According to a recent press conference on Beijing's "Two Zones" development, all of the districts in the capital have now weighed in on which industrial parks they consider key in "Two Zones" development, with key industrial parks (precincts) to be improved in 2023 in accordance with their importance and categories.

For all the key parks, the first step will be to strengthen their opening-up capacity. They will be encouraged to implement pilot policies, establish platforms for a variety of functions, and carry out landmark projects. Secondly, great efforts will be made to promote differentiated development and policy support, encourage key parks to focus on industries in which they have unique advantages, and increase targeted innovative policies so as to support the opening-up and growth of leading industries. Meanwhile, the parks' service capabilities will be enhanced along with their support facilities and service systems.

For precincts of the China (Beijing) Pilot Free Trade Zone, concrete actions will be taken to highlight and further improve the variety of characteristics of the zone, including innovation, digital and intelligent technologies, green economy, and convenient services. The zone will thus be built into a pilot zone for scientific and technological system reform, a digital economy pilot zone, a national demonstration zone for green economy development, and a zone with convenient and simple government services, ultimately giving shape to a more recognizable brand for the China (Beijing) Pilot Free Trade Zone.

For comprehensive bonded zones, integrated planning will be accelerated and the opening-up functions will be improved in accordance with their specific characteristics. In view of the industrial features in Beijing, service trade will be promoted and expanded in the Tianzhu Comprehensive Bonded Zone as an advantaged industry. In the Beijing Daxing International Airport Comprehensive Bonded Zone, institutional innovation and the introduction of projects will be accelerated, an innovative, highly efficient and convenient customs clearance model will be established, and a management model of joint development and regulation with shared achievements will be created. In addition, Beijing will continue to conduct research concerning the establishment of comprehensive bonded zones featuring R&D innovation to develop toward an international center for innovation.
