A number of opening-up measures have been implemented in Beijing to cover a full range of matters in the fields of scientific research and technical services. These measures will make it easier and simpler to invest and do business in Beijing.
However, there are some investment requirements and restrictions that you should be aware of in advance.
I. For foreign-funded engineering design (excluding engineering surveying) enterprises providing services for Beijing in the area, engineering design performance requirements for investors in the first application for qualification will be abolished.
II. Requirement will be removed regarding the proportion of foreign technicians in foreign-invested construction and engineering design enterprises.
III. Restriction will be lifted regarding that foreign-invested enterprises applying for certification qualification were previously required to have been accredited by accreditation bodies in their country or region of origin and engaged in certification business for at least three years.
IV. Pilot project will be implemented for the establishment of permanent representative offices of foreign patent agencies.
I. Investment in the development and application of human stem cells and genetic diagnosis and therapy shall be prohibited.
II. Investment in research institutions of humanistic and social sciences shall be prohibited.
III. Investment in geodetic surveying, hydrographic surveying and mapping, aerial photography for surveying and mapping, ground movement measurement, and administrative region boundary surveying and mapping; the preparation of relief maps, political maps of the world, national political maps, political maps at or below the provincial level, classroom national maps, classroom regional maps, true-3D image maps, and navigation electronic maps; and regional geological mapping, minerals and geology, geophysics, geochemistry, hydrogeology, environmental geology, geological disaster, remote sensing geology, and other surveying shall be prohibited (the mining right owner's work within the scope of its mining right is not restricted by this special administrative measure).
