I. Applicants shall prepare one photocopy of each of the aforementioned materials and fill in all the required information in the application materials completely and clearly. If there is a requirement for a signature, an applicant must sign the document. If a document requires an official seal, the enterprise's official seal must be stamped on it. Additionally, a cross-page official seal is required to be stamped on the right side. Materials shall be printed or copied on A4 paper, and bound in sequence.
II. To be certified as a high-tech enterprise, an enterprise must fulfill the following requirements simultaneously: (I) The enterprise shall be registered for at least one year when applying for the certification; (II) The enterprise through independent Research and Development, transfer, donation, merger and acquisition owns the ownership of intellectual property rights that play a key role in offering technical support to its main products (services); (III) The enterprise's technologies that play a key role in supporting the enterprise's main products (services) shall be included in the range prescribed in the High and New Tech Fields under the Key Support of the State; (IV) The proportion of scientific and technological personnel in Research and Development and related technological innovation in the enterprise's total employees in the current year shall be no less than ten percent; (V) The proportion of the enterprise's total Research and Development expenses in the same period's total sales revenue in the past three accounting years (if the period of actual operation is shorter than three years, the relevant proportion shall be calculated in accordance with the actual operation time; similarly hereinafter) shall fulfill the following requirements: 1. The proportion of enterprises with sales revenue no more than CNY 50 million (inclusive) in the latest year shall be no less than five percent; 2. The proportion of enterprises with sales revenue ranging from CNY 50 million to CNY 200 million (inclusive) in the latest year shall be no less than 4 percent; 3. The proportion of enterprises with sales revenue exceeding CNY 200 million in the latest year shall be no less than three percent. To be specific, the enterprise's total Research and Development expenses in China shall account for at least 60 percent of its total Research and Development expenses; (VI) The proportion of the enterprise's revenue obtained from the high-tech products (services) in the same period's total revenue in the latest year shall account for at least 60 percent; (VII) The enterprise innovation capacity shall fulfill certain requirements in an assessment; (VIII) The enterprise has had no major safety or quality accidents or serious environmental violations within a year before applying for certification.
