REPORT ON THE WORK OF THE GOVERNMENT

Fellow Deputies,

On behalf of the People’s Government of Beijing Municipality, I now present to you my report on the work of the government for your deliberation and approval, and for comments and suggestions from members of Beijing Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC).

I. Review of Economic and Social Progress Made over the 12th Five-Year Plan Period

The 12th Five-Year Plan period was of great significance in the course of Beijing’s development. As the capital city entered a critical stage of development and reform, General Secretary Xi Jinping inspected Beijing Municipality and made important remarks. He defined Beijing’s strategic identity as the country’s political center, cultural center, center for international exchanges and center for scientific and technological innovation (“four centers”); he set forth the goal of developing Beijing into a world-class metropolis that is harmonious and livable; he also gave important instructions on Beijing’s development and governance and on the synergetic development of three administrative areas, namely Beijing Municipality, Tianjin Municipality and Hebei Province. In a word, he charted the direction for our work in the new period. Giving the synergetic development the status of a major national strategy, the central government formulated the Framework Plan for Beijing-Tianjin-Hebei Synergetic Development, a plan that promises a bright future for the capital city and will serve as a blueprint for its development. We are now embarking on a new voyage in the scientifically based development of Beijing.

Over the past five years, under the strong leadership of the CPC Central Committee and the State Council and the direct leadership of the CPC Beijing Municipal Committee, and under the supervision of and with strong support from Beijing Municipal People’s Congress and its Standing Committee, we firmly implemented decisions and arrangements made by the central government, adhered to the general guideline of “making progress while ensuring stability”, focused on Beijing’s strategic identity, and moved forward Beijing-Tianjin-Hebei synergetic development; we kept up steady growth, promoted reforms, adjusted economic structures, and improved the people’s well-being. We thus maintained sustained and sound economic and social progress, achieved the targets and fulfilled the tasks set in the 12th Five-Year Plan, and significantly improved Beijing’s overall economic strength, scientific and technological innovation capacity, and international influence; we also took firm steps towards a world-class metropolis that is harmonious and livable.

1. The economy was significantly strengthened as the city actively adapted to the economic “new normal” and effectively responded to the downward pressure. We focused more efforts on growth quality and efficiency, and realized steady growth with a better structure, higher quality and increased efficiency. Over the past five years, the city’s Gross Regional Product (GRP) registered an annual average growth of 7.5% and the general public budget revenue realized an annual average growth of 14.9%. Per capita GRP rose from 11,000 US dollars in 2010 to 17,000 US dollars. The total retail sales of consumer goods rose from more than 630 billion yuan to over one trillion yuan. The share of service reached 44.6% of the total consumption. Fixed asset investment rose from more than 520 billion yuan to nearly 800 billion yuan. The per capita income of urban residents increased in real terms by 7.2% a year on average; and rural residents' per capita income realized a real growth of 7.8% a year on average, faster than that of the urban residents. The rise of consumer prices was managed within an expected range. Energy consumption, water consumption and carbon dioxide emissions per 10,000 yuan of GRP accumulatively dropped by 25%, 24% and 27% respectively. We successfully completed the 3rd National Economic Census.

Beijing-Tianjin-Hebei synergetic development got off to a good start. We were firm in implementing the Framework Plan for Beijing-Tianjin-Hebei Synergetic Development; formulated and carried out opinions of Beijing Municipality on implementing the Plan. We worked to ease non-capital functions of the city in an orderly manner, published and revised the catalogue of prohibited and restricted new additional industries, and accordingly rejected 13,000 business registration applications. We shut down 1006 enterprises in general manufacturing or causing pollution, and closed 228 low-end commodity markets. We implemented the work plan for breakthroughs in three priority areas, namely transportation, ecological protection and industrial development; officially submitted a plan on Beijing-Tianjin-Hebei inter-city railway network; and launched Beijing-Kunming Expressway Beijing Section; we also started construction of the main structure of Beijing’s new airport. A group of major regional ecological projects progressed smoothly; and co-built parks including Caofeidian Synergetic Development Demonstration Area developed at a faster pace. We achieved significant results in integrating regional customs clearance, and conducted cooperation in areas such as education, medical care and tourism in an orderly way.

2. Visible progress was made towards high-end industries through innovation and transformation. The municipal-level general public budget expenditures on science, technology and culture grew by 1.1 times that of the 11th Five-Year Plan period; and Beijing ranked the first place in the country in comprehensive scientific and technological progress. An innovation-driven development pattern has emerged. We moved forward the building of Zhongguancun National Innovation Demonstration Zone (Z-Park); implemented piloting and experimentation policies such as the "1+6" policy and “New Four” (Xin Sitiao) policies; and formulated opinions on accelerating the building of a national science and technology innovation center; we also published and implemented “Ten Measures” for accelerating the commercialization of scientific achievements of municipal universities and colleges and “Nine Measures” for accelerating commercialization and industrialization of scientific achievements of municipal research institutions; advanced reform of the rights to use, dispose of, and profit from scientific achievements; and piloted a stock-based incentive mechanism. We kept improving the ecosystem for innovation and business creation, and accelerated the building of a pilot area for talents management reform and a technological and financial innovation center. We supported the “clustered development” of incubators like mass innovation labs, and business creation and innovation by the public were booming day by day. Over the past five years, we constantly upgraded our indigenous innovation capacity; achieved a number of major scientific successes that led the world; and created a group of new technologies, products, models and industries. During the 12th Five-Year Plan period, the number of patents granted, total transaction value of the city’s technology contracts and Z-Park revenues all doubled.

Cultural innovation added new vitality to development. We promoted and practiced the core values of socialism, constantly carried out popular education on socialism with Chinese characteristics and the “Chinese Dream”, organized public civility activities, and actively set “Beijing role models”. We formulated opinions on building the country's cultural center, advanced reforms of the mechanism to manage state-owned cultural assets, and set up Gehua Media and Beijing Xinmeiti Group; we also improved markets for cultural factors and the service systems for cultural investment and funding. Literature and art creations boomed, and 18 pieces of work won the national “Five-One Project” Award. We issued "1+3" policy papers to develop public cultural facilities at the basic level, carried out public cultural projects, and further improved the system of public cultural facilities. We enhanced our efforts to protect Beijing as a renowned historical and cultural city through repair and restoration of historical sites such as the Ming City Wall remains. We formulated and implemented the plan for the development of the functional zone for cultural and creative industries, and integrated development between cultural creativity and its related industries gained sound momentum.

High-end industries created new advantages in development. We piloted the national

comprehensive reforms in service industries in Shijingshan District and trialed modern service industries in Zhongguancun. We introduced opinions on accelerating the capital's technology service development and adopted measures for promoting health and old-age care, and sports industries. The contributions of the three advantageous sectors, i.e. banking, information and technology service, to economic growth exceeded 70%; and the tertiary industry grew from 75.5% to 79.8% of the economy. We formulated and implemented opinions on accelerating the development of emerging industries of strategic importance, issued Beijing Platform of Action for “Made in China 2025”, and quickened our steps towards an industrial structure supported by high-end industries. We actively promoted unique and differentiated development of industrial parks, and further improved the clustered development of six high-end industry functional zones.

3. The basis for urban-rural integration was laid through coordinated development and optimized spatial arrangement. Municipal-level general public budget expenditures on agriculture, forestry and water affairs grew by 1.2 times over the 11th Five-Year Plan period; over 50% of fixed asset investments by the municipal government went to suburban areas; and preliminary mechanisms for urban-rural integration were established. We were dedicated to devise the master plan of the city, and worked to draw up a blueprint for Beijing’s sustainable development in the future. We went all out to promote the construction of Beijing’s administrative sub-center, studied and made a planning proposal, completed phase I demolition in an area of six square kilometers, and launched construction of the kick-start area of the administrative zone. We advanced the construction of new towns in suburban areas, accelerated the arrangement of key functional and industrial projects, and extended rail transit lines to five new towns. We promoted the building of 42 priority towns and established a group of new rural communities, thus providing farmers with better public services. We basically completed the building of 50 priority villages in peri-urban areas, demolished buildings and rehabilitated 14.2 square kilometers of land, and successfully advanced urbanization pilot projects at the "First Greenbelt" area across six townships. We carried out in succession two phases of Action Plan for South Beijing Development. The infrastructure and ecology in south Beijing and Beijing’s western areas were visibly improved.

Solid steps were taken in rural reforms and development. We implemented the “New Three Initiatives” project (bring collectively-held land into circulation, make further progress in assets operation and organize farmers); we completed the principal tasks in collective forest rights reform and the certification of collective land ownership. The circulation rate of contracted land reached 61.7%; pilot programs such as the market-based transaction of collectively-held commercial construction land went on well. We formulated and implemented opinions on developing high-efficiency water-saving agriculture through restructuring and transformation. Water-intensive crops were gradually phased out, and urban modern agriculture developed faster. We built 1000 “beautiful villages”, upgraded over 500,000 rural houses to make them earthquake resistant and energy conserving, and raised village-level dedicated public welfare allowance by 50%. In rural areas with a weak economy, we implemented the development plan and plan of action for common prosperity, stepped up assistance to low-income villages, and the incomes of low-income households enjoyed a real increase of 10.2% a year on average. A number of unique mountain valleys were built in ecological conservation areas with 44,000 farmers relocated from mountainous regions. In preparation for Beijing International Horticulture Exhibition 2019, we successfully completed master planning of the Expo Park, overall transportation planning and demolition; and we launched the construction of supporting infrastructure.

4. We attacked “mega-city diseases” at all fronts through prompt responses and meticulous management. We strictly enforced the Air Pollution Prevention and Treatment Regulations, formulated and implemented the Clean Air Action Plan, put in place the regional mechanism for joint air pollution control, and cut coal consumption by nearly 14 million tons. We eliminated all heavy-polluting vehicles and took 1.832 million old and worn-out automobiles off the roads. Fine particulate matter (PM 2.5) concentration dropped by 15.8% over 2012. We exceeded our targets for reducing the four major pollutants (COD, NH3-H, SO2, NOX) discharge. We introduced comprehensive measures to alleviate traffic congestion, including road network construction, vehicle parking management, traffic control and peak staggering. We intensified efforts to develop rail transit facilities, increased serviceable rail lines by 218 kilometers, and the total length of lines in operation reached 554 kilometers. The city road network was further improved. We formulated and implemented two three-year action plans for building garbage treatment facilities and sewage treatment facilities respectively. The city's daily household waste disposal capacity was increased by 12,000 tons, daily sewage treatment capacity was increased by 1.2 million tons, and the rate of recycled household waste was raised to 55%; the annual use of recycled water reached 950 million cubic meters. We completed afforestation of 1.05 million mu (70,000 hectares) on the flatland and added another 4,850 hectares of urban green areas. The forest and green coverage ratios were brought to 41.6% and 59% respectively, up by 4.6 and 6 percentage points respectively over 2010.

We formulated and implemented a stricter work plan on controlling the population size. The growth of permanent population dropped on average by 431,000 a year over the 11th Five-Year Plan period, and the annual growth rate fell from 5% back to 2%. We organized “meticulous management” activities on environment improvement, demolished 46.11 million square meters of illegal buildings, and converted 605 kilometers of overhead wires into underground wires. We enhanced our capacity to secure resources and energy by completing the South-North Water Diversion Project Middle Route Phase I as well as important infrastructure constructions such as the third Shaanxi-Beijing natural gas pipeline. We steadily improved meteorological monitoring, forecasts and early warning; and significantly strengthened our capacity to secure city operation and prevent and mitigate disasters. We carried out the Shijingshan pilot program on the reform of urban management mechanisms, consolidated the management capability at the basic level, and enhanced comprehensive law enforcement through inter-departmental joint efforts. Over 90% of neighborhoods and communities were covered by the social service and management grids.

5. We further enhanced harmony and stability through social management innovation and improved life for the people. Guided by the principles of “more input, new mechanisms and baseline guarantee”, we raised municipal-level general public budget expenditures on public welfare by 1.2 times over the 11th Five-Year Plan period, implemented a total of 153 projects pertinent to people’s well-being, and resolved a number of practical issues concerning the people’s immediate interests. We gave priority to employment, adopted more proactive employment policies, and improved the employment mechanism applicable to both urban and rural areas. We created 2.167 million new jobs in urban areas and the registered urban unemployment rate was kept below 1.6%. We further improved the old-age care and health care systems that covered all urban and rural residents, basically realized the “social security for all” target, and on average raised standards of benefit of six types of social security by 68% over 2010. We unified dibao (subsistence allowances for needy residents) standards for urban and rural areas, and a moderately inclusive social welfare system was basically formed. We fully implemented regulations on home-based care for the aged; coordinated the development of home-based care, community care and old-age care institutions; and brought the total number of beds in old-age care institutions up to 120,000. We further improved the social security and service system for people with disabilities, and made faster progress in protecting and serving these people. We implemented the protection-oriented affordable housing project, established a basic housing guarantee scheme based on home renting, and accumulatively constructed or channeled one million units of protection housing. We completed renovation projects for 83,000 households in run-down areas and comprehensive renovation of 65.62 million square meters of buildings in old communities, and thus further improved people's housing conditions.

Basic public services were provided with increased equality. We deepened the comprehensive educational reform, energetically promoted character-building education, and carried out three three-year action plans respectively for the development of preschool education, primary and secondary schools, and municipal institutions of higher learning; we built, rebuilt and expanded 843 kindergartens and 200 primary and secondary schools, increasing the school capacity by 100,000 seats and 190,000 seats respectively. We pressed on with compulsory education and open enrollment in near-home schools for students entering junior high school; we carried forward the “school district” system, the integrated nine-year compulsory education, and the “education groups” model; we enlarged the coverage of quality education resources. We deepened reforms of the medical and health systems as we piloted separation of supervision from management and prescription from dispensing in public hospitals, established a critical illness insurance scheme for urban and rural residents, and continued reforms of the payment system for medical insurance. The reform of state-funded medical care system was basically completed. We promoted standardization in building community healthcare facilities, pushed forward reform in the models of community health service, and established 10 regional medical centers and 43 regional health alliances, and thus the medical and health service system covering both urban and rural areas was constantly improved. We rolled out the two-child policy for couples with at least one parent being an only child, and further enhanced population and family planning services. Mass sports flourished, while competitive sports steadily developed to higher levels.

Social harmony and stability were maintained. We issued the opinions on deepening reforms of the sub-district and community management system, and expanded the coverage of "15-minute" community service circuits to 80% of urban communities. We allowed four types of social organizations to be registered directly; we basically established the working system for "focal point" social organizations at three levels (municipal, district/county and sub-district/township), and we saw ever growing teams of social workers and volunteers. We made new progress in protecting and serving women and children, and strengthened ethnic and religious work. We adhered to the development path of civil-military integration with Chinese characteristics, and continued to cement the solidarity between the military, government and the people. We implemented the safety-conscious development strategy, strictly identified and eliminated safety hazards, and reduced workplace fatality per 100 million yuan of GRP by 47% over the 2010 level. We reformed the food and drug safety regulatory system, and 98.4% of key types of food and 99.7% of drugs met the quality standards in sampling tests. We maintained the capital’s security and stability through careful screening and resolution of disputes, innovations in the multi-dimensional social and public security system, and the establishment and development of counter-terrorism working mechanism.

6. The development vitality was further unleashed through deeper and comprehensive reforms and further opening-up. We implemented the decision on deepening reforms in an all-round way, and carried out a series of reform measures to delegate powers, deregulate market players, reduce burdens for businesses, and benefit the people. We pushed for the transformation of government functions, streamlined administration and delegated powers, and completed a new round of reforms of government agencies. We eliminated and delegated to lower levels 439 administrative approval procedures; optimized the approval procedures for investment projects, and shortened the time frame from over 300 workdays to 109. We established a Municipal Administrative Service Center, and 40 departments responsible for 740 approval procedures have already moved in. We achieved tangible results in the company registration system reform, and comprehensively implemented a policy that allows market entities to obtain a license prior to receiving administrative approval (the "License First" policy), and introduced a registration system under which the “three permits” (a business license, an organization code certificate, and a tax registration certificate) were simplified to one business license to which a unified social credit code for legal persons and other organizations was added. We introduced opinions on encouraging funding from non-government investors, who already committed funds to 130 market-based pilot projects. We formulated and implemented the opinions on deepening reforms of state-owned assets and state-owned enterprises affiliated to the municipality in an all-round way, launched a group of pilot programs to reform the supervision and evaluation of state-owned enterprise (SOEs) by category, and quickened our steps in SOE restructuring. We constantly optimized the industry distribution of state-owned economy, and municipal SOEs registered a 94.7% increase in profits over 2010. We took steady steps in reforming fiscal budget management, and made positive progress in "replacing business tax with value-added tax". The “new third board” (National Equities Exchange and Quotations, NEEQ) successfully landed in Beijing, and more than 5,000 enterprises were listed there. In our efforts to further improve the efficiency of resource allocation, we freed 56% of pricing decisions from government control, reformed the pricing of water, electricity, gas, and heating as well as the ticketing system and fare prices for public transport, raised pollution charges, and established the Water Environment Inter-Regional Compensation System.

New situations were created for an open economy. We successfully held three Beijing International Fairs for Trade in Services and the total volume of foreign trade in services increased from 79.8 billion to over 120 billion US dollars. We drove innovation and efficiency through investment. We actually used 13 billion US dollars of foreign investment and invested 9.56 billion US dollars overseas, up by 2 times and 12.5 times respectively over the 2010 level. We implemented the policy that granted transit passengers 72 hours of visa-free stay and the policy of departure tax refund. Port economy grew rapidly. Universal Theme Park and Resort landed in Beijing and the total revenues from tourism rose by 73.7% over the 11th Five-Year Plan period. We deepened the opening-up in service industry by pressing ahead with the 33 policies and measures through the nation’s first pilot program. We took a pragmatic and active approach to international exchanges. The Asian Infrastructure Investment Bank and the Silk Road Fund both located their headquarters in Beijing, and the World Tourism Cities Federation was established. The number of sister cities was brought up to 52. We achieved fruitful results in the work related to Hong Kong, Macau and Taiwan compatriots as well as oversea Chinese. We did a good job in one-on-one assistance and collaboration, accumulatively invested 13.64 billion yuan and completed 1,771 assistance projects.

7. We successfully provided logistics and security for important events as we performed functions of the capital and provided "four services". Following the general plan of the central government, we provided high-quality services to the 22nd APEC Economic Leaders’ Meeting. We served and secured the activities which commemorated the 70th anniversary of the victory of Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War. We worked closely with the National Administration of Sports and the People’s Government of Hebei Province and successfully won the bid for the 2022 Olympic Winter Games. Beijing thus became the first summer games host city in the world to stage the winter games. We offered the world a "fantastic" IAAF World Championships in 2015 through our high quality work. The successful completion of the above-mentioned assignments should be attributed to the firm leadership of the central government, the great support from other provinces, autonomous regions and municipalities, the armed forces based in Beijing as well as all sectors of the society, and our citizens’ enthusiasm and selfless dedication. It has left us with valuable material and spiritual wealth.

Over the past five years, we persisted in law-based governance, strictly controlled the government, upheld integrity and exercised diligence. Thus important progress was made in self-improvement of the government. We earnestly implemented resolutions and decisions of the Municipal People's Congress and its Standing Committee; conscientiously accepted the People's Congress's legal and performance oversight and CPPCC's “democratic oversight”; and handled 17 motions (yi'an) and 6,214 recommendations (jianyi) by deputies of the Municipal People's Congress as well as 5,467 proposals (ti'an) made by the Municipal CPPCC Committee members. We enhanced administrative legislation; submitted 38 draft local regulations to the Standing Committee of the Municipal People's Congress for approval; formulated, revised or abolished 68 administrative rules; and standardized administrative law enforcement. We advanced information disclosure in 17 key areas, including air pollution control, fiscal budgets and final accounts, enabling the public to supervise government actions in a more effective way. We comprehensively performed government functions in accordance with the law, improved performance management systems, and reinforced supervision and administrative accountability, and thus further upgraded the administrative competence and credibility of the government. We strictly observed the political discipline and rules of the Party; organized "mass line" education and practice activities and special education programs on "sanyan sanshi" (“three stricts and three earnests” -- be strict in self-development, exercise of power, and self-discipline; be earnest in making plans, opening up new undertakings and upholding personal integrity); and implemented the CPC Central Committee's eight-point decision on improving the Party and government conduct and the State Council's three-point decision on curbing government spending; we accomplished rectification tasks in an all-round way and effectively controlled the “Four Prevalences” (prevalence of formalism, bureaucracy, hedonism and extravagance). We firmly improved Party conduct, upheld integrity and combated corruption; strengthened administrative supervision and auditing; launched special rectification campaigns against “off-book accounts”; and resolutely punished inaction and negligence as well as corruption at low government levels; we strictly investigated and prosecuted all violations of the law and the rules of discipline.

Looking back on the past five years, we are deeply aware that they were years of accelerated transformation of Beijing's growth model and upgrading of its economic structure; they were years of deepening reform and opening up as well as constant unleashing of market vitality; they were years of further improving infrastructures and integrated urban-rural development; they were years of pushing forward ecological conservation and overcoming difficulties in urban management; and they were years of all-round progress in social undertakings and more tangible benefits to our people. The hard-won achievements in these five years should be attributed to the firm leadership of the CPC Central Committee and the State Council, to the direct leadership of the CPC Beijing Municipal Committee, to the hard work of the entire city, to the assistance from the Chinese people of all ethnic groups, and to the care and support of people from all walks of life. For this and on behalf of the People’s Government of Beijing Municipality, I would like to express my sincere thanks to all ethnic groups in our city, to deputies of the Municipal People’s Congress and members of the Municipal CPPCC Committee, to all democratic parties, to people’s groups and people from all walks of life, to all central government departments and other provinces, autonomous regions and municipalities, to officers and men of the Chinese People’s Liberation Army and the People’s Armed Police Force based in Beijing, and to our compatriots in Hong Kong, Macau and Taiwan, overseas Chinese and international friends who have cared for and given their support to the capital’s development.

Fellow Deputies,

Five years of concerted efforts have deepened our understanding of the work in the capital. The main points are as follows:

First, we must adhere to Beijing’s strategic identity. The city's development should be measured against the strategic identity as the “four centers”. We should set standards that lead the country and earnestly fulfill the capital's duties. We should lift the level of the “four services” and make plans to boost development in a scientific manner, so that the city's development can be adapted to, consistent with and coordinated with its strategic identity, and that the capital can upgrade its development level while serving the general interests of the country.

Second, we must adhere to reform and innovation. We should use reform and innovation as the foremost driving force, focus our efforts on solving problems, seize the right moment to introduce various reform measures and effectively remove institutional and mechanism obstacles to development. We should put innovation at the core of overall development, thoroughly implement the innovation-driven development strategy, stimulate innovation and business creation, and give play to the multiplier effect of innovation on growth; we should take the lead in forming an economic system and development model led and supported by innovation.

Third, we must adhere to the coordinated development of urban and rural areas. Synergetic and coordinated development should be the sure path for combating “mega-city diseases” and realizing sustainable city development. We should ease in an orderly way the non-core functions of the capital to optimize and enhance the core functions; we should quicken our steps to create a new pattern of regional synergetic development. We should focus on the integrated economic and social development of urban and rural areas, optimize urban development planning and resource allocation, and gradually narrow the gap between urban and rural areas so as to promote balanced and coordinated development.

Fourth, we must adhere to the path of eco-civilization. We should follow the basic national policy of saving resources and protecting the environment; hold on to the ecological red line, the environment quality bottom line and the ceiling of resource consumption; put more efforts in pollution control and ecological improvement. We should stop gaps and uplift urban management capacity, and ease the tension between the population, resources and the environment, so as to raise the level of green development.

Fifth, we must adhere to the principal role of the people. We should take a people-centered approach, uphold the “mass line”, and take improvement of people’s wellbeing and promotion of people’s comprehensive development as the starting point and final goal of all our work. We should fully mobilize the people’s enterprise, initiative and creativity, let our citizens play the principal role, and together we can better build, develop and manage the capital city.

We are also keenly aware of the imbalance, incoordination and un-sustainability in the development, which pose a number of difficulties and challenges on our way ahead. They are mainly as follows: As the tension between population, resources and the environment grows, we need even more efforts to cure the “mega-city diseases”, including air pollution and traffic congestion. The city's advantages in science, technology and culture resources are not fully deployed. We still need to accelerate the transition from old to new driving forces, and do more in transformation, restructuring and growth stabilization. We still need to improve urban service and management, promote cultural progress, and urgently enhance meticulous management and rule of law in urban administration. Undersupply and unbalanced allocation of resources in education, medical care and other public services still exists, so we should build up capacities to further improve people’s well-being. Work of the government needs further improving. In some areas, ongoing and ex post supervisions are not fully in place. Inaction and abuse of powers still exist among a small number of government officials. Officials are not adaptive to, capable of and skilled at dealing with new situations. We should continue efforts in promoting diligence and integrity in the government system. With a strong sense of responsibility and mission, we will work relentlessly against all odds, strive to solve problems earnestly and live up to people’s expectations and trust.
