1.  The original and four photocopies of the application form for merger, division, or change of sino-foreign cooperative educational institutions are needed. 

2.  The original financial liquidation report is needed.

3.  The original and four photocopies of the resolution of the institution's council, board of directors, or joint management committee are needed.

4.  For those applying to end their school's operations, they must submit the original plan, along with four photocopies, for the appropriate placement of currently enrolled students.

3.  Processing Procedure

(1) Application acceptance: one working day for application and four working days for acceptance.

(2) Review and decision-making: 30 working days for decision-making.

(3) Issuance and delivery: five working days for certificate preparation and three working days for issuance.
