Requirements for certification as the two kinds of foreign-funded research and development centers are detailed below:.
(I) Applicants for certification as research and development innovation center shall:
1. have specific research and development fields, plans, and projects; regular research premise, necessary equipment, devices, and research conditions; and ongoing research and development activities; and
2. be authorized by its parent company to carry out global or regional research and development projects covering Beijing, China, or Asia (certification can be mutual for research and development innovation centers and foreign-funded research and development headquarters certified by Beijing Municipal Commerce Bureau according to relevant regulations;
(II) Applicants for certification as open innovation platform shall:
1. have specific development plans and expected outcomes;
2. have a research and development premise with a floor space of no less than 1,000 square meters;
3. host not less than 10 research and development innovation projects;
4. have necessary facilities, equipment and international experts for collaborative innovation; plus resources such as international technologies and talent.
All application materials shall be signed and stamped with an official seal.
