the reply to the fund application report

Application acceptance: 0 working day for filing/receipt, and 5 working days for acceptance
Review and decision-making: 4 working days for review and 1 working day for decision-making
Issuance and Delivery: six days for certificate production, two days for issuance
