On November 13, 2020, Beijing Expert Advisory Committee on Optimizing the Business Environment was officially established. The first batch of 47 experts were selected and recruited for a period of 2 years. They were divided into four groups: the market environment group, the government service group, the supervision and law enforcement group, and the legal guarantee group.

According to Dai Ying, inspector (deputy director-general level) and spokesperson of the Beijing Municipal Commission of Development and Reform, in terms of the recruitment criteria, the committee mainly refers to the experience of domestic cities such as Hong Kong Special Administrative Region and Shanghai or foreign countries such as Russia, and adheres to the principles of pursuing excellence, efficient organization and dynamic adjustment; in terms of the selection criteria, the committee mainly recruits the experts who have certain reputation and influence in the field of business environment reform, and have a strong sense of professionalism and social responsibility, or the entrepreneurs who have been engaged in business management for a long time and are familiar with the full life cycle development of companies. The selection and recruitment scope covers industry associations, intermediary service agencies, and research institutions in different fields.

Dai Ying also introduced the main measures in the next step that Beijing will take to facilitate the business environment optimization.

In accordance with the requirements of the State Council for corporate relief and vitality stimulation of market entities, Beijing has organized relevant departments to sort out the key tasks of a new round of reform in such areas as investment and construction, financing and taxation, foreign capital and trade, and legal guarantee. Meanwhile, Beijing is identifying the key tasks of the new round of business environment reform through study. "I hope that all experts can provide their opinions and suggestions on areas such as removing hidden barriers, relaxing market access for the digital economy, and promoting inclusive and prudential supervision," said Dai Ying. Dai Ying pointed out that through the reform in recent years, Beijing has increasingly realized that the building of a digital government is important means for the improvement of administrative efficiency and the transformation of government functions. She also expressed her hope that all experts can provide their opinions and suggestions on aspects including empowering the business environment reform with new technologies such as "blockchain" and 5G, promoting the "integrated network platform", and improving the government service experience for enterprises and the people.
