Foreign-funded research and development headquarters refers to a foreign-invested enterprise or institution that engages solely or mainly in research and development as authorized by its overseas parent company with a total paid-in registered capital in Beijing of no less than USD 2 million. To apply for certification as a foreign-funded research and development headquarters, the applicant must meet all of the following requirements:
1. The applicant shall be a foreign-funded enterprise or an internal division of a foreign-funded enterprise with independent legal person status;
2. The total paid-in registered capital in Beijing shall be no less than USD 2 million;
3. The applicant shall have a regular research and development premise and full-time research and development personnel;
4. It shall be authorized by the parent company to perform the functions of research and development headquarters such as scientific research and product development;
The applicant shall carry out research and development projects in the scientific and technological fields such as scientific research and product development.
Research and development centers certified by Beijing Municipal Science and Technology Commission or the Administrative Committee of Zhongguancun Science Park that meet the certification requirements specified in the Opinion on Implementing Notification and Commitment System for Recognition of Foreign-funded Research and Development Headquarters (For Trial Implementation) can be directly certified as foreign-funded research and development headquarters. For renowned foreign-funded enterprises or those that have made outstanding contributions, the requirements may be relaxed to a certain degree.
