On September 15, the Press Conference on the Construction of the Integrated National Demonstration Zone for opening up the Services Sector and China (Beijing) Pilot Free Trade Zone ("Two Zones" for short) in Beijing was held, stating that since the establishment of the Beijing Talent Coordination Working Group one year ago, it has given full play to its main role as employing units and the guiding, supporting and serving role of the government, using talent services to guarantee the construction of "Two Zones" as the starting point and underpinning the innovation of talents, to comprehensively deepen the talent reform and optimize the ecosystem of talent innovation and entrepreneurship.

A series of policies and measures were jointly issued by relevant departments, covering 82 overseas professional qualifications with focus on 10 key fields of the construction of "Two Zones", including finance, education, architectural and engineering services, science and technology services, and medical and health services. The said "3+2+1" support policy is also provided for professionals holding these related professional qualifications to attract them to Beijing to start a business. In addition, with the joint efforts of all departments in the city, the policies will facilitate the use of the foreign permanent resident ID card in China with same functions of the second-generation ID card for Chinese residents.

Currently relevant departments are now working together to promote the construction of the "1+X+17+N" foreign talent service network. The policy coverage has been expanded, as the number of service stations at the city and district levels has increased from 4 last year to 7 at present, and the number of stations where foreigners' work and residence permits are processed simultaneously in one window has increased from 2 last year to 4. The "Easy Beijing" App, which integrates more than 50 policies of 21 municipal departments such as those on children's education and social security and provides more than 20 online services including policy interpretation, legal consultation, and business and investment consultation. It has also opened "Medical Health" section and cooperated with the China-Japan Friendship Hospital, Guang'anmen Hospital of China Academy of Chinese Medical Sciences, and Beijing Chaoyang Hospital for multiple functions such as online registration, online follow-up, online inquiry, and online medical checkup appointment for foreign talents.
