Xia Linmao, male, Han ethnicity, was born in May 1970. He holds a doctorate degree in Engineering and is a member of the Communist Party of China (CPC). Xia is currently an alternate member of the 20th CPC Central Committee, a deputy to the 14th National People's Congress, a member of the Standing Committee of the CPC Beijing Municipal Committee, Deputy Secretary of the Party Leadership Group of the People's Government of Beijing Municipality, and Vice Mayor of Beijing.

Responsibilities: 

Xia oversees the executive work of the municipal government and is in charge of development and reform, finance, emergency management, foreign affairs (Hong Kong and Macao affairs), statistics, government service administration, aid and cooperation, and business environment reforms and improvement. Xia also assists the mayor in planning and auditing-related work.

Xia oversees the General Office of the People's Government of Beijing Municipality, Beijing Municipal Commission of Development and Reform, Beijing Municipal Finance Bureau, Beijing Municipal Commission of Planning and Natural Resources (Office of Capital Planning and Construction Commission), Beijing Emergency Management Bureau, Beijing Municipal Audit Bureau, Foreign Affairs Office (Hong Kong and Macao Affairs Office) of the People's Government of Beijing Municipality, Beijing Municipal Bureau of Statistics, Beijing Municipal Administration of Government Services, Beijing Municipal Administration of Government Logistics, Beijing Aid and Cooperation Office, and the Research Office of the People's Government of Beijing Municipality.

Xia is in charge of liaison with the Standing Committee of the Beijing Municipal People's Congress, the CPPCC Beijing Municipal Committee, Taiwan Affairs Office of the People's Government of Beijing Municipality, Beijing Municipal Federation of Trade Unions, Beijing Municipal Committee of the Communist Youth League and Beijing Women's Federation, Beijing People's Association for Friendship with Foreign Countries, Beijing Municipal Tax Service, Survey Office of the National Bureau of Statistics in Beijing, Beijing Municipal Bureau of Supervision under Ministry of Finance, and the local office of State Taxation Administration in Beijing.
