Vice Mayor Lu Yan
Mr. Lu Yan, of the Han nationality, born in Baoying, Jiangsu Province in March 1963, started his career in July 1984 and joined the Communist Party of China in June 1994. He is a PhD in economics, associate professor, and graduated from Beijing Business School with a bachelor's degree in commercial enterprise management. He is currently Vice Mayor of Beijing, a member of the CPC Leadership Group of the People's Government of Beijing Municipality, and Chairman of Red Cross Society of China Beijing Branch.
Responsibilities: Mr. Lu Yan is in charge of education, human resources and social security, agriculture and rural affairs, public health, forestry and parks, and medical insurance.
Mr. Lu Yan oversees the work of Beijing Municipal Education Commission (Beijing Municipal Language Affairs Commission and the Education Supervision Office of the People's Government of Beijing Municipality), Beijing Municipal Human Resources and Social Security Bureau, Beijing Municipal Bureau of Agriculture and Rural Affairs, Beijing Municipal Health Commission, Beijing Gardening and Greening Bureau (Capital Greening Office), and Beijing Municipal Medical Insurance Bureau.
Mr. Lu Yan is in charge of liaison with Red Cross Society of China Beijing Branch.

Director of the Research Office of Market Circulation at the Institute of Market Economy, Development Research Center of the State Council;
Member of the CPC Leadership Group and Deputy Director General of Beijing Municipal Bureau of Prices;
Member of the Business and Trade Sub-Committee of the CPC Beijing Municipal Committee;
Deputy Director-General of Beijing Municipal Commission of Commerce;
Deputy Secretary, Acting District Mayor and then District Mayor of Beijing Dongcheng District;
Secretary of the CPC Leadership Group and Director General of Beijing Municipal Bureau of Commerce;
Secretary of the CPC Leadership Group and Director-General of Beijing Municipal Commission of Commerce;
Secretary and Director General of Beijing Municipal Commission of Development and Reform;
Director General (concurrent) of Beijing Municipal Energy & Economic Operation Leading Group Office; and Director General of Leading Group for Coordinated Beijing-Tianjin-Hebei Development, Director General (concurrent) of Beijing World Horticultural Expo Coordination Bureau.
