I. Application materials:

1.  The original application form for the import of mechanical and electrical products is needed. (Imported used mechanical and electrical products shall be marked as used equipment in the "Description of Goods" section. The year of production shall be indicated in the specification and model; for internationally tendered products, the international bidding number shall be indicated in the "Import Application Instructions" section. If the bid price is different with the price of mechanical and electrical products in the application form, the composition of the bid price shall be indicated in the "Import Application Instructions" section; according to the management system, even if an enterprise is eligible for import exemption from bidding, it shall still provide certain information in the "Import Application Instructions" section. The information includes the enterprise profile, shareholder composition, instructions for the use of imported products in the enterprise, and the source of funds for import. The enterprise shall make a commitment to the authenticity of all the information provided; imported radio transmission equipment shall be indicated with the approval number in the "Import Application Instructions" section; if a foreign-invested enterprise purchases products with funds other than its total investment, the purchase shall be indicated in the "Import Application Instructions" section; if the import amount of products exceeds CNY 2 million, the "Consignee" shall be the product user; the document shall be stamped with an official seal of the consignee).

2.  The original contract information form of the application form is needed.(It shall be filled in online; the total quantity and amount of products listed in the contract information form shall match those in the procurement contract uploaded by the enterprise).

3.  A photocopy of the mechanical and electrical product import contract is needed.(It shall be uploaded as an attachment; if products are bestowed as gifts, a letter indicating that they are presenting as gifts shall be uploaded; the document shall be stamped with an official seal of the consignee).

II. If any of the following situations apply, the required materials shall be uploaded as attachments:

(I) For the import of mechanical and electrical products through an international bidding: the original Letter of Acceptance (products with a value exceeding CNY 2 million, such as medical products, computer numerical control machine tools, and industrial engines; the document shall be stamped with an official seal of the consignee) is needed.

(II) For the import of radio transmission equipment: a photocopy of the original approval certificate of radio transmission equipment (products such as base stations transmitting and receiving radio frequency signals, or radio waves; the approval number shall be indicated in the "Import Application Instructions" section on the mechanical and electrical product import application form; the document shall be stamped with an official seal of the consignee) is needed.

(III) For the import of medical equipment: a photocopy of the registration certificate of the imported medical equipment is needed.

(IV) For the import of used mechanical and electrical products: the original  application report on importing used mechanical and electrical products is needed. (The document shall contain information such as the business scope of product users, the functions of imported products, the purposes and necessity of product import, the product current situations, and the service life explanation), the original inspection certificate of imported used mechanical and electrical products before shipment is needed.

(V) For the import of vehicles for sale: a Letter of Authorization from the brand is needed. (The document shall be stamped with an official seal of the consignee) or a distributor agreement (The document shall be stamped with an official seal of the consignee).

(VI) To apply for the import of UAVs: the original application report on the filing of the members of the decision-making authority is needed. (It shall contain the consignee's basic information, the purposes of importing UAVs, and the basic information and contact information of person in charge of the consignee; the specification, model, and quantity of imported UVAs shall match those in the foreign trade contract; if imported UAVs are for sale, the person in charge and the corresponding contact information of the consignee shall be specified and embedded in a domestic trade contract; if imported UVAs are sold to individuals, the contact information and address of buyers shall be offered; the document shall be stamped with an official seal of the consignee.)

(VII) To apply for the import of private vehicles: the original explanation for import is needed. (It shall contain the enterprise profile, registered capital, import contract number, contact person's name, position, and landline phone number of importer, estimated arrival time, and import reasons. The explanation for import shall be stamped with an official seal of the importer and signed by the importer's legal representative or an authorized person (The original letter of authorization shall be submitted); an enterprise can only import a maximum of two private vehicles per year).

III. Amendment of automatic import license

The original application form for the amendment of the automatic import license issued by the People's Republic of China is needed. (It shall specify the reasons for the amendment and an official seal of the consignee shall be affixed).

To register as an importer online, enterprises must follow these steps:1. Enterprises visit the unified business platform of the Ministry of Commerce (Official website: https://ecomp.mofcom.gov.cn/loginCorp.html), create an account for login; and fill in the required information for mechanical and electrical enterprise registration review under "Add Application", "Foreign Trade", "Unified Management Platform for Import and Export Licenses of the Ministry of Commerce", "Import Documentation of Mechanical and Electrical Products", and "Application with Written Materials" in "My Business"; 2. After the registration, enterprises shall print the registration form, stamp it with an official seal, and scan it. The registration form shall be sent to an email address (wy@sw.beijing.gov.cn) for online review; 3. Once the online review has been passed, enterprises can apply for an electronic key of the import and export license (http://banshi.beijing.gov.cn/pubtask/task/1/110000000000/683cf01d-ee76-4bc5-bd4a-47919539b88f.html? locationCode=110000000000&serverType=1003); 4. After applying for and collecting the electronic key, enterprises can log in to the "Import Documentation of Mechanical and Electrical Products" with their electronic keys and click "Paperless Application" to upload the data and information required for the imported mechanical and electrical product declaration (https://ecomp.mofcom.gov.cn/loginCorp.html); 5. After the declaration has passed the review, the result will be transmitted to the customs automatically. Enterprises can download and print the license from the declaration system, eliminating the need to collect a written certificate.
